As is known, in January 2023, the highest body of people's power, the Halk Maslahaty (People's Council), was created in Turkmenistan. It is empowered to adopt the constitution, constitutional laws, consider amendments and additions to them, the main directions of domestic and foreign policy of the state, and hear annual addresses of the President of the country. The work of the Halk Maslahaty is based on the principles of democracy, transparency, justice, the rule of law, the priority of generally recognised norms of international law, the equality of man, as well as the citizen before the law, respect for human rights and freedoms, making appropriate decisions and taking into account public opinion.

In less than three years since the beginning of its functioning, the Halk Maslahaty has proven the correctness and timeliness of its creation. All strategic decisions and priority national Development Programs of the country adopted by it during this time have been successfully implemented and continue to be implemented. And today, in the International Year of Peace and Trust, the year of the 34th anniversary of the country's independence and the 30th anniversary of Turkmenistan's neutrality, the country's public is actively preparing to hold another national forum, personifying the continuous connection of times and the continuity of generations, the commitment of an independent neutral Fatherland to the principles of genuine democracy, the chosen path of peace and creation.

Speaking at a meeting of the Presidium of the Halk Maslahaty on the 20th of February this year, the Chairman of the Halk Maslahaty, National Leader of the Turkmen people, Hero Arkadag noted and especially emphasised that «... from the first days of the International Year of Peace and Trust, we have directed all our efforts, energy and strength to ensure the dynamic development of the state and society. The country has done work of historical significance to develop people's power and national democratic institutions. Guided by the principles of statehood, legality and the norms of national democracy, we, in consultation with the people, resolve important issues of national importance. The activities of the Halk Maslahaty of Turkmenistan are built in accordance with these goals».

Based on the Program «Revival of the New Epoch of the Powerful State: National Program for Socio-Economic Development of Turkmenistan in 2022-2052», high growth has been achieved in the national economy. Turkmenistan demonstrates progressive dynamics of socio-economic development, the standard and quality of life of the people is systematically improving. As a clear example, at the meeting of the Cabinet of Ministers of Turkmenistan, held on the 29th of August this year by the President of the country Serdar Berdimuhamedov, it was noted that as a result of the adopted comprehensive measures for the specified period, the GDP growth rate was 6.3 percent. Compared with the same period in 2024, the indicators of manufactured products, retail and foreign trade turnover, as well as the volume of capital investments mastered from all sources of financing increased.

New goals and long-term objectives planned for discussion and adoption at the upcoming September meeting of the Halk Maslahaty will undoubtedly become a continuation of the implementation of measures aimed at achieving a prosperous life for the entire population of the country, creating a comfortable living environment for each person.

Today, Turkmenistan, successfully guided by the wise advice of elders and implementing the most important decisions and Programs of the Halk Maslahaty, which is the driving force of society, is pursuing a multifaceted comprehensive foreign policy, guided by clear norms and a clear understanding of its goals. The country is actively developing relations with the world community, based on universal values, integrity and indivisibility of the tasks facing modern civilisations. This format of relations is the main, significant strategic course approved by the Halk Maslahaty and chosen by Turkmenistan.
