Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers, in which a number of issues of state life were considered.
Proceeding to the agenda, the first floor was given to Secretary of the State Security Council, Chairman of the Commission for the preparation of proposals on issues of citizenship and pardon under the President of Turkmenistan B. Gundogdyev, who reported on results of the work carried out by the Commission on pardon of convicted persons in honour of the Gadyr gijesi.
Having heard the report, President Serdar Berdimuhamedov, following the noble tradition, signed the Decree on pardoning 321 convicted citizens of the country on the occasion of the upcoming sacred Night of Omnipotence.
The head of the state instructed the Chairman of the Commission to carry out together with heads of law enforcement bodies necessary work to release the convicted from the places of imprisonment and their returning in the near future to their families.
The President of Turkmenistan wished pardoned persons to work honestly, to serve our fatherland sincerely and live, enjoying fruits of their work.
Then, Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out with a view of the further strengthening of legal framework of the country, consecutive improvement of legislative activity and conformity of the national legislation with standard norms of international law, took the floor.
As she informed, at present, working groups carry out preparation of the bills aimed at formation of modern legislative basis of justice, further effective realisation of the rights and freedom of the individual and citizen guaranteed by the Constitution of Turkmenistan, creation of legal basis of the legal acts adopted by administrative bodies, improvement of activity of the electoral system, streamlining of work of profile establishments in the motor transport sphere and maintenance of appropriate organisation of the migration policy. Development of the bills that regulate public relations in a number of areas is carried out.
At the same time, she informed on adopted measures within the framework of strengthening cooperation with international organisations and world states. So, the working meeting for discussion of ways of realisation of the work plan for 2025 between the Mejlis of Turkmenistan and the Office of the Children's Fund of the United Nations Organization (UNICEF) in our country took place.
Along with it, the conference «The role of women in strengthening global peace and security», organised jointly with structural divisions of the United Nations was held. The given forum was timed to announcement of 2025 as «International year of peace and trust» and to the 30th anniversary of permanent neutrality of our fatherland. During the conference issues of increase of efficiency of the activity, which is carried out together with international structures in popularisation of achievements of our state and its initiatives put forward on maintenance of regional global stability, trust and sustainable development by means of parliamentary diplomacy were discussed.
Besides it, deputies take part in educational events on the social and political significance of the policy realised by the head of the state, the motto of the International year of peace and trust, a historical aspect of industrial and social and cultural projects put into operation as well as actions for explanation of provisions of adopted laws to various strata of society.
Summing up the information, President Serdar Berdimuhamedov noted importance of continuation of preparation of new bills and making amendments and additions to the legal acts in force. He also underlined necessity of regular actions for explanation of adopted legal documents.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the work carried out according to instructions of the head of Turkmenistan to work on introduction of digital technologies in the bank system and perfection of activity of establishments of the given sphere.
As he informed, practical steps are taken with a view of fulfilment of the priority goals defined in the «Program of the President of Turkmenistan for social and economic development of the country for 2022-2028». In this connection, having underlined that measures implemented are called to promote the strengthening of the material and technical basis of credit institutions of the country, the Deputy-Chairman of the Cabinet submitted the corresponding proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov pointed out that in the country an effective work is carried out for application of digital technologies in the bank system and perfection of bank activity.
In this regard, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out due work for further perfection of the activity of "Daýhanbank" State Commercial Bank.
Deputy-Chairman of the Cabinet B.Amanov reported on the activity carried out for structural modernisation of «Türkmengaz» and «Türkmennebit» State Concerns.
As he reported, it will promote effective continuation of stage-by-stage development of oil and gas deposits, introduction of digital system in the sector and prompt development of oil and petrochemical industry.
In this connection, the Deputy-Chairman of the Cabinet submitted the relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov underlined that the oil and gas sector acts as key segments of national economy. The Deputy-Chairman of the Cabinet was instructed to continue structural improvement of «Türkmengaz» and «Türkmennebit» State Concerns.
Further, Deputy-Chairman of the Cabinet T.Atahallyev reported on the work conducted in the agricultural complex and velayats of the country.
As he informed, top dressing with mineral fertilizers and vegetative watering are carried out in wheat fields of regions according to agro-technical standards. At the same time, spring sowing as well as care of potato and vegetables and gourds proceed.
Along with it, due work is carried out in velayats to organise the cotton sowing campaign according to agro-technical standards. In particular, at present, preparation of agricultural machinery, which will be involved in the forthcoming season and high-quality seeds, is carried out.
With a view of preparation for the future cotton harvest and appropriate conduction of the sowing campaigns according to agro-technical standards in the International year of peace and trust, the Deputy-Chairman of the Cabinet requested the head of the state to allow to hold seminars with participation of skilled daykhan, specialists, scientists and machine operators in regions of the country as well as to determine the date of start of the sowing campaign of cotton with participation of honourable elders of the country, giving his blessing to the beginning of the forthcoming responsible campaign.
Summing up the report, President Serdar Berdimuhamedov noted that it is necessary to continue activity on complex development and perfection of agricultural complex. At the same time, he underlined importance of care of wheat according to agro-technical standards as well as due care of the fields sown with potato, vegetables and gourds. In this connection, he gave concrete instructions to the Deputy-Chairman of the Cabinet.
Then, addressing participants of the meeting, the head of the state marked that the cotton sowing, which is an important season for the daykhan –cotton growers, is approaching.
Having given his blessing for the start of the cotton sowing campaign in all velayats of the country for March 26, the President of Turkmenistan requested honourable elders to begin the forthcoming campaign with words «Bissimilla» and wished hard working cotton growers and agriculturists big successes in their work.
Deputy-Chairman of the Cabinet B.Annamammedov reported on the activity carried out to supply manufacturers of agricultural products with mineral fertilizers.
As he reported, at subordinate enterprises of «Türkmenhimiýa» State Concern various kinds of mineral fertilizers, in particular, at Turkmenabat chemical plant - ammoniated superphosphate, at «Maryazot» - ammonium nitrate, at «Tejenkarbamid», «Marykarbamid» and «Garabogazkarbamid» - urea, at the «Garlyk potash mining complex» - potassium are manufactured. Mineral fertilizers manufactured at factories of the State Concern allow providing agricultural manufacturers of the country completely. It in turn promotes increase of productivity of agricultural production.
Having heard the report, President Serdar Berdimuhamedov underlined that chemical industry plays a great role in supply of manufacturers of agricultural products with mineral fertilizers. In this connection, he instructed the Deputy-Chairman of the Cabinet to ensure conduction of due work by «Türkmenhimiýa» of the State Concern in this area on a constant basis.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for participation of Turkmenistan in the international exhibition to take place in May of the current year within the International economic forum «Russia-Islamic world: KazanForum».
During the review cultural national values, trade and economic and investment potential of the country as well as new export-focused goods will be shown. Representatives of various branches of economy and private commodity producers will take part in it.
In this connection, the Deputy-Chairman of the Cabinet submitted the relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov underlined that our country takes part in international exhibitions, which promote development of trade and economic relations with world states. Having approved the proposal on participation of local commodity producers in the forthcoming international exhibition in the city of Kazan of the Republic of Tatarstan of the Russian Federation, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work.
Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on organisational issues of the International dance and folklore festival to be held in Avaza national tourist zone under the title “Avaza – a land of friendship».
The main objective of the international festival – familiarization with Turkmen national dancing art and ancient folklore, their popularisation, development of creative relations between people.
In this connection, the Deputy-Chairwoman of the Cabinet submitted the relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov signified that our country consistently develops cultural-humanitarian relations with world states. Having approved the proposal to hold the International dance and folklore festival «Avaza – a land of friendship» in Avaza national tourist zone, the head of the state instructed the Deputy-Chairwoman of the Cabinet to carry out appropriate work in this area.
Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on measures to hand computers-notebooks to schoolchildren who will be admitted into the first form in the 2025-2026 educational year on behalf of the President of Turkmenistan.
As she marked, presentation of first formers of comprehensive secondary schools of the country with computers became a noble tradition of the new epoch. In the International year of peace and trust it is planned to provide 142 thousand 698 schoolchildren who will be admitted into the first form, with computers. At present, technical characteristics of computers of the brand «Bilimli» were explored as well as certificates of standards of their quality were also received.
In the given context, the Deputy-Chairwoman of the Cabinet submitted the relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov noted that in Turkmenistan purposeful work is conducted so that the growing generation can get modern education and training and proper knowledge of innovative technologies.
In this regard, the head of the state instructed the Deputy-Chairwoman of the Cabinet to carry out the corresponding work connected with presentation of first formers of comprehensive secondary schools of the country with computers as a gift.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on measures taken to develop cooperation of Turkmenistan with the United Nations Organization in the field of youth policy.
It was in this connection noted that increase of political activity of the youth, creation of ample opportunities for its education and all-round harmonious development as well as promotion of international cooperation in this area act as basic vectors of the state policy realised under the leadership of President Serdar Berdimuhamedov.
guided by the goals and objectives of the UN Youth Strategy - 2030", the Law of Turkmenistan «On the state youth policy», the Government program in the field of the state youth policy for 2021-2025, Strategy of international cooperation of the youth of Turkmenistan for 2023-2030 were approved. Within implementation of the given documents as well as in the light of further intensification of cooperation with the United Nations a number of proposals were prepared.
With a view of fulfilment of the plan of actions, planned on the occasion of the International year of peace and trust, participation of the delegation of our country in the ECOSOC Youth Forum, which will take place on April, 15-17 of the current year in New York (USA) as well as to organise on April, 16 in its frameworks the second meeting of the Dialogue of youth of Central Asia, created at the initiative of Turkmenistan are planned.
Along with it, he proposed to carry out in May of this year in Ashgabat together with the Representation of the residential co-ordinator of the United Nations in Turkmenistan a regional seminar for young diplomats and civil servants of Central Asia. The given action will be aimed at strengthening of cooperation between young experts of countries of region and increase of their professional qualification.
It is also proposed to develop together with United Nations agencies the draft of the Program «Youth, peace and security» for 2025-2027, aimed at support of the youth and teenagers of the country, expansion of their representation in actions of regional and international level.
As he marked, today in Turkmenistan the relevant regional project document of the UN Development Program focused on the youth is realized. In its frameworks, it is proposed to create education and information centres for organization of profile seminars with application of digital technologies in regional divisions of the Ministry of Labour and Social Protection of Population together with UNDP.
Having heard the report, President Serdar Berdimuhamedov underlined that Turkmenistan carries out consecutive and close cooperation with the United Nations Organization. In this connection, it is necessary to develop further partnership of our country with the United Nations in the field of youth policy. Having approved the proposals presented in this respect, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out due work to that end.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on activity to train specialists of international level for the national fleet.
As he informed, with a view of improvement of professional skill of seamen, it is planned to hold a profile seminar to increase professionalism of experts in other areas. Workers of «Türkmendeňizderýaýollary», Turkmenbashi International seaport, «Deňiz söwda floty» closed joint-stock company, Balkan shipbuilding and ship-repair factory of the open-end joint-stock company will take part in it. Other interested parties, including representatives of state structures and the private sector will be also invited.
Having noted that it is urged to promote improvement of professional skill of experts of branch of sea and river transport of the country, the head of the Agency submitted the relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov underlined importance of organisation of activity of marine sea fleet of the country according to the international requirements and preparations of experts of international class in this area.
In this connection, the head of the state pointed out that the seminar on sea transport should be held at high level, and gave the head of the Agency the corresponding instruction.
Then, addressing members of the Cabinet and Turkmen nationals, President Serdar Berdimuhamedov focused attention to the fact that tomorrow the national holiday of spring – International Day of Nowruz will be widely celebrated and on March 22 with a view of transformation of our country into a blossoming garden the national tree planting action will be held.
Nowruz, taking a special place in the life of people of the East, is the holiday of humanism, unity, friendship and brotherhood, strengthens the consent, peace and trust between people, the head of the state said, sincerely having congratulated participants of the meeting and Turkmen people with the national holiday of spring - International Day of Nowruz.
Further, members of the Cabinet warmly congratulated President Serdar Berdimuhamedov and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag with the national holiday of spring - International Day of Nowruz and wished sound health, great successes in their work aimed at well-being of our people and fatherland.
