According to economic strategy of President Gurbanguly Berdimuhamedov, phased transition to market economy is followed by the solution of issues for efficient use of natural resources, increase of production of different goods made of domestic materials, saturation of local market with high quality native goods, which are able to compete foreign analogues. In this context, active and steadfast policy for diversification and structural transformation, consolidation of export potential of national economy, target investments to industrial sector, agricultural complex and infrastructure, comprehensive support of medium and small business, entrepreneurship support of business entities bring tangible results. This is visual evidenced by stable growth of the main macroeconomic indices observed recently. For 11 months of 2016, the GDP increased for 6.2 percent including in industry for 1.1 percent, construction for 4.4 percent, transport and communication sector for 10.4 percent, and in agriculture for 12 percent. The growth rate of production made in the country comparing with the same period of the last year made 103.4 percent. According to the Main Principles of the development of industry, the construction of 209 facilities was accomplished by today, 111 objects are still under construction. Putting into operation of new facilities, which oriented at integrated processing of different raw materials presented in the regions, promotes the establishment of solid foundation for economic growth in perspective, provision of production abundance in consumer market of the country as well as increase of employment of the population. The State Programme for increase of export volumes of production made in Turkmenistan and the State programme for production of import substitutive goods in Turkmenistan have the same objectives. As is known it is planned to realize more than 110 projects under these programmes, which are aimed at development of chemical industry, mechanical engineering, agriculture, construction, light, food and other branches of industry, domestic pharmacology. Modern enterprises for production of large list of construction, chemical, house-hold and other items made of domestic material will be built. As the result of implementation of measures for increase of export of domestic production, the volumes of energy supplied to foreign countries increased for 17.4 percent, mineral fertilizers – 2.6 times, cement – 6.3 times. The volume exports of wool, carpets, fruits and vegetables, vegetable oil, wheat, cotton fibre and other goods were also increased. The import of goods and raw materials decreased for 10 percent. Today, Turkmenistan actively implements the measures for modernization, technical and technology renovation of the leading branches of the economy. Fuel and energy complex, where along with traditional export of raw materials, the utmost attention is paid to establishment of high technological enterprises, which make the products with high added value, is a bright example. The flagship of domestic industry, Turkmenbashy complex of refineries, using advanced resource saving technologies, currently produces number different products required by domestic and foreign consumers. These are a high-octane petroleum, aviation and technical fuels, hydraulic purified diesel fuel, liquefied gas, oil coke, polypropylene, large variety of diesel and synthetic engine oils, road and construction bitumen and other. Construction of large facilities for production of polymers and different goods from theses materials is priority direction of the development of domestic petro chemistry. Currently, Turkmenbashy Complex of Refineries builds the polypropylene film factory, which bradly used for packing of food and other productions. Its output capacity will be more than 20 thousand tons of product per annum. Besides, modern complex including retarded carbonization installation and tar de-asphalting unit is built there. The oil coke is on very high demand in the market. It is used as a fuel and agent in ferrous and non-ferrous metallurgy, during melting, production of aluminium and it alloys, different electrodes. With regards to de-asphalted tar, this is valuable material for production of technical engine oils and high-octane types of automobile petroleum. New complex will produce the components for diesel and stove fuels. Resided asphalt and tars will be used in production of road bitumen of high quality, what is also very important taking into account road construction expanded in the country. New installation for production of road bitumen was put into operation at Seydi Oil Refinery in 2015. This is the first installation in our country, which work is based on hydrocarbons viscosity breaking process. It allows processing heavy oil resides, which are the remains of hydrocarbon refinery and extraction of the components, which are necessary for production of the main types of oil products. Establishment of domestic gas chemical industry is stipulated by huge resources of natural gas in Turkmenistan. Thus, the construction of gas processing plan for production of Euro 5 petrol from natural gas is carried out in Ahal velayat. Gas chemical complex with output of 386 thousand tons of polyethylene and 81 thousand tons of polypropylene is built in Kiyanly settlement in the Caspian Coast. Granulated polypropylene is highly demanded at worlds’ markets. Another product of the complex, the polyethylene also has excellent export prospects. Thus, having counted on deeper and more complex processing of natural gas, increase of its products volumes, Turkmenistan would considerably expands its positions not only in the market of raw materials as natural gas and crude oil but also would occupy deserving place in more profitable market of gas chemical products. Increase of production of mineral fertilizers, in the contaxt of provision of food security in our country and in the whole world, is priority direction of the development of chemical industry. There is large complex of plants for production of carbamide and ammonia in Mary among important facilities. Already today, taking into account total volumes of production, existing enterprises of the State Concern “Turkmenhimiya” not only satisfy the needs of agricultural sector of the country in nitric fertilizers but also establish reliable positions in export. New carbamide production plan with output of 1 million 155 thousand tons per year, which is built in Karabogaz of Balkan velayat, is aimed for these objectives. Large prospects are related with realization of investment project unprecedented by its scales and importance - the construction of the first in Turkmenistan and largest in the Central Asia mining and processing complex for development of potassium salts deposit. The development of the Garlyk field in Koytendag etrap of Lebap velayat and construction of the enterprises for production and processing will open new page in development of chemical industry of our country. In future, the industrial complex will allow not only providing the requirements of agriculture with ecologically friendly potassium fertilizers but also exporting more than million tons of this valuable product per year. The sector of building materials production from domestic resources received substantial support. Putting into operation of large cement plants in Balkan and Lebap velayats, reconstruction of Ashgabat and Abadan large panel construction plants, “Demirbetononumlery” concrete factory in Turkmenabat, concrete products plant in Dashoguz was important step in this sphere. New industrial complex for production of waterproofing materials – the isogene and foil insulation, was put into operation in Ak Bugday etrap of Ahal velayat. The design capacity of the enterprise is 10 million of square meters of production per year. The inert hardware plant with 70 thousand cubic meters output capacity, built in Kaaha etrap of Ahal velayat, is among new import substitutive production enterprises. The work for establishment of enterprises, producing superfine solid basalt fibre and heat insulating and composite construction materials from domestic raw materials is continued. The work for establishment of industrial enterprises at the base of the Poduction Association “Turkmenmineral”, located in Magdanly city of Lebap velayat, is carried out. The main directions of its activity are the production of calcium carbide, gypsum – anhydrite material, grounded caustic dolomite, different non-metallic construction materials as well as chlorinated lime for chemical industry, iodized salt. Production of glass by float methods is among the new industrial technologies in our country. This technology became the foundation of the project of large complex of enterprises in Ovadadepe, in Gyoktepe etrap of Ahal velayat - the factory for production of quartz sand, which is used as main material for glass production, and the glass plant, which construction started in 2015. Large attention is paid to establishment of agricultural clusters in the country like grain, cotton, fruits and vegetables, livestock and poultry breeding under realization of “The Programme of the President of Turkmenistan for social and economic development of the country for 2012 – 2016” as well as under the state programmes for import substitutive production and increase of export volumes. At the same time, the main focus is made on construction of new flour mills and livestock complexes, hothouse farms, enterprises for production of bakery, pastry, meat and dairy products, different types of vegetable oils, cheeses and sausages, which meet modern requirements. Considerable support is rendered to private sector of the economy, which share in agriculture already exceeds 92 percent. Increase of volumes of import substitution in food segment of national economy is promoted by the development of fish farm industry. The success of national economic strategy of the development is demonstrated by domestic textile industry. This is exactly the industry, to which most attention is paid during solution of the state objective for rapid transition of Turkmenistan from the country supplier to large manufacture and exporter of ready-made production. Production of beautiful weaved fabrics gave strong impulse to the development of sewing and knitting sectors of domestic textile industry, saturation of local market with excellent and quality items of native manufacturing, what in its turn, allowed to expand the volumes and variety of export of items with “Made in Turkmenistan” label. The socks production workshop with 2 million 500 pairs per year production output and knitting workshop with output of 23 thousands of weaved sweaters, which have considerable imprort substitutive resource, were put into operation in Ashgabat Model House in this year. With the opening of new workshop with 4 thousand of washed wool per year, Mary Factory for Initial Wool Processing meet complete requirements of wool-spinning mills in quality material. considerable part of the production went to internal market. Generally, all of those are real measures on the way of fundamental reforms initiated by President Gurbanguly Berdimuhamedov. Their main target is to turn Turkmenistan into economically prosperous and socially secured state.
