Today, President Serdar Berdimuhamedov held an online meeting of the Cabinet of Ministers, at which the work carried out in the country for five months of the current year summed up.

Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out within the work to bring the national legislation in conformity to realities of the time, was the first to take the floor. 

As she informed, with a view of strengthening the legal framework of social and economic transformations realised in the country for the January-May period of the current year, 8 Laws of Turkmenistan, which include new acts for perfection of activity of judicial bodies and for joining the corresponding Protocol to the International Convention on Load Lines were adopted. Along with it, amendments and additions were made to operating codes regulating criminal, arbitrate, civil and criminal procedure, family and labour relations as well as the legislation connected with taxes, an anniversary medal, administration, motor transport and migration. Besides it, 10 resolutions of the Mejlis were adopted.

At present, preparation of bills of protection of the rights, freedom and legitimate interests of the individual, creation of the uniform state register of voters, development of scientific intellectual property, virtual assets, establishment of an anniversary medal in honour of the 30th anniversary of neutrality of Turkmenistan is carried out. Some operating legal acts are also improved.

During the period under consideration, credentials from 6 Ambassadors Extraordinary and Plenipotentiary in Turkmenistan were received. Besides it, 30 meetings with representatives of parliaments of foreign states, foreign diplomatic missions accredited in our country, and international organisations were held and prospects of further enhancement of fruitful relations were discussed in them.

Along with it, deputies and specialists of the Mejlis took part in 48 seminars concerning modernisation of the legislative activity, organised by corresponding ministries and sectoral departments of the country together with authoritative structures. With a view of study of international experience, representatives of the national parliament made 17 business trips.

Summing up the information, President Serdar Berdimuhamedov pointed out that the effective state policy, increase of well-being of people should find their reflection in adopted laws. In this connection, the head of the state underlined the importance of development of new laws demanded by time.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macroeconomic indicators for the January-May period of the current year.

As he reported, at the expense of adopted complex steps, sustainable development of branches of national economy and increase of standards of living of the population were provided. So, for the considered period, GDP grew by 6,3 percent, including in industry,  the rate of increase made up 0,8 percent, in construction - 4,7 percent, transport-communication sector - 10,8 percent, trade - 9,9 percent, agriculture - 4 percent, sphere of services - 8,6 percent.

As compared to the similar period of 2024 as a whole the volume of production made increased by 9,7 percent, industrial indicators by branches were positive.

For five months of the current year, retail goods turnover in comparison with the same period of the past year was more than 12,5 percent, and foreign trade turnover - 5,4 percent.

For the specified period, the revenues part of the state budget was fulfilled by 101,2 percent and expenditures part - 97,6 percent.

Sizes of salaries and wages at large and medium enterprises of the country in comparison to the corresponding period of 2024 increased by 11,4 percent. Salaries, pensions, state benefits, and scholarships of students were financed timely.

In comparison with the similar period of the past year, the volume of the capital investments implemented at the expense of all sources of financing, grew by 16,3 percent.

He also reported on the course of realisation of the national rural redevelopment program.

Having heard the report, President Serdar Berdimuhamedov noted the importance of adoption of appropriate measures for maintenance of sustainable development of economy, maintenance of rates of increase of GDP till the end of the year within the established limits. He also instructed the Deputy-Chairman of the Cabinet to hold fulfilment of adopted government programs for development of the country under strict control.

Then, Deputy-Chairman of the Cabinet B.Amanov reported on results of the work carried out the sector under his supervision for the January-May period of 2025.

As he informed, for the accounting period, «Türkmennebit» State Concern executed the oil production plan by 109 percent.

The oil refining plan was fulfilled by 108 percent, gasoline production - 102,8 percent, diesel fuel - 101,2 percent, lubricant oils - 121,1 percent. The rate of increase of manufacture of liquefied gas was 102,2 percent.

The plan for production of natural gas and accompanying gas for the considered period was fulfilled by 102,5 percent.

Summing up the report, President Serdar Berdimuhamedov emphasised the importance of consecutive modernisation of industrial activity, further wide introduction of modern technologies with a view of regular increase of potential of the oil and gas complex. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to keep the work on increase in oil and natural gas production under control.

Deputy-Chairman of the Cabinet T.Atahallyev reported on results of the activity carried out in the agricultural sector for the January-May period of this year and the course of current seasonal agricultural campaigns in velayats.

As he informed, in comparison with the past year, the rate of increase of manufacture by the complex made up 113 percent. The given indicator by the Ministry of Agriculture reached 100,7 percent, by the Ministry of Environmental Protection -100 percent, the State Water Economy Committee - 140,2 percent, «Türkmenpagta» State Concern - 121,6 percent, «Türkmengallaönümleri» State Association - 108,4 percent, «Türkmenobakhyzmat» State Association - 100,8 percent, State Food-Processing Industry Association - 103,3 percent, State Association of Cattle-Breeding and Poultry Industry - 101,1 percent, «Türkmen atlary» State Association - 101 percent.

For the accounting period, the plan for investments in the agricultural branch was executed by 311, 8 percent.

The Deputy-Chairman of the Cabinet reported on ongoing seasonal campaigns. He informed that today with participation of skilled daykhan, experienced specialists, scientists and machine operators seminars were held and with participation of honoured elders in Akhal, Lebap and Mary velayats the grain-harvesting season started. Besides it, preparation for the start of the grain harvest in early June 11 in Balkan and Dashoguz velayats goes on.

Along with it, due care of cotton, potato, vegetables and gourds and other agricultural crops is provided and corresponding work is carried out to gather the grown crop in regions according to agro-technical standards. 

The Deputy-Chairman of the Cabinet also informed the head of the state a good news that skilled silkworm breeders of the country produced more than 2 thousand 100 tons of cocoons of silkworm, successfully having executed their production plans.

Having heard the report, President Serdar Berdimuhamedov underlined that full involvement of industrial potential, increase of productivity of cultures act as primary goals of the agricultural branch. The importance of effective continuation of work in this area and timely conduction of agricultural work in the fields under crops was in this connection stated.

Having marked that a start was given to the grain-harvesting season, the head of the state instructed the Deputy-Chairman of the Cabinet to hold the gathering of wheat crop without loss under strict control.

Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that hardworking silkworm breeders produced for our native land over 2 thousand 100 tons of cocoons of silkworm, successfully having executed theior production plans during the current year and warmly congratulated skilled silkworm breeders with their labour victory.

Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the activity of the construction and industrial complex for five months of this year.

As he informed, for the specified period, fulfilment of the plan for production and the executed work made up 109 percent.

By the Ministry of Construction and Architecture, the work and services plan was fulfilled by 113,4 percent.

The production plan and work and services plan were provided by the Ministry of Industry and Construction Production by 114,8 percent.

For the accounting period, the plan on production, work and rendered services was executed by the Ministry of Energy by 108,8 percent.

The similar indicator gained by «Türkmenhimiýa» State Concern made up 105,6 percent.

For the accounting period of this year, the work plan by the State Agency for Management of Road Construction was executed by 104,8 percent, and khyakimlik of Ashgabat city - 111,8 percent.

Summing up the report, President Serdar Berdimuhamedov noted that one should achieve full involvement of manufacturing enterprises of the construction and industrial complex and chemical industry. The head of the state instructed the Deputy-Chairman of the Cabinet to raise consistently the potential of the energy branch and to continue construction of new industrial complexes equipped with innovative technologies.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work carried out by subordinate ministries and departments and the private sector for the January-May period of the current year.

For the accounting period, by the Ministry of Trade and Foreign Economic Relations, the rate of increase of goods turnover in comparison with the similar period of the past year made up 123,1 percent, production - 100,7 percent.

The rate of increase of volumes of production output by enterprises of the Ministry of Textile Industry was 108 percent, including manufacture of cotton yarn and fabrics in comparison to the same period of the past year reached, accordingly, 130,4 and 136,7 percent, leather products - 124,5 percent.

The plan on production by «Türkmenhaly» State Association was executed by 100,6 percent.

For the considered period, the State Commodity and Raw materials Exchange held 124 trading sessions, at which 11 thousand 714 contracts were registered.

For the January-May period, the rate of increase of work, carried out by the Chamber of Commerce and Industry made up 103 percent.

By the Union of Industrialists and Entrepreneurs, the growth of volumes of output of agricultural and food production for five months of the current year reached 107,2 percent, industrial - 108,2 percent.

Summing up the report, President Serdar Berdimuhamedov noted that it is necessary to hold supply of markets and shops of the country with food production and other demanded goods in the centre of constant attention. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to increase volumes and the list of production, rendered services, and adjust the work of textile enterprises according to realities of the time.

Further, the President of Turkmenistan, addressing members of the Cabinet, with satisfaction stated that for the last five months good indicators were reached in the field of trade and economic relations with numerous countries of the world.

The head of the state signed a corresponding document on the new structure of the Intergovernmental Turkmen-Russian Commission for economic cooperation from the Turkmen party.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of the sphere under her supervision for the January-May period of 2025.

As she informed, during the accounting period final rounds of the competition among dutar players and bagshy-musicians «Çalsana, bagşy!», the first meeting of the Organizing committee for celebrations and actions on the occasion of the 34th anniversary of independence of Turkmenistan in Ashgabat and Arkadag cities, Akhal and Balkan velayats and the song and music festival «Music of Peace, Music of Friendship and Brotherhood» took place. 

In the country, numerous international events, including exhibitions, concerts, and festivals were held. Workers of culture and art and creative specialists took part in international cultural forums held in foreign states. The Turkmen delegation made a visit to the Islamic Republic of Iran with a view of pilgrimage to tombs of Magtymguly Fragi and Dovletmammet Azady.

She also reported on the work carried out by libraries, museums, Turkmen state publishing service, «Türkmenfilm» Association named after Oguz khan, mass media.

Having heard the report, President Serdar Berdimuhamedov in connection with the summer season instructed the Deputy-Chairwoman of the Cabinet to organise for children interesting events in cultural establishments and theatres. At the same time, she was instructed to undertake appropriate measures for all-round study of the cultural heritage and its popularisation among the youth, careful preservation of historical and cultural monuments.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on results of the activity of subordinate structures for the January-May period of the current year.

As she informed, during the considered period, complex work was carried out for the younger generation to obtain modern education and wide use of advanced methods of teaching and publish textbooks and manuals.  Schoolchildren and students won 711 medals and were awarded diplomas of various degrees of the international subject internet Olympiads. With participation of graduates of comprehensive secondary schools, the festive event «Last bell» was organized.

For five months of the current year, modernisation of scientific sphere, introduction of innovative technologies in manufacture continued and international cooperation in this area extended. In postgraduate study, doctoral studies and for scientific degrees 114 persons were admitted.

During the accounting period, in treatment and prophylactic establishments work on introduction of advanced methods in applied medicine was carried out. At the expense of funds of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, various operations and treatment were provided to sick children. The XII Turkmen-German forum on public health services, the week of immunization together with Children's Fund of the United Nations, Day of Turkmenistan in the European Regional Bureau of the World Health Organization in the city of Copenhagen of the Kingdom of Denmark were also held.

The sphere of physical training and sports developed effectively. For the January-May period of the current year, sportsmen took part in international competitions, having won 349 medals. On the occasion of World Health Day, mass bicycle races, physical training and sports actions took place, in the complex of martial arts of the Olympic village of Ashgabat the International tournament in national wrestling goresh and belt wrestling alysh were organized.

Summing up the report, President Serdar Berdimuhamedov focused attention on the importance of conduction of further productive activity in education spheres, sciences, public health services, physical culture and sports. In connection with approach of the summer season, necessity of organisation of actions for interesting and useful leisure of children and teenagers was marked.

It is necessary to improve public health services system, widely to involve the youth in practice of physical culture and sports, the head of the state underlined, having given in this connection the Deputy-Chairwoman of the Cabinet a number of concrete instructions.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov took the floor and before delivering his report, congratulated the President of Turkmenistan with his successful state visit to Mongolia, held on June 1-2 of the current year.

As he marked, during the summit talks held in Ulan Bator, a wide spectrum of issues of activization of versatile bilateral cooperation was considered. As to the constructive Turkmen-Mongolian dialogue in the political and diplomatic sphere, then, mutual adherence to further interaction on international scene in the format of the United Nations Organization was confirmed. Thus, a special accent was made on such major aspects, as maintenance of universal peace and security. It is in this connection planned to continue joint work within the 80th session of the General Assembly of the United Nations.

In the context of expansion of trade and economic partnership, productivity of the Turkmen-Mongolian business forum, which took place in Ulan Bator, in which course investment activity, transport and logistics, communication, textile industry, agriculture, business contacts were outlined as priority areas of cooperation, was marked and bilateral documents were signed.

The great attention was given to the Turkmen-Mongolian cooperation in the cultural-humanitarian area. Within the visit, the exhibition of works of decorative and applied arts of Turkmenistan, the exhibition-fair of Turkmen carpets and a joint concert of workers of art and culture of two countries were organised. Along with it, a wide range of issues of cooperation in the area of science and education were considered, corresponding agreements and memorandums were signed.

As a whole, following the results of the state visit of the President of Turkmenistan to Mongolia 14 bilateral documents were signed.

Then, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on results of the activity of the Ministry of Foreign Affairs for the January-May period of the current year.

With a view of consecutive realisation of the foreign policy of our neutral fatherland, further development of friendship and constructive cooperation in the bilateral and multilateral format, fulfilment of the instructions given by the head of the state and the goals put in the given area corresponding work was carried out in the considered period.

From the beginning of the year,  the President of Turkmenistan made working visits to the Republic of Uzbekistan where he took part in the First Summit «Central Asia - European Union», to the Russian Federation, Republic of Kazakhstan - for participation in the First Summit «Central Asia - Italy», visit to Japan, and also the state visit to Mongolia.

During the accounting period, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag made a visit to the Principality of Monaco, friendly visits to the Republic of Kazakhstan, the Kirghiz Republic and Republic of Uzbekistan, official visit to the French Republic and working visit to the Republic of Tatarstan of the Russian Federation.

In March of this year, the Prime Minister of Georgia made an official visit to Turkmenistan.

Besides it, in April the Secretary General of the Economic Cooperation Organization visited our country.

Visits of foreign delegations to Turkmenistan as well as national delegations abroad, which took place in the specified period, speak of dynamical development of fruitful interaction with foreign partners. 293 meetings of various levels in the online mode were held. In Turkmenistan, official negotiations and meetings with representatives of the foreign states and international organisations were also organised. From the beginning of year, the contractual and legal basis of international relations of our country was supplemented with 73 documents.

Bilateral contacts in the area of foreign policy departments were carried out on a regular basis and consultations between foreign departments are held regularly.

Consecutive steps are also taken to strengthen and expand diplomatic relations through embassies that acts as one of the important areas of the foreign policy of Turkmenistan.

Summing up the report, President Serdar Berdimuhamedov noted that as one of the basic vectors of the foreign policy of independent, permanent neutral Turkmenistan development and strengthening of mutually beneficial cooperation with world countries acts. It is also necessary to hold consolidation of productive and long-term relations with the international organisations in the centre of attention, the head of the state underlined, having instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to develop further interaction in this area.

Director General of the Transport and Communications Agency under the cabinet of Ministers M.Chakyev reported on results of the work carried out in the subordinate sector for the January-May period of the current year.

For the considered period, the rate of increase of work and services executed by the given complex, reached 115,3 percent.

The rate of increase of cargo transportation automobile, railway, air, sea and river transport made up 103,4 percent, passenger transportation - 102 percent.

For five months of this year, the rate of increase of rendered services by  «Türkmendemirýollary» agency was equal to 104,6 percent, «Türkmenawtoulaglary» agency - 110 percent, «Türkmenhowaýollary» agency - 120,5 percent, «Türkmendeňizderýaýollary» agency - 113,4 percent, «Türkmenaragatnaşyk» agency - 120,8 percent.

Along with it, he informed on the work within realisation of «Concepts of development of digital economy in Turkmenistan for 2019-2025».

Having heard the report, President Serdar Berdimuhamedov underlined that it is necessary to accept effective measures for increase passenger and cargo transportation, improvement of quality of services in transportation of passengers and maintenance of their safety. At the same time, importance of full involvement of logistical potential of the country at the expense of creation of favourable conditions for international transport-transit routes and their further active development was marked. In this connection, a number of concrete instructions were given to the head of the Agency.

Then, addressing members of the Cabinet, the head of Turkmenistan marked that results of the work carried out for past five months of the year, show success of realisation of adopted programs.

The GDP indicator for the accounting period is stably supported by 6,3 percent.

In the country, all adopted programs are successfully realised. Construction of large industrial complexes, social projects, including new settlements, apartment houses, schools, kindergartens and other objects proceeds, the head of the state said.

Our main task - improvement of standards of living of people, the President of Turkmenistan noted, having emphasised the importance of realisation of strict control over the course of realisation of the Program of social and economic development of the country in 2022-2028.

Addressing members of the Cabinet, the head of the state underlined that on June 6, 7 and 8, our country will celebrate Gurban bayramy. This sacred holiday personifies primordial spiritual-cultural heritage, traditions and customs.

May the sadaka given during Gurban bayramy be accepted! - President Serdar Berdimuhamedov said and, taking an opportunity, warmly congratulated participants of the meeting and Turkmen people with the sacred holiday.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their responsible activity for prosperity of our sovereign fatherland.
