Today, President Serdar Berdimuhamedov held the next online meeting of the Cabinet of Ministers, at which a number of priority issues of state life were considered.

The first floor was given to Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out to further modernise the national legislation.

She informed that at present, a large-scale work aimed at legal support of social and economic and cultural development of the state, protection of the rights and interests of citizens, increases of standards of living of population is carried out. Appropriate measures are taken to improve the legal system of the country according to requirements of the time and new laws are developed, amendments and additions are made to legal acts according to conventional norms of international law.

With a view of promotion of relations with international organisations, local members of the parliament together with representatives of profile state structures of the country took part in conferences and meetings held by structures of the United Nations Organization.

Summing up the information, President Serdar Berdimuhamedov underlined necessity of further perfection of national legal system according to modern requirements.

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the measures implemented to improve quality and expansion of types of remote bank services in the country.

As he marked, the State Bank for Foreign Economic Affairs of Turkmenistan has taken proper measures to introduce new methods, in particular, ones aimed at development of the payment system «Galkynyş».

It is called to promote provide establishments and private businesses with modern high-quality remote services and their distribution as well as increase of efficiency of bank activity.

In the given context, the Deputy-Chairman of the Cabinet submitted the relevant proposal for consideration of the head of the state.

Having heard the report, President Serdar Berdimuhamedov pointed out that the quality of bank services in the country constantly raises, program actions are implemented to introduce the digital system in this sphere.

Having approved the proposal, concerning the payment system «Galkynyş», which is planned to introduce in the activity of the State Bank for Foreign Economic Affairs of Turkmenistan, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to carry out appropriate work.

Then, Deputy-Chairman of the Cabinet B.Amanov reported on the measures aimed at further improvement of quality of services to supply consumers with oil products.

As he informed, within social and economic development of the country a large-scale work is carried out to create in the capital and velayats new housing complexes, industrial zones and various manufactures.

In this regard, having noted that effective measures are taken to further increase in the quantity of points of service for consumers of petrochemical goods, the Deputy-Chairman of the Cabinet submitted the relevant proposal for consideration the President of Turkmenistan.

Summing up the report, the head of the state underlined that modern services are provided in the country to supply local consumers and transit transport with fuel.

With a view of further perfection of given services, President Serdar Berdimuhamedov, having approved the submitted proposal, instructed the Deputy-Chairman of the Cabinet to take appropriate measures in the given area.

Deputy-Chairman of the Cabinet T.Atahallyev reported on the work carried out in the agricultural complex and regions of the country.

He informed that in the fields to be sown with cotton, harrowing, ridging, land surveying and irrigation activities are carried out. At ginneries processing of seed cotton proceeds, preparation of seeds, agricultural machinery and equipment for the upcoming season are also carried out.

With a view to obtain a rich yield, proper care of wheat is carried out. Agriculturists also work to further strengthen food abundance by means of supply of the population with potato and others vegetables and gourds.

Besides it, they take due steps for development of local animal industries, increase in the livestock of cattle and its proper care, its feeding and warm wintering in sectoral economies and raise of manufacture of cattle-breeding production.

They take measures to improve water supply of farmland, rational and effective use of water resources, and proper maintenance of ameliorative condition of fields.

Having heard the report, President Serdar Berdimuhamedov underlined importance of continuation of work for complex development of the agricultural sector of the country. In the given context, the head of the state noted necessity of timely conduction of corresponding agro-technical activities in the areas to be sown with cotton and proper control over the processing of seed material at profile enterprises and preparation of seeds.

Significance of proper care of wheat, continuation of agro-technical activities in the fields to be sown with potato and others vegetables and gourds in regions was also underlined.

Having emphasised importance of realisation of effectual measures to ensure feeding and warm wintering of cattle in the cattle-breeding economy, the President of Turkmenistan gave the Deputy-Chairman of the Cabinet a number of instructions to that end.

Further, Deputy-Chairman of the Cabinet B.Annamammedov reported on measures taken to further strengthen and modernise the material and technical basis of chemical industry of the country, maintenance of trouble-free work of the enterprises of «Türkmenhimiýa» State Concern.

In particular, it concerns factories of «Tejenkarbamid», «Marykarbamid» and «Garabogazkarbamid», which manufacture urea fertilizers, supplying them with local agricultural manufacturers and exporting the given production.

As he marked, for further reliable work of these manufactures it is required to provide their uninterrupted supply with necessary technological equipment and machinery.

In this connection, for consideration of the head of the state relevant proposals were submitted.

Summing up the report, President Serdar Berdimuhamedov underlined necessity of special attention to the maximum involvement of capacities of chemical enterprises operating in the country. In this context, the Deputy-Chairman of the Cabinet was instructed to provide a strict control over fulfilment of contracts on complex service of urea factories of «Türkmenhimiýa» State Concern.

Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for the eighth meeting of the Intergovernmental Turkmen-Turkish commission for economic cooperation to be held on February 19-20 of the current year.

As he marked, its agenda will include issues of further development of multilateral cooperation between two countries in the trade and economic sphere and cultural-humanitarian area.

With a view of increase of efficiency of activity of the Intergovernmental Turkmen-Turkish commission for consideration of the head of the state the relevant proposal was submitted.

Having heard the report, President Serdar Berdimuhamedov emphasized that our country carries out multivector partnership with the republic of Türkiye and bilateral trade and economic relations are developed effectively.

Having approved the proposal on the structure of the Intergovernmental Turkmen-Turkish commission for economic cooperation from the Turkmen party, the head of the state instructed the Deputy-Chairman of the Cabinet to undertake appropriate steps.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on the work carried out at historical and cultural monuments of the country.

As she noted, a large-scale activity is carried out to preserve, deeply study and restore monuments, which provide the information of the glorious history, ancient rich culture of Turkmen people and bears a great importance in patriotic education of younger generation was carried out. Measures are also implemented to further improve the profile legal framework and its conformity to the international requirements.

According to the «State Program for 2022-2028 for the careful preservation of objects of National historical and cultural heritage, their protection and study, and attraction of tourists to them», in the spring season of this year it is planned to continue tourists corresponding research and restoration and conservation work.

Summing up the report, President Serdar Berdimuhamedov noted that in our country all conditions for all-round study of monuments of history and culture are created.

Having drawn attention to importance of the activity which is carried out in the given area, the head of the state instructed her to continue work on wide international popularisation of archaeological finds which have been unearthed as a result of excavations.

Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on preparation for the online international educational and methodical conference and Olympiads in higher educational institutions of the country in February-March of the current year.

As she informed, being guided by the Concept of activity and priorities of Turkmenistan within the International year of peace and trust, prepared on the occasion of announcement of 2025 as «International year of peace and trust» and 30th anniversary of permanent neutrality of our fatherland, it is planned to organise the international educational-methodical conference «Dil - hoşniýetli gatnaşyklaryň möhüm serişdesi», timed to the 33rd anniversary of membership of our country in the United Nations on February 28 at the Institute of International Relations of the Ministry of Foreign Affairs, IV Open International Internet Olympiad in  «Theoretical mechanics» at the Turkmen State Energy Institute on March 10-15th and IV Open International Internet Olympiad in «Resistance of materials» at the Turkmen state architecture and construction institute on March 18.

It is expected that in the above-named conference and Olympiads along with students, the faculty and representatives of local science, the talented youth, scientists from prestigious higher educational schools of the Russian Federation, the USA, People’s Republic of China, Republic of Koreas, the United Arab Emirates, the Austrian Republic, Germany, Romania, Republic of Turkiye, Byelorussia, Malaysia, Republic of Uzbekistan, Republic of Kazakhstan and tens of other countries will take part.

It will be of great importance for consecutive strengthening of international cooperation in science and education systems for universal peace and friendship as well as for preparation of highly skilled experts.

In this connection, for consideration of the head of the state the relevant proposal was presented.

Having heard the report, President Serdar Berdimuhamedov underlined that in the Era of Revival of the new epoch of the powerful state great attention is given to development of skills of the younger generation and strengthening of international partnership in this area.

Having approved the proposal to organise the online international educational-methodical conference and open international Internet Olympiads in higher educational institutions of the country, the head of the state instructed the Deputy-Chairwoman of the Cabinet to carry out appropriate work in the given area.

Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the working plan of cooperation between the Government of Turkmenistan and the Organization for Security and Cooperation in Europe for 2025.

As one of the key vectors of the foreign policy of our fatherland development of constructive partnership with authoritative international structures acts. Among them - OSCE, interaction with which covers a wide spectrum of areas.

In the given context, she informed that past year corresponding activity was carried out to promote international initiatives and positions of Turkmenistan within basic structural divisions of OSCE. It was also noted that on December 5-6, 2024 in the city of Valletta (Republic of Malta) the regular annual meeting of Council of member countries of OSCE to summarise the implemented work took place at the level of ministers. In its course, initiatives of Turkmenistan in such areas as maintenance of peace and safety, maintenance of ecological well-being and sustainable development in global and regional dimensions were depicted.

Necessity of involvement of potential of policy of neutrality for international relations was thus underlined. It was also proposed to mark jointly the year 2025 - «International year of peace and trust», proclaimed by the General Assembly of the United Nations at the initiative of our country and to include principles of peace and trust as key items in the agenda of the given Organization.

Throughout the report the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs informed that together with OSCE Centre in Ashgabat, profile state structures and public organisations of our country prepared the Plan of projects planned to be fulfilled in 2025. According to the given document, it is planned to carry out concrete actions in key areas of partnership of Turkmenistan and the Organization for Security and Cooperation in Europe. As a whole during the current year it is planned to realise 40 projects.

In particular, in the political sphere it is planned to carry out the projects, called to promote consolidation of peace and safety, development of preventive diplomacy, cybersecurity. 

Projects in economic and ecological areas are also planned to realise. They are aimed at solution of topical issues connected with development of economy and regional economic cooperation, power efficiency increase, strengthening of ecological safety and climate change.

Besides it, a number of projects in the area of humanitarian interaction is planned. In their framework realisation of corresponding actions in the scientific-educational sphere as well as in such areas, as protection of human rights and freedom, perfection of bases of democratic institutes of the country, maintenance of gender equality, solution of issues statelessness, development of mass media is planned.

Summing up the report, President Serdar Berdimuhamedov noted that promotion of partnership with international organisations is one of the priorities of foreign policy of Turkmenistan.

Having approved the working plan of cooperation between the Government of Turkmenistan and OSCE for 2025, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out due work to that end.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the activity carried out within social and economic reforms for further strengthening of the material and technical basis of the subordinate complex, in particular, "Türkmenawtoulaglary" agency. 

As he marked, necessary measures are implemented for maintenance of quality of services at service centres, uninterrupted and effective operation of vehicles of transportation.

In this connection, for consideration of the head of the state the corresponding proposal was submitted. 

Having heard the report, President Serdar Berdimuhamedov pointed out a great significance given to regular strengthening of material and technical basis of transport-communication sector of the country. Having approved the prepared proposal for effective utilisation of vehicles, the head of the state instructed the head of the Agency to undertake appropriate steps in the given area.

At the meeting a number of other important issues of state life, on which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their work for further prosperity of our sovereign fatherland.
