Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.

Chairwoman of the Mejlis D.Gulmanova, who informed on the legislation activity carried out by the parliament, was the first to take the floor.

As she informed, proceeding from programs of social and economic development of the country and generally adopted standards of international law, at present, working groups prepare the bills connected with perfection of civil-law relations and electoral system, protection of the rights, freedom and legitimate interests of the individual, scientific intellectual property, virtual assets and customs issues.

At the same time, consistently interaction with authoritative international organisations and parliaments of foreign states is developed. It was in this connection informed that the credentials from newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Lithuania were received. During the period under consideration, meetings with Ambassadors Extraordinary and Plenipotentiary of the Kingdom of Saudi Arabia and Republic of Armenia in our country, members of the Turkmen-Iranian inter-parliamentary group of friendship also took place.

She also informed on the working trip of the delegation under the leadership of the Chairwoman of the Mejlis to the city of Beijing of the People’s Republic of China. During the visit, a number of meetings, at which priority areas of cooperation between two countries were discussed, were held.

In this connection, the head of national Parliament expressed warm gratitude to the President of Turkmenistan and Hero-Arkadag for possibility of realisation of the given business trip.

Summing up the information, head of the state Serdar Berdimuhamedov pointed out the importance to provide for the bills demanded by time in development of laws and in the given context to continue work on improvement of laws.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the draft of the document «Requirements of organisation and industrial inspection over fulfilment of observance of requirements of industrial safety».

As he reported, the given document was prepared according to the Law of Turkmenistan «On industrial safety of dangerous industrial objects» by «Türkmenstandartlary» Main State Service together with profile ministries and sectoral departments.

In this connection, for consideration of the head of the state the draft of a relevant Resolution was submitted.

Having heard the report, President Serdar Berdimuhamedov noted the significance of maintenance of fulfilment of safety rules at industrial objects of the country. Having signed the document prepared with a view of organisation of industrial inspection over observance of requirements of industrial safety at industrial objects operating in the country, the head of the state sent it online to the Deputy-Chairman of the Cabinet and instructed him to carry out necessary work.

Deputy-Chairman of the Cabinet B.Amanov reported on improvement of standard-methodical documents on realisation of cargo operations in export of oil, oil products and gas chemical production.

As he informed, as a result of the work carried out jointly with profile state structures, the draft of the document «Rules of conduction of cargo operations in seaports and port points of Turkmenistan in transportation of oil, oil products and gas chemical production abroad» was prepared.

In this connection, for consideration of the head of the state a relevant proposal was submitted.

Summing up the report, President Serdar Berdimuhamedov underlined that complex development of oil and gas sector is carried out. Having approved the proposal on improvement of rules of conduction of cargo operations in oil, oil products and gas chemical production, the head of the state instructed the Deputy-Chairman of the Cabinet to fulfil corresponding work in this area.

Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the work, which is carried out in the agricultural branch and the course of seasonal campaigns in velayats.

As he reported, due care is provided in cotton fields of the country, in particular, well-coordinated inter-row cultivation, weeding, pruning, application of mineral fertilizers and watering are carried out.

In Dashoguz velayat, rice sowing was finished and in Lebap velayat preparation for this responsible season goes on.

Guided with goals to increase in volumes of production of potato and vegetables and gourds, to supply the population with given varieties of production, at present, in agricultural fields of regions due care is provided of spring crops and gathering of the grown harvest.

At the same time, necessary measures are taken with a view of improvement of water supply of areas sown with crops and improvement of the ameliorative condition of fields and rational and effective use of water resources.

Further, the Deputy-Chairman of the Cabinet requested the head of the state to appoint the date and to bless the beginning of the grain-harvesting season.

Summing up the report, President Serdar Berdimuhamedov marked that it is necessary to carry out an effective work on development of the agricultural branch and strengthening of its material and technical basis. Along with it, according to agro-technical norms it is necessary to continue care of cotton crops in velayats.

Then, addressing members of the Cabinet, the head of Turkmenistan underlined that in the country the great attention is given to modernisation of the agro-industrial sector. As he marked, the state creates all necessary conditions for cultivation of generous crops by the daykhan.

This year, regions of the country have obtained a rich harvest of wheat, the President of Turkmenistan with satisfaction stated and gave his blessing to start  the grain-harvesting season in Akhal, Lebap and Mary velayats on June 4 and in Balkan and Dashoguz velayats - on June 11 of this year.

The head of the state addressed honourable elders with a request according to the developed noble tradition to start the beginning of the wheat harvest with words «Bissimilla!» and also wished hardworking grain-growers-daykhan and all rural workers great successes in their work.

Deputy-Chairman of the Cabinet B.Annamammedov reported on preparation carried out in the capital to hold events timed to International Day of Protection of Children at high level.

On the occasion of the holiday, at present, avenues and streets, parks of Ashgabat city are accomplished and cleaned. Along with it, in adjoining territories of social and cultural projects and residential areas decorative flowers are planted. Besides it, the city khyakimlik together with corresponding ministries, sectoral departments and public associations plans to organise creative competitions, festivals, scientific-practical conferences, physical culture and sports actions and song and music events.

Deputy-Chairman of the Cabinet also reported on the work carried out to build a new modern building of «Güneşli» Centre for children and the youth in the capital.

As he informed, with a view of the further strengthening of the material and technical basis of the education system, display of abilities of the younger generation, discovery of talented children, construction of the new centre with a total area of four hectares, in which structure will be the main building, a library, platforms for sports, cultural events and games and also technical buildings and facilities, is planned.

As the Deputy-Chairman of the Cabinet reported, at the expense of funds of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, it is planned to equip the observatory for observation of the space in the children's library of the Centre and to equip it with modern digital technologies.

In this connection, for consideration of the head of the state the draft of the Resolution on construction of the given Centre was submitted. 

Summing up the report, President Serdar Berdimuhamedov noted that in the country all possibilities for education of physically healthy, well-educated, happy younger generation are created. Modern kindergartens, schools, physical culture and health improving complexes and recreation centres are constructed and commissioned into operation, the head of the state said and instructed the Deputy-Chairman of the Cabinet to hold large-scale actions on the occasion of International Day of Protection of Children at high level.

Taking an opportunity, the President of Turkmenistan warmly congratulated participants of the meeting and his people on International Day of Protection of Children and signed the Resolution «On construction of «Güneşli» Centre for children and the youth in Ashgabat city».

In turn, members of the Cabinet warmly congratulated President Serdar Berdimuhamedov and Hero-Arkadag on International Day of Protection of Children.

Deputy-Chairman of the Cabinet N.Atagulyev reported on the work of spheres under his supervision.

As he informed, due measures are taken to organise the activity of the trade sector and sphere of services according to requirements of the time, maintenance of quality of service of the population, including erection of profile objects.

Having reported on development of the project of the market, which is planned to be constructed in the territory of Serahs city of Serahs etrap of Akhal velayat, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov noted that in the country purposeful work is carried out to improve the sphere of trade, rendering of quality services to the population, regular erection of modern objects of trade and service.

Having approved the proposal on construction of the market in Serahs city of Serahs etrap of Akhal velayat, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out appropriate work in this area.

Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on preparation for the international dance and folklore festival «Avaza – the land of friendship».

As she informed, this international event is planned to organise on June 2-7 in Avaza national tourist zone. On the sidelines of the festival, it is planned to hold the international forum «Küştdepdi - parahatçylyk waspçysy» as well as demonstrative numbers of the ceremonial dance, a concert of dance and folklore groups with participation of local and foreign dance groups.

The festival will promote acquaintance of nations of the world with Turkmen national dance art and ancient folklore and development of intercultural links.

In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the President of Turkmenistan.

Having heard the report, the head of the state underlined that on the occasion of the International year of peace and trust, the 30th anniversary of permanent neutrality of our fatherland large scale international actions, which promote development of cultural-humanitarian relations between our country and world states, are carried out. In this connection, he instructed the Deputy-Chairwoman of the Cabinet to organize the international dance and folklore festival «Avaza – the land of friendship» at high level in Avaza national tourist zone.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on preparation for international scientific conferences and solemn actions planned in honour of Day of Science.

As she informed, on the occasion of this holiday, widely marked in the country, proper measures are taken for the well- organised conduction of  the international scientific conference « Science, Technology, and Innovative Technologies in the Era of Revival of the New Epoch of the Powerful State» on June 12-13. At the forum, in which representatives of scientific community of the country and foreign scientists will take part, priority areas of science and technologies will be discussed.

Along with it, on June 11, at the Oguz Khan Engineering and Technological University of Turkmenistan it is planned to hold the international scientific conference «Innovations. Peace and sustainable development» in the hybrid format and on June 12, the awarding ceremony of winners of the competition of the scientific works declared among the youth of Turkmenistan will be held.

In this connection, the Deputy-Chairwoman of the Cabinet submitted a relevant proposal for consideration of the head of Turkmenistan.

Having heard the report, President Serdar Berdimuhamedov pointed out that in our independent fatherland a special significance is attached to development of the sphere of science. Speaking of the importance of illumination of the boundaries reached in the national science in the world, strengthening of international partnership in the field, the head of the state instructed the Deputy-Chairwoman of the Cabinet to hold international scientific conferences timed to Day of Science and awarding ceremony of winners of the competition of scientific works among the youth of Turkmenistan at high level.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on preparation for the working visit of the President of Turkmenistan to Astana city of the Republic of Kazakhstan with a view of participation in the first Summit in the format «Central Asia-Italy».

It was in this connection noted that development of mutually beneficial cooperation with European states acts as one of the priority areas of the foreign policy of our fatherland. Among them - the Italian Republic, diplomatic relations with which were established in 1992. Our countries fruitfully co-operate in the political-diplomatic sphere, within the margins of authoritative international organisations. As known, Italy is one of the co-authors of 8 resolutions adopted by the General Assembly of the United Nations Organization at the initiative of Turkmenistan.

A fruitful character is inherent in trade and economic partnership, relations in the area of business structures, cooperation with a number of large Italian companies. At the same time, Turkmenistan and Italy fruitfully co-operate in the cultural-humanitarian sphere, and in the field of archaeology. For today, a contractual and legal basis of mutual relations is made up of 37 documents.

A key role in development of the interstate dialogue is attached to visits and summits. In the given context, it was pointed out that in 2009 and 2019 official visits, and in 2015 – the working visit of the President of Turkmenistan to the Italian Republic took place. In 2014, the Prime Minister of Italy made a working visit to our country.

Regular contacts are supported at level of the governments, parliaments and foreign policy departments of two countries.

The format «Central Asia-Italy» opens a new area for effective cooperation, expansion of its spectrum. In this regard, for consideration of the head of the state the Program of forthcoming visit to the Republic of Kazakhstan for participation in the above-named Summit planned for May 30 in Astana was presented.

Summing up the report, President Serdar Berdimuhamedov with satisfaction stated that Turkmenistan throughout many years maintains productive relations with the Italian Republic in political-diplomatic, trade and economic and cultural-humanitarian spheres.

Having drawn attention to the multilateral format of cooperation between two countries, the head of the state also marked the role of the Summit «Central Asia-Italy» in strengthening mutually beneficial partnership between the countries of Central Asia and Italy. In this connection, he instructed Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work on development of interaction in this area.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on preparation for the state visit of the President of Turkmenistan to Mongolia, planned for June 1-2 of the current year.

As he marked, among key vectors of the foreign policy strategy of our fatherland development of the friendly dialogue and mutually beneficial partnership with states of the Asian-Pacific region acts. In this area, fruitful interaction with Mongolia, with which diplomatic relations were established in 1992, is strengthened. At present, the contract-legal basis of interstate cooperation is made up of 11 documents.

A special significance is attached to visits and summits in activization of the Turkmen-Mongolian relations. As known, three meetings of heads of two states within the United Nations Organization and the Shanghai Cooperation Organisation were organised. Besides it, in October 2024 the state visit of the President of Mongolia to Turkmenistan took place.

Contacts in the area of the governments and Ministries of Foreign Affairs are also developed.

Our countries effectively co-operate within the international organisations, including the United Nations and other structures, rendering each other mutual support. So, Mongolia acted among co-authors of 16 resolutions of the General Assembly of the United Nations Organization, initiated by Turkmenistan. At the same time, our country is one of the co-authors of five resolutions of the General Assembly of the United Nations proposed by Mongolia.

In the sphere of trade and economic partnership priority areas include agriculture, animal industries, light industry, transport and logistics. The special attention is given to increase in volumes of mutual trade turnover, involving in this process small and medium size business.

At the same time, bilateral cultural-humanitarian dialogue extends. Days of culture of Turkmenistan held in Mongolia in 2015 and the joint cultural event held in Ashgabat in October of the past year also attest to this fact.

At present, corresponding measures are taken to prepare for the forthcoming state visit of the President of Turkmenistan to Mongolia, to maintain its high organizational level. The program of the visit, during which the signing of a package of bilateral documents called considerably to strengthen the contract-legal basis of interstate relations is expected, was developed.

Within the visit, the Turkmen-Mongolian business forum, the cultural action with participation of workers of art and culture, an exhibition of national decorative and applied arts and an exhibition-fair of Turkmen carpets are also planned.

Having heard the report, President Serdar Berdimuhamedov noted that Turkmenistan gives particular attention to development of productive interaction with world states. Forthcoming meetings in Mongolia will become an important step on the way to bring out Turkmen-Mongolian relations to the new level, the head of the state said and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to prepare properly for the state visit and to provide its high level.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the work carried out to further strengthen the material and technical basis of the marine sea fleet of the country.

As he reported, at present, the joint-stock company of open type «Ship-building and ship-repair factory «Balkan» takes necessary measures in the given area. It creates possibility for improvement of quality of service of ships, the head of the Agency informed, having submitted a relevant proposal for consideration of the President of Turkmenistan.

Having heard the report, the head of the state underlined the importance of adjustment of activity of marine sea fleet of the country according to the international requirements and regular modernisation of ships. Having approved the proposal on perfection of the services rendered by the ship-building and ship-repair factory «Balkan», President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to carry out corresponding work in this area.

At the meeting a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the regular online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
