On December 10, 2024, the National Leader of Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov met with the Chairman of Council of Elders of the Organization of Turkic States (OTS) Binali Yıldırım, who arrived in Turkmenistan to participate in the celebratory events.
Welcoming the guest, Hero-Arkadag noted that he is glad to receive the guest during these festive days on the ancient and hospitable Turkmen land. It was noted that at the international level, the Republic of Türkiye supports the legal status of permanent neutrality of Turkmenistan, twice recognized by the UN.
Emphasizing that it is a great honor for him to take part in the celebrations in Turkmenistan, Binali Yıldırım conveyed greetings and best wishes of the President of the Republic of Türkiye Recep Tayyip Erdoğan addresed to President Serdar Berdimuhamedov, as well as to Hero-Arkadag.
During the meeting, the results of the 16th meeting of the Council of Elders of the OTS held in Budapest were discussed. Hero-Arkadag thanked the guest for ensuring a high level of organization of the meeting aimed at strengthening cooperation between the Turkic states.
It was noted that Turkmenistan and Türkiye have centuries-old friendly and brotherly relations, which serve as a basis for deepening intergovernmental cooperation. Interstate dialog between the two countries develops on the principles of equality, mutual respect, support and trust.
Turkmenistan attaches great importance to comprehensive cooperation with neighboring and brotherly countries, particularly with Turkic states, said Hero-Arkadag, emphasizing that the fraternal nations are bound by relations based on historical, cultural and spiritual unity.
It was highlighted at the meeting that Turkmenistan’s relations with the OTS have reached a qualitatively new level, and in this regard it would be feasible to expand joint programs and projects implemented jointly with the divisions of this Organization, in particular, within the framework of TURKSOY. In this regard, the significance of the UN General Assembly Resolution “2025 - International Year of Peace and Trust” was also emphasized.
Hero-Arkadag invited Binali Yıldırım to participate as a guest of honor in the future international events on the occasion of the 30th anniversary of Turkmenistan’s permanent neutrality.
Reaffirming readiness to continue supporting initiatives aimed at further development and strengthening of relations between Turkmenistan and the Republic of Türkiye, the National Leader of Turkmen people wished the guest new success in his noble endeavors.

It is important to note that according to the relevant decrees of the President of Turkmenistan, the Chairman of Council of Elders of the Organization of Turkic States (OTS) Binali Yıldırım was awarded the title of “Hormatly il ýaşulusy” (Reputable Elder of People), as well as the jubilee medal of Turkmenistan “Magtymguly Pyragynyň 300 ýyllygyna” (To the 300th anniversary of Magtymguly Fragi).
