The session of the Mejlis of Turkmenistan

Today, the third session of the Mejlis of the seventh convocation, at which a number of the laws developed according to priorities of the state policy of President of Turkmenistan Serdar Berdimuhamedov and the complex program for modernisation of the legal and regulatory framework of the country were considered and adopted, took place.

Representatives of a number of relevant ministries and departments as well as mass media were invited to participation in the session. 

During the session, members of the parliament considered the draft of the law of Turkmenistan “On institution of the medal of Turkmenistan “Arkadag”. 

In the Era of Revival of the New Epoch of the Powerful State, one of the key components of the state policy of our fatherland is the humanitarian sphere. According to the Constitution of Turkmenistan, an individual is recognised as the highest value of society and the state. Thereupon, a great deal of work is carried out to protect and ensure the rights, freedom and interests of all people living in our country. 

The special attention is attached in the country to maintenance of well-being and harmonious development of the younger generation, strengthening of their health, granting of possibilities for quality education. As known, in these purposes at the initiative of Hero-Arkadag in March 2021 the special Charitable Fund for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov was created.

Following our national principles of humanism and support to those who are in need, the Council of Elders under the Gurbanguly Berdimuhamedov Charitable Fund for Assistance to Children in Need of Guardianship allows the charitable organisation to expand considerably large-scale work on rendering assistance to  children, who are in need of assistance.

In the draft law “On institution of the medal of Turkmenistan “Arkadag”, it is specified that the given medal is a state award and it was established with a view of awarding of citizens of Turkmenistan and the persons who are not citizens of Turkmenistan, who have brought a weighty contribution to development of social, public, humanitarian, charitable, volunteer activity and in the organisation of medical services, rehabilitation as well as financial and material aid, consultation and the technical aid to children and the youth, who are need of assistance.

Developed on the basis of our national principles of humanism and respect for the individual, the draft of the given law will promote substantially advancement of humanitarian initiatives of the Gurbanguly Berdimuhamedov Charitable Fund for Assistance to Children in Need of Guardianship, successful realisation of the humanitarian policy of the state and strengthening of international authority of the country.

According to the agenda, deputies considered also drafts of Laws “On ratification of the agreement between the Government of Turkmenistan and the Government of the State of Qatar on mutual encouragement and protection of investments”, “On ratification of the agreement between the Government of Turkmenistan and the Government of Hungary on mutual encouragement and protection of investments”. 

The overall objective of these bilateral agreements - strengthening of economic relations and creation of legal frameworks of cooperation by cementing guarantees of the rights of investors for realisation of investment activity between the parties.

At the session drafts of Laws “On  of accession to the Convention on Early Notification of a Nuclear Accident” and “On  of accession to the Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency” were also discussed. As underlined by speakers, given documents are applied in case of accident, owing to which there occurs or may occur emission of radioactive substances and which has resulted or can lead to the international trans-boundary emission that could have from the point of view of radiation security significance for other state. With a view of minimising of consequences of radiation, the state-participant can carry out notification or assist in case of nuclear accidents.

For consideration of the draft law “On the accession to the Agreement on the establishment of the International Anti-Corruption Academy as an international organization”, deputies noted that the present Law defines the procedure for conclusion, fulfilment, amendment and termination of international contracts according to the Constitution of Turkmenistan, standard principles and norms of international law.

At the session, the draft law “On accession to the Basic Multilateral Agreement on International Transport for the development of the Corridor Europe - Caucasus - Asia was also discussed. Speakers underlined that adoption of the law has a great significance in maintenance of legal basis for effective realisation of economic potential of the country, development of transport sector of Turkmenistan as well as further perfection of the legal framework in this sphere according to time realities.

Besides, deputies considered drafts of Laws: “On amendment to the Law of Turkmenistan “On state awards", “On amendments and additions to the Law of Turkmenistan “On court", “On amendments and additions to the Customs Code of Turkmenistan", "On amendment to the Law of Turkmenistan “On currency regulation and currency control in the external economic relations”, “On amendments and additions to some legal acts of Turkmenistan”.

It was underlined that perfection of the given regulatory legal acts is carried out according to the Constitution of Turkmenistan and is aimed at successful realisation of Revival of a new era of the powerful state: The National Program of Social and Economic Development of Turkmenistan in 2022-2052 as well as expansion of legal possibilities for perfection of activity of profile spheres.

As marked by speakers, adoption of the given legislative documents has a huge importance for maintenance of the rights, freedom and legal interests of citizens of the country as well as legal framework for introduction of the digital system.

Drafts of legal acts submitted for consideration of the next session of the Mejlis of Turkmenistan of the seventh convocation were unanimously approved and adopted. 

At the end, deputies expressed confidence that the adopted legal documents set forth above, having supplemented the functioning system of the legislation of independent, permanently neutral Turkmenistan, will provide necessary positive conditions for further successful realisation of large scale social and economic and democratic transformations aimed at further development of various spheres of life of independent neutral Turkmenistan under the leadership of President Serdar Berdimuhamedov.
