Events of the past week have become another confirmation of steady strengthening of the economic might of Turkmenistan, its adherence to the socially oriented policy under the motto “state for people!” as well as a responsible, active and initiative position of our country in the issues of bilateral and multilateral partnership. Striving fully to facilitate positive processes in regional and global dimensions, neutral Turkmenistan under the leadership of President Serdar Berdimuhamedov makes a concrete contribution to determination of most demanded formats of interaction and in development of coherent approaches and mechanisms for implementation of the joint potential and further development of partnership.

Issues of development of the agriculture complex of the country were put on the agenda of the online working meeting held on October 30.

The head of the state noted importance of fulfilment of seasonal work in the fields in accordance with agro-technical standards and instructed to keep all agricultural activities under a strict control as well as gave instructions for preparation for upcoming tree planting campaign and opening of new social projects in regions of the country.

On November 1, President Serdar Berdimuhamedov held meetings with ministers of foreign affairs of Central Asia and the Republic of Korea who arrived in Turkmenistan for participation in the 16th Cooperation Forum “Central Asia –Republic of Korea”.

Issues of development of constructive partnership in different areas as well as opportunities for expansion of mutually beneficial cooperation in the format "Central Asia –Republic of Korea” were discussed.

On November 2, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers. Its agenda included priority goals of socio-economic development of the country and drafts of a number of documents and others.

Topics considered at the meeting involved legislation activity of the Mejlis, state of affairs in structural subdivisions of the fuel and energy complex, strengthening of the material and technical basis of enterprises of Türkmenhimiýa State Concern.

The “digital card” software developed by “Khalkbank” joint stock commercial bank for mobile phones designed for contactless payments via NFC technologies and QR code was informed.

The good news of successful fulfilment of the marked production plan of hard working agriculturists, who sowed 690 thousand hectares of land with wheat, was also delivered.

The President of Turkmenistan pointed out necessity of further complex improvement of seed growing sector on a scientific basis and signed the Resolution “on creation of research institutes of the Ministry of Agriculture of Turkmenistan“.

Preparation for important events of international significance to be held in November of the current year was also informed.

At the meeting, President Serdar Berdimuhamedov congratulated all Turkmen nationals on inclusion of Ashgabat in the network of creative cities of UNESCO in the category of “design”.

This decision was taken on October 31, on World Cities Day, in the headquarters of the United Nations Educational, Scientific and Cultural Organization (UNESCO) located in Paris (French Republic). The given legal status was given to our white marble coated capital in connection with is development in accordance with modern international urban tendencies.

On November 3, President Serdar Berdimuhamedov made a working trip to Balkan velayat where he took part in solemnities on the occasion of commissioning and stone-laying ceremonies of new projects of energy and social infrastructure.

Through the digital communications, the head of the state gave a start to the launch of the Mary-Akhal new high voltage overhead power transmission line and its connection to the single power grid of the country and then, commissioning of two modern gas turbine units with a capacity of 70 MW in Turkmenbashi oil refineries complex.

The project “Construction of new gas turbines and reconstruction of the power station in TORC” was awarded international certificates by the Fraunhofer Institute of Energy Economics and Technology of Energy Systems (Federal Republic of Germany), State University of Duisburg Essen and Otto von Guericke University of Magdeburg for quality, best engineering project, for ecologically clean and sustainable project correspondingly.

Solemnities continued in the settlement of Guwlymayak where a stone laying ceremony of a large residential complex designed for workers of enterprises of Türkmenhimiýa State Concern took place.

In accordance with the Resolution of the President of Turkmenistan signed in August of the current year, 4-storey house designed for 472 families, a nursery school for 120 children and a secondary comprehensive school for 320 schoolchildren as well as a shopping and entertaining centre will be built there.

With participation of President Serdar Berdimuhamedov, a stone-laying ceremony of a combined steam and gas power station with a capacity of 1574 MW in Turkmenbashi etrap also took place. 4 gas turbines operating on natural blue fuel and 2 steam turbines of «General Electric» (USA) will be installed there. The new power energy project will employ over 150 highly qualified specialists.

On the margins of the past large scale events, the head of the state approved a proposal to mark Day of workers of the construction and industrial complex of Turkmenistan on November 3.

On November 4, President Serdar Berdimuhamedov took part in the nationwide tree planting action and planted a young sapling of tree in Arkadag city. 

Members of the Government, chairperson of the Mejlis, heads of military and law enforcement bodies, ministries and departments, local administration as well as representatives of mass media, public organizations, numerous residents of Arkadag city became participants of the started ecological campaign. Heads and representatives of diplomatic missions and international organizations accredited to our country supported the noble mission.

Within the framework of the tree-planting campaign, which involved the entire country, over 472 thousand saplings of coniferous, fruit and deciduous trees were planted and care of already growing ones, which gain strength and good growth, that are almost 2 million of trees were ensured.

Before the start of the new phase of tree planting, the head of the state got familiarized himself with the work carried out to breed Akhal-Teke horses and visited a modern stud for 600 horses of this breed.

Its construction was completed in the picturesque place of the Kopetdag –native land of legendary world famous heavenly horses. Today, world standard infrastructure, including the international Akhal-Teke equestrian sports complex, village of Aba Annayev that possesses a high level of social and living conditions for horse breeders and modern Arkadag city, are available there.   

Having drawn attention to further effective development of horse-breeding branch and preparation of highly skilled personnel, the head of the state gave a number of instructions to relevant authorities as well as underlined expediency to time the opening ceremony of a new horse complex to the harvest holiday, which is widely marked in our country.

Passing to other events of the week, we will remind that in Ashgabat under the chairmanship of Turkmenistan the 16th Cooperation Forum “Central Asia-Republic of Korea” took place with participation of ministers of foreign affairs of the Republic of Kazakhstan, Kirghiz Republic, Republic of Tajikistan, Republic of Uzbekistan and Republic of Korea.

The day before within the framework of the Forum, in the Ministry of  Foreign Affairs of the country the meeting with participation of the Secretary General of OSCE and heads of foreign policy departments of states of Central Asia took place. The parties discussed important themes of regional security, sustainable development and stability, including cross-border security, climate change, ecology and transport.

Talks between heads of foreign policy departments of our country and the Republic of Korea as well as the signing of bilateral documents took place in the Ministry of Foreign Affairs of Turkmenistan.

The agenda of the 16th Cooperation Forum “Central Asia-Republic of Korea” included a wide spectrum of issues of interaction between six countries in political-diplomatic, trade and economic, cultural and humanitarian areas.

Analysis of the present state of six-sided cooperation, approaches and visions of countries-partners on the prospect of Central Asia – Republic of Korea format are sounded in reports. 

Along with it, it was noted that “Cooperation through realization of enormous potential of youth in formation of sustainable future in Central Asia and Republic of Korea” was outlined as main theme of coordinated interaction in 2023.

In this connection, expediency of development of the Strategy of international cooperation of the youth of states of Central Asia and Republic of Korea was stated. Education, science, culture, sports were mentioned as its key components and a number of specific proposals  were marked.

Following the results of the Forum, the Joint Statement of ministers of foreign affairs was adopted as well as a working plan of the Secretary of the Cooperation Forum “Central Asia - Republic of Korea” for 2024 was approved.

Within the framework of the action, the 5th meeting of the Business Council “Turkmenistan - Republic of Korea” and the 4th meeting of the Business Council “Central Asia - Republic of Korea”, the business forum of young businessmen of countries of Central Asia and Republic of Korea in which, important issues of partnership were discussed, took place, practical steps for development of business contacts in various sectors were planned.

The opening ceremony of the representative office “Daewoo Engineering and Construction Co. Ltd” in Turkmenistan, which was held in "Berkarar” business centre, was timed to the 16th Cooperation Forum “Central Asia-Republic of Korea”. 

On October 31, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov held the meeting of the Presidium of the Khalk Maslakhaty of Turkmenistan in which results of the work carried out after the historical meeting of the Khalk Maslakhaty of Turkmenistan, which took place on September 24 as well as upcoming goals were discussed.

The special attention was attached to issues of development of national democracy and youth policy, modernization of legal culture and science, development of education and sports.

On November 1, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov made a working trip to the city of Arkadag to get familiarized with different projects planned to be built within the framework of the second turn of construction as well as with types of building materials, which will be used in the decoration of the mosque in the new city. 

In particular, Hero-Arkadag was shown designs of new park "Saglyk", office building of the khyakimlik of the Gorjav etrap, museum, health house, motor-transport depot and control centre, railway station, fire service, apartment houses of modern convenience as well as sketches of special emblems of the football team “Arkadag”.

The National Leader of the Turkmen people underlined that in construction of projects of the second turn features of local nature should be considered, and at that,  particular attention should be given to the state of ecological condition. In addition to it, it is necessary to apply actively modern technologies and world experience in work.

On the margins of his working trip, Hero-Arkadag met representatives of leading companies of Germany – “Edison Technologies”, “Teamteshniсk”, “Reifenhäuser”, who are visiting our country.

Businesspersons expressed great interest in participation in construction of the complex for manufacture of medical equipment in Arkadag city as well as told of possibilities of training of specialized experts.

On November 3, the National Leader of the Turkmen people made a working visit to the Republic of Kazakhstan for participation in the 10th Summit of heads of states of the Organization of Turkic states.

During his visit, talks between Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Kazakhstan Kassym-Zhomart Tokaev took place. The parties discussed issues of Turkmen-Kazakhstan mutually beneficial cooperation and fruitful interaction within the space of the Organization of Turkic states in various spheres. The special attention was given to expansion of trade and economic, transport-logistics and cultural-humanitarian partnership.

In his speech at the Summit, the Chairman of the Khalk Maslakhaty proposed to adopt a Program of cooperation of countries of the Organization of Turkic states for 2024-2025, to use logistics possibilities of Turkmenistan, to prepare a Road map of development of energy cooperation and supported expansion of multilateral dialogue in the cultural sphere.

Among other events of the week was a solemn ceremony of opening of the Year of Chinese culture in Turkmenistan, which took place in Ashgabat.

A large scale creative action initiated by heads of two friendly countries, familiarized Turkmen nationals with a wide palette of art of Chinese people, its original customs and traditions, unique nature. 

Days of culture of Turkmenistan in the Republic of Uzbekistan, which were held successfully, demonstrated once again a great significance of culture, art and literature in strengthening centuries-old brotherly relations.

On the margins of the action, a concert of workers of arts, creative meetings of Turkmen and Uzbek writers, representatives of musical higher educational institutions of two countries as well as an exhibition devoted to history and achievements of Turkmen people, its traditions and crafts took place. 

The opening of the museum of Turkmen carpet and a carpet-weaving workshop in Bukhara, in the exposition of which various kinds of carpets and carpet products and weaving instruments were presented, became a landmark event.

The past week also marked the 30th anniversary of introduction of the national manat. “Senagat” joint-stock-commercial bank of Turkmenistan held a scientific-practical conference on that occasion.

As was marked, thanks to stable dynamics of social and economic development, independent Turkmenistan takes its place among the countries with a level of share of gross domestic product per capita above average that is a concrete indicator of efficiency of monetary and credit tax -budgetary, price, investment policy in the country.

The main events of the past week, which became a visual evidence of further development of our fatherland, where under the leadership of the President of Turkmenistan in the year, which passes under the motto “The happy youth with Arkadag Serdar”, the peaceful foreign policy strategy, large scale programs and projects aimed at further prosperity of the country, improvement of social living conditions of Turkmen nationals, are successfully realized.
