On June 17, 2025, as part of the working visit to the Republic of Kazakhstan, President Serdar Berdimuhamedov met with Chairman of the People's Republic of China Xi Jinping.
After warmly greeting each other, the head of state and the Chairman of the PRC expressed satisfaction with the opportunity to meet on the sidelines of the Central Asia-China Summit and discuss the main aspects of bilateral relations.
Noting that China highly values the traditionally friendly relations and mutually beneficial strategic partnership with Turkmenistan, Chairman of the People’s Republic of China Xi Jinping expressed confidence that the current meeting would give new impetus to interstate cooperation. Taking the opportunity, the leader of China addressed warm greetings and best wishes to the National Leader of Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan.
Thanking for the kind words and conveying warm greetings to the Chairman of the People’s Republic of China from the National Leader of Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, President Serdar Berdimuhamedov emphasized that such high-level meetings are always an important and significant event in the history of interstate relations.
As the head of state noted, such meetings allow discussing the state of bilateral cooperation and exchanging opinions on international issues. Such dialogue confirms the continuity of the strategic partnership between Turkmenistan and China, which is growing stronger every year and covers new areas.
As emphasized, on the international platform Turkmenistan and China are combining efforts for peace and stability and adhere to the norms of the UN Charter. Turkmenistan highly appraises China’s support for the neutral status and initiatives of Turkmenistan in the sphere of regional security, energy and transport cooperation, as well as ecology. In turn, Turkmenistan resolutely supports China’s initiatives.
During the meeting, priority areas of bilateral cooperation in the trade, economic, energy, cultural and humanitarian spheres were also discussed.
The interlocutors also noted the strategic nature of the fuel and energy sector and emphasized the importance of continuing it on the basis of mutual benefit and equal partnership.
As noted, Turkmenistan is in favor of expanding trade and economic ties, where there are extensive prospects for increasing cooperation in the textile industry, railway transport and agriculture.
Particular attention was paid to cooperation in the transport sector. The interlocutors exchanged views on the prospects for establishing sustainable interregional transport and transit corridors.
The cultural and humanitarian sphere was also recognized as an integral part of Turkmen-Chinese relations. Turkmenistan and China actively cooperate in the fields of science, education, culture and art, which contributes to the rapprochement and mutual enrichment of the cultures of the two peoples.
A separate topic of discussion during the meeting was issues of interaction in the international arena. In this context, the head of state noted Turkmenistan’s initiative to form a Global Security Strategy under the auspices of the UN.
In this regard, President Serdar Berdimuhamedov expressed confidence that a substantive discussion of this topic will take place at the upcoming International Forum in Ashgabat in December 2025, dedicated to the International Year of Peace and Trust and the 30th anniversary of Turkmenistan’s neutrality.
The Chairman of the PRC noted that the Chinese side supports the constructive proposals put forward by Turkmenistan for the sake of peace and sustainable development in the regional and global dimensions.
Congratulating the UN General Assembly on the declaration of 2025 as the “International Year of Peace and Trust” on the initiative of Turkmenistan, as well as on the 30th anniversary of Turkmenistan’s neutrality, the Chairman of China Xi Jinping invited the head of state to take part in the next Summit of the Shanghai Cooperation Organization.
Taking this opportunity, President Serdar Berdimuhamedov invited Chinese President Xi Jinping to visit Turkmenistan at any convenient time.
The interlocutors also emphasized the importance of the Central Asia-China format as one of the effective forms of international cooperation. In this regard, the Chairman of China Xi Jinping noted the importance of the proposals put forward by President Serdar Berdimuhamedov at the first Summit of this format.
At the end of the conversation, the leaders of two states exchanged mutual good wishes, expressing confidence in the further development of mutually beneficial partnership in the interests of two friendly countries and their peoples.
Following the meeting with the participation of President Serdar Berdimuhamedov and Chairman of the People’s Republic of China Xi Jinping, a ceremony was held to announce the Agreement on Technical and Economic Cooperation between the Government of Turkmenistan and the Government of the People’s Republic of China.
