Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which the work carried out in the country for four months of the current year, was summed up.

Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity carried out for the January-April period of this year with a view of strengthening of national legislation, was the first to take the floor.

As she informed, in the specified period 8 Laws of Turkmenistan, including the ones on perfection of activity of judicial bodies and joining the Protocol to the International Convention on Load Lines were adopted. Additions and amendments were made to the current legal acts connected with criminal, arbitration, civil, criminal procedure, administrative procedure, family and labour relations and taxes, the anniversary medal, motor transport, migratory issues. Besides it, 9 resolutions of the Mejlis were adopted.

At the same time, at present, according to priority areas of the realised state policy, proceeding from realities of time and positive international practice, development of the bills, civil-law relations concerning improvement, creation of the uniform state register of voters is carried out.

During the considered period credentials from 5 extraordinary and plenipotentiary ambassadors of different countries accredited in Turkmenistan were received, 19 meetings with representatives of several foreign diplomatic missions and international structures were held.

Along with it, deputies and specialists of the Mejlis took part in 36 seminars on improvement of the legislative activity, organised by corresponding ministries and departments of the country together with divisions of the United Nations and other authoritative structures. Representatives of the national parliament made 11 business trips abroad.

Summing up the information, head of the state Serdar Berdimuhamedov pointed out importance of continuation of work on preparation of new bills, which should be made perfect and meet realities of the time.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov made a report on macroeconomic indicators for the January-April period of the current year.

So, for the accounting period, GDP increased by 6,3 percent, including in industry the rate of increase made up 0,6 percent, in construction - 4,4 percent, transport-communications sector - 11,1 percent, trade - 9,9 percent, agriculture - 4 percent, sphere of services - 8,8 percent.

As comparison with the similar period of 2024 as a whole the volume of production was higher by 9,7 percent, industrial indicators by branches were positive.

For four months retail goods turnover as compared with the same period of the past year grew by 12,4 percent, and foreign trade turnover - 2,2 percent.

Fulfilment of the revenue part of the state budget made up 101,5 percent, and expenditures part - 97,6 percent.

Sizes of salaries and wages in large and medium size enterprises of the country as compared to the corresponding period of 2024 from the beginning of the year increased by 11,5 percent. Salaries, pensions, welfare payments and students’ scholarships were financed in due time. 

As compared with the similar period of the past year for the January-April period, the volume of capital investments implemented at the expense of all sources of financing, grew by 11,4 percent.

He also informed on the course of fulfilment of the national rural program.

Having heard the report, President Serdar Berdimuhamedov focused attention on importance of adoption of necessary measures aimed at further development of branches of national economy, increase of manufacture and maintenance of stable rates of growth of GDP and gave the Deputy-Chairman of the Cabinet a number of concrete instructions.

Then, Deputy-Chairman of the Cabinet B.Amanov reported on results of the activity of the sector under his supervision for the January-April period of 2025.

So, the plan for oil production by «Türkmennebit» State Concern was fulfilled by 107,9 percent.

In addition to it, he reported that the plan for oil processing was fulfilled by 105,9 percent, gasoline manufacture - 102,3 percent, diesel fuel - 100,8 percent, lubricant oils - 110,4 percent, liquefied gas - 111,7 percent. For the accounting period the plan for natural gas and accompanying gas was fulfilled by 103,5 percent.

Summing up the report, President Serdar Berdimuhamedov marked importance of realization of further corresponding work to increase in volumes of oil and gas production as well as full involvement of industrial objects, maintenance of their uninterrupted functioning. It is also necessary to raise efficiency of drilling work, to put into operation wells and to introduce latest achievements of science and high technologies in this sphere, the head of the state underlined and gave the Deputy-Chairman of the Cabinet a number of instructions.

Deputy-Chairman of the Cabinet T.Atahallyev reported on results of the work carried out in agriculture for the January-April period of the current year and on the course of current seasonal agricultural campaigns in velayats.

As he informed, as compared with the past year, the rate of increase of manufacture in the given sector made up 117,3 percent. By the Ministry of Agriculture this indicator was equal to 101,7 percent, by the Ministry of the Environmental Protection  - 104,8 percent, by the State Water Economy Committee - 140,4 percent, by «Türkmenpagta» State Concern - 129,9 percent, by «Türkmengallaönümleri» State Association - 114,1 percent, by «Türkmenobakhyzmat» State Association - 101,3 percent, by State Food Processing Industry Association - 102,9 percent, by State Cattle-breeding and Poultry Industry Association - 103,3 percent, by «Türkmen atlary» State Association - 100,5 percent.

For the accounting period the plan for use of investments in the agricultural branch was fulfilled by 353,5 percent.

At present, within the ongoing seasonal campaigns in regions in the fields sown with cotton inter-row cultivation, tilting and weeding activities go on. In wheat fields of the country corresponding work is carried out to ensure due care of the crop and preparation for the grain-harvesting season. At the same time, velayats provide proper care of potato and vegetable and gourds. Silkworm breeders carry out necessary work to provide due care of silkworms and gather cocoons. Due measures are taken to clean irrigation and drainage networks, repair of water economic objects.

Having heard the report, President Serdar Berdimuhamedov noted importance of full involvement and increases of efficiency of agricultural branch, strengthening of its material and technical basis.  It is necessary to carry out agricultural actions timely in the fields sown with various crops to obtain a high yield of crops, the head of the state underlined and gave the Deputy-Chairman of the Cabinet a number of instructions.

Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the activity of the construction and industrial complex for the January-April period of the current year.

As he informed, for the considered period the plan for production and the work was fulfilled by 112 percent. By the Ministry of Construction and Architecture the plan was implemented by 113,1 percent. The plan for manufacture and planned work was fulfilled by the Ministry of Industry and Construction Production by 116,7 percent. For the specified period the plan for production and work was fulfilled by the Ministry of Energy by 107,5 percent. «Türkmenhimiýa» State Concern displayed the similar indicator with 113,7 percent. For the considered period the work plan by the State Agency for Management of Road Construction was fulfilled by 106,9 percent, and khyakimlik of Ashgabat city - 112,7 percent.

Having heard the report, President Serdar Berdimuhamedov drew the attention to necessities of full involvement of capacities of enterprises of the construction and industrial complex. In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out proper work to improve the quality and increase in the volumes of mineral fertilizers, building materials and other construction goods, and hold modernisation of operating enterprises and adjustment of new manufactures under strict control.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the activity of the ministries and sectoral departments as well as the private sector under his supervision for the January-April period of the current year.

For the accounting period, by the Ministry of Trade and Foreign Economic Relations the rate of increase of goods turnover as compared with the similar period of the past year made up 123,6 percent, productions - 100,6 percent. In comparison to the same period of the past year, the rate of increase of output by the Ministry of Textile Industry reached 112,8 percent, including cotton yarn - 138,2 percent, cotton fabric - 148 percent, leather products - 131 percent.

The plan for manufacture of carpet production by «Türkmenhaly» State Association was fulfilled by 100,7 percent. For the considered period, the State Commodity and Raw Materials Exchange held 98 auctions and registered 9 thousand 479 contracts. For the January-April period of the current year, the rate of increase of the work carried out by the Chamber of Commerce and Industry made up 101,3 percent. By the Union of Industrialists and Entrepreneurs the growth of volumes of output of agricultural and food production for four months of this year reached 112,5 percent, industrial goods - 104,5 percent.

Summing up the report, President Serdar Berdimuhamedov pointed out that it is necessary to hold maintenance of markets and shops with food production and other demanded goods in the centre of constant attention. At the same time, importance of increase in volumes and kinds of production and rendered services was stated.

The head of the state also instructed the Deputy-Chairman of the Cabinet to carry out necessary work to improve the quality of products manufactured by textile enterprises and to modernize regularly the activity of the State Commodity and Raw Materials Exchange.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the work carried out in the sphere under her supervision for the January-April period of 2025.

She reported that for four months according to the approved special Plan various actions and song and music performances on the occasion of announcement of 025 as the «International year of peace and trust», glorious 30th anniversary of permanent neutrality of our fatherland, unanimous adoption of the Resolution «Permanent neutrality of Turkmenistan» by the General Assembly of the United Nations, World Health Day, the national holiday of the Turkmen horse were organised. The results of creative competitions announced earlier were also summed up. In velayats, performances of «Galkynyş» national horse games group were arranged.

In April, the Magtymguly national music and drama theatre hosted a concert of the symphonic orchestra of the Turkmen national conservatory named after Maya Kuliyeva and the Fine Art Museum of Turkmenistan hosted an exhibition devoted to the 80th anniversary of Victory in the Great Patriotic War.

As she informed, various forums were organised at the international level and in their course significance of the International year of peace and trust and permanent neutrality of our fatherland was widely highlighted. Besides it, representatives of the sphere of culture took part in the events, which were held in different countries of the world, including in those, which were held in neighbouring countries. 

She also reported on the work carried out by libraries, museums, National Department of Turkmenistan for the Protection, Study and Restoration of Historical and Cultural Monuments, Turkmen state publishing service, «Türkmenfilm» Association named after Oguz Han and mass media.

Having heard the report, President Serdar Berdimuhamedov noted importance of appropriate preparation for the events planned to be held in the International year of peace and trust as well as necessary work for careful preservation of historical monuments and cultural values and their popularisations among the youth. Mass media should highlight widely achievements of the country, the head of the state underlined and gave the Deputy-Chairwoman of the Cabinet corresponding instructions to that end.

Then, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on results of the activity of the sector under her supervision for the January-April period.

As she informed, in the accounting period a complex work was carried out with a view to give the younger generation modern education, advanced methods of teaching were widely applied and several materials were published . Schoolchildren and students displayed a high activity in the international Olympiads and won 523 medals.

Within four months of the current year, the transformations aimed at enhancement of scientific potential of the country proceeded. Manuscripts of 559 manuals were approved. 114 persons were admitted into postgraduate, doctoral studies and for obtaining scientific degrees.  

For the accounting period, in treatment and prophylactic establishments work on introduction of advanced methods in applied medicine was conducted. At the expense of Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, various operations and treatment were carried out. The XII Turkmen-German forum on public health services, devoted to key issues of paediatrics and oncology, introduction of digital technologies in applied medicine also took place.

At the same time, effective work was implemented to develop physical training and sports.  On the occasion of World Health Day in Ashgabat mass bicycle riding was organized and Arkadag city and velayats hosted various cultural-sports actions. Our sportsmen won 135 medals. In the sport centre of martial arts of the Olympic village of the capital the International tournament in the national goresh and belt wrestling Alysh was held.

Summing up the report, President Serdar Berdimuhamedov underlined that it is necessary to realize an effective work in spheres of education, sciences, public health services, physical culture and sports. It is necessary to give special attention to modern education obtained by the youth in educational institutions.

The head of the state also instructed the Deputy-Chairwoman of the Cabinet to improve consistently public health services sphere, widely to introduce achievements of medical science and actively to involve the youth in physical culture and sports.

Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on results of the official visit of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag Gurbanguly Berdimuhamedov to the French Republic in May of the current year, took the floor.

In the given context, it was noted that one of the priority vectors of the foreign policy of our fatherland is development of multiplane cooperation with member countries of the European Union, among which is France.

During the past negotiations of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov  with President of the French Republic Emmanuel Macron topical issues of regional and international challenges, concerning strengthening of peace, sustainable development, ecology and water resources were discussed within the official visit. With a view of strengthening of relations of the states of the region with France, Hero-Arkadag proposed to establish a new format of interaction «Central Asia-France».

The National Leader of the Turkmen people also made important initiatives on intensification of bilateral partnership, including one in strengthening work of the Intergovernmental Turkmen-French commission on economic cooperation and inclusion in its activity scientific and technical and humanitarian areas. Hero-Arkadag also made proposals on intensification of investment and business contacts, interactions in the financial-bank sphere and in the given aspect, on creation of the Turkmen-French business council and appointed skilled businesspersons co-chairmen of this structure.

Along with it, the National Leader of the Turkmen people put forward an initiative on enhancement of mutually beneficial cooperation in the context of implementation of large-scale transport-logistical strategy developed and advanced by Turkmenistan and infrastructural projects. He also proposed to study interaction possibilities on introduction of French experience in projects realised in our country in spheres of water supply and preservation of the environment taking into account natural and environmental conditions of the region.

At the same time, Hero-Arkadag emphasised importance of consideration of prospects of further cooperation in teaching French in Turkmenistan and activization of interaction in the field of public health services, in particular, in introduction of advanced medical equipment, latest technologies.

The Turkmen-French economic forum, in which heads and representatives of 40 famous companies of the friendly country took part, became one of the important events of the visit. During the forum, the National Leader of the Turkmen people put forward a number of specific proposals, including one on advancement French production and services, especially in such spheres as oil and gas sector, satellite technologies, transport, cadastre, water resources, chemical industry, pharmaceutics in the market of Turkmenistan.

The interest of our country in attraction of advanced experience of France in the field of city development, monitoring of emissions of methane, geological prospecting, «green» and hydrogen power was noted. Besides it, Hero-Arkadag suggested to study possibility of attraction of small and medium size French enterprises to conduct business in Turkmenistan.

Taking into account advanced positions of France in the world in the sphere of tourism and presence of considerable tourist potential in our country, the National Leader of the Turkmen people made an initiative to establish cooperation in this perspective area. Hero-Arkadag also made a proposal concerning preparation of specialists in all above-stated areas.

Within the official visit of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty to the French Republic bilateral negotiations between profile departments and companies of both countries took place. During the visit, which gave a new powerful impulse to further development of interstate relations, 9 bilateral documents were signed.

Having heard the report, President Serdar Berdimuhamedov noted that Turkmenistan gives a great significance to development of mutually beneficial relations with states of Europe. Thus, a special place is given to the French Republic.

During the recent official visit of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag the fruitful negotiations aimed at strengthening relations with France were held, the head of the state said and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work on further enhancement of cooperation with the friendly country in bilateral and multilateral formats.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of the activity the Ministry of Foreign Affairs for four months of the current year.

It was underlined that under the leadership of President Serdar Berdimuhamedov neutral Turkmenistan consistently realises the foreign policy aimed at development of friendship and constructive cooperation at various levels within authoritative international and regional organisations.

In strengthening and expansion of interaction with foreign partners, a special role belongs to visits and summit talks. It was in this connection noted that on April 3-4, the President of Turkmenistan made a working visit to the Republic of Uzbekistan where he took part in the First Summit “Central Asia –European Union in Samarkand. In April 13-16, the head of the state made a working visit to Japan.

In January of this year, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov visited the Principality of Monaco. During the period from April 21 to April 24, Hero-Arkadag made friendly visits to the Republic of Kazakhstan, the Kirghiz Republic and Republic of Uzbekistan.

In February, the head of the Republic of Tatarstan of the Russian Federation made a working visit to our country. In March, the Prime Minister of Georgia made an official visit to Turkmenistan. In April, the Secretary General of the Economic Cooperation Organization visited our country.

The visits, which were made to Turkmenistan and national delegations abroad in the considered period, testify to dynamical development of productive interaction with foreign partners of foreign delegations. 237 meetings of various levels in the mode online were held. In our country, 908 official negotiations and meetings with representatives of foreign states and international organisations were organized. From the beginning of the year 54 international documents were signed.

A regular character is inherent in bilateral contacts and consultations in the area of foreign policy departments. Consecutive work is carried out to strengthen and develop diplomatic relations through embassies.

Summing up the report, President Serdar Berdimuhamedov underlined that development of mutually beneficial cooperation with world countries acts as one of the basic areas of the foreign policy of independent, permanently neutral Turkmenistan. At the same time, our state consistently co-operates with international organisations. In this connection, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to improve and develop the relations in this area.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on results of the work carried out in the sector under his supervision for the January-April period of the current year.

For the accounting period, the rate of increase of work and the services implemented by the given complex, made up 116,6 percent. The plan of cargo transportation was fulfilled by automobile, railway, air, sea and river transport by 103,7 percent, and passenger transportation - 102,3 percent. For four months of this year, the rate of increase of rendered services in «Türkmendemirýollary» agency was equal to 106,8 percent, in «Türkmenawtoulaglary» agency - 110,1 percent, «Türkmenhowaýollary» agency  - 123,9 percent, «Türkmendeňizderýaýollary» agency - 110,6 percent, «Türkmenaragatnaşyk» agency - 121,2 percent.

He also reported on the work carried out within realisation «Concepts of development of digital economy in Turkmenistan for 2019-2025».

Having heard the report, President Serdar Berdimuhamedov underlined that it is necessary to give special attention to perfection of activity of the national transport-communication complex, preparation of highly skilled experts.

In this connection, the head of the state instructed the head of the Agency to attach a great significance to regular modernisation of the material and technical basis of subordinate enterprises, introduction and perfection of digital technologies and exchange of experience with world states in this area.

Then, addressing members of the Cabinet, President Serdar Berdimuhamedov pointed out that results of the work carried out in our independent country for past four months, show successful implementation of the adopted programs. A stable level of indicator of GDP, which made up 6,3 percent for the accounting period, is kept.

Construction of large industrial projects and social buildings, including new settlements, apartment houses, schools, kindergartens and other objects proceeds.

The head of the state also emphasised importance to develop economy branches according to the Program of social and economic development of the country for 2022-2028 and to hold fulfilment of planned work under constant control.

Further, President Serdar Berdimuhamedov underlined that a big holiday - the 80th anniversary of Victory in the Great Patriotic War of 1941-1945 on May 9 will be widely celebrated.

At the memorial complex «Halk hakydasy», located in Ashgabat, the flower laying ceremony in memory of our heroes will take place, the head of the state said and, taking an opportunity, warmly congratulated members of the Cabinet and Turkmen people with Victory Day.

Members of the Cabinet congratulated the President of Turkmenistan and Hero-Arkadag with the 80th anniversary of Victory.

At the meeting a number of other issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and great successes in their work for prosperity of our sovereign fatherland.
