Meeting of the State Security Council of Turkmenistan

Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov held a regular meeting of the State Security Council to review the results of the work of the military and law enforcement agencies of the country for three months of the current year, as well as issues of ensuring security and stability in our independent Fatherland, strengthening the material and technical base of law enforcement agencies, and further improving their activities.

The first to speak was Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the measures implemented during the specified period in order to successfully fulfill the tasks of the Development Program of the Armed Forces of Turkmenistan. At the same time, it was reported on the work being done to strengthen the defense capability of the Fatherland, improve the service and social conditions of the defenders of the Fatherland, and train professional personnel. A separate topic of the report was the progress of the discharge of conscripts into the reserve and the next conscription of citizens for military service. 

After hearing the report, President Serdar Berdimuhamedov noted the importance of continuing work aimed at strengthening the state’s defense capability and strengthening the material and technical base of the Armed Forces.

Focusing on issues related to the discharge of the Armed Forces from the reserve and the next call-up of citizens of Turkmenistan for military service, the Supreme Commander-in-Chief of the Armed Forces of the country instructed the Secretary of the State Security Council and the Minister of Defense to keep the organized conduct of this campaign under strict control.

Prosecutor General B. Muhamedov reported on the results of the work done since the beginning of the year, the fulfillment of the instructions previously given by the head of Turkmenistan to supervise the implementation of the provisions of regulatory legal acts. A report was also made on the practical steps taken to widely use the digital system and improve the professionalism of the employees of the prosecutor’s office. 

After hearing the report and emphasizing the need to keep the focus on ensuring law and order in the country, President Serdar Berdimuhamedov instructed the Prosecutor General to continue to exercise proper prosecutorial supervision over the implementation of laws.

Then the Minister of Internal Affairs M. Hydyrov reported on the work carried out by the subordinate structures in the first quarter of this year to maintain public order in the country, prevent road accidents, and improve the activities of the Fire Safety Service. A report was also made on the progress of the implementation of the Department’s Development Program, including the facilities opened during the specified period.

After hearing the report, the President of Turkmenistan signed the Resolution on the dismissal of Police Lieutenant Colonel V. Atayev from the post of Deputy Minister of Internal Affairs and the appointment of Police Lieutenant Colonel O. Kakalyev to this post. 

In continuation, the Supreme Commander-in-Chief of the Armed Forces of the country identified the protection of the rights and freedoms of citizens, the interests of society and the state, strict control over compliance with traffic rules and fire safety regulations among the priority tasks of the Ministry of Internal Affairs, addressing a number of specific instructions to the minister. 

Chairman of the Supreme Court B. Hojamgulyev reported on the results of the activities of the structure he heads for January-March 2025, the measures taken to organize legal proceedings in accordance with the requirements of the time, as well as on the implementation of instructions previously given by the Supreme Commander-in-Chief of the Armed Forces of the country.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of effectively continuing legal proceedings, ensuring legality, justice and law and order by the judiciary. In this context, the head of the Supreme Court was instructed to carry out the necessary work to consistently improve and enhance the skills of employees of the national judicial system.

Minister of National Security N. Atagarayev reported on the measures taken during the period under review to protect the national interests of the state, maintain stability and a favorable social climate in the country. A report was also made on the implementation of the instructions previously given by the President of Turkmenistan and the Development Program of the department he headed.

Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized the special mission assigned to the MNS. Noting that it is necessary to closely interact with other law enforcement agencies to solve the tasks at hand, the head of Turkmenistan gave the minister a number of instructions. 

Then the head of the State Border Service Ya.Nuryev reported on the work done since the beginning of the year, practical steps taken to protect the sacred borders of the Fatherland. It was also reported on the progress of modernization of border posts and the material and technical base of the department, the introduction of a digital system.

After hearing the report, President Serdar Berdimuhamedov emphasized that one of the key tasks facing this body is to ensure reliable protection of the State Border, which is the border of friendship and brotherhood. Noting the importance of continuing work to create appropriate conditions for the service and life of the defenders of the Fatherland, further modernization of the Border Troops, the Supreme Commander-in-Chief of the Armed Forces of the country addressed the head of the Service with relevant instructions.

Then the Minister of Justice M. Taganov reported on the work done over the three months of the current year, including the preparation of proposals for improving the domestic legislative framework.

Summarizing the report, the head of Turkmenistan focused on the key areas of reforming the legal sphere, as well as the importance of systematically analyzing regulatory legal acts and bringing national legislation into line with the realities of the time. In this regard, the Minister was given relevant instructions.

Then the Chairman of the State Customs Service M. Hudaykulyev reported on the results of activities for the specified period, on the measures taken to introduce modern methods and the latest technologies. At the same time, the progress of the implementation of the Department Development Program and the fulfillment of the instructions of the Supreme Commander-in-Chief of the Armed Forces of the country was reported.

After hearing the report and emphasizing the importance of implementing customs control over cargo flow and vehicles crossing the customs border in accordance with current international standards and provisions of national legislation, the head of Turkmenistan instructed the head of the Service to continue working to improve the activities of customs points. 

Chairman of the State Migration Service A. Sazakov reported on the results of the activities of the affiliated formations for the first quarter, as well as on the practical steps taken to modernize the material and technical base of the department, the successful implementation of the Development Program of the body he leads. 

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that it is necessary to keep in the center of constant attention the issues of introducing advanced methods and technologies into the work of the Service, training highly qualified personnel, and also to keep under strict control the observance of migration legislation. In this regard, the head of the Service was given a number of specific instructions.

Summing up the meeting, President Serdar Berdimuhamedov noted that in accordance with the provisions of the Military Doctrine of Turkmenistan, which is purely defensive in nature, measures are being taken to ensure high-level military security and the integrity of the independent, permanently neutral Fatherland, as well as to strengthen the country’s defense capability, improve the social and living conditions of the defenders of the Fatherland and their families. As emphasized, work in this direction will be carried out in the future.

A number of other issues were also considered at the meeting of the State Security Council, on which appropriate decisions were made.

In conclusion of the meeting, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov wished its participants good health and great success in their responsible service in the name of a peaceful and happy life for the people.
