Today, the President of Turkmenistan, Supreme Commander of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov held a regular meeting of the State Security Council, at which the results of the work of military and law enforcement agencies for two months of this year were summed up. The agenda also includes priority tasks to ensure security and tranquility in an independent state, strengthen the material and technical base of law enforcement agencies and further improve their activities.

The first to speak was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the work carried out over the specified period and the implementation of the Program for the Development of the Armed Forces of Turkmenistan. Separate topics of the report were the implementation of the instructions of the head of state on the introduction of modern technologies in subordinate structures, including a digital system and best practices in the military sphere, as well as training personnel for the Armed Forces and solving social issues.

After listening to the report, President Serdar Berdimuhamedov stressed that one of the key vectors of the reforms being carried out in this area is the organization of the activities of reporting units in accordance with the realities of the time, equipping all branches of the armed forces with the latest technical means. In this context, the head of Turkmenistan continued, priority should be given to improving the professionalism of officers, patriotic education of young soldiers, combat and theoretical training of military personnel. Relevant instructions were given to the Secretary of the State Security Council and the Minister of Defense on ensuring control over the implementation of tasks arising from the purely defensive nature of the Military Doctrine.

Prosecutor General S. Myalikgulyev reported on the results of the activities of the structure headed in January-February of this year, the results of inspections of the implementation of the provisions of national regulatory legal acts. A report was also made on the measures taken to supervise the strict and precise observance of the rule of law in all areas.

Summing up the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted that the state through the prosecutor's office exercises the rule of law, carries out work to ensure law and order. President Serdar Berdimuhamedov instructed the head of the Prosecutor General's Office to actively use the capabilities of the digital system in the exercise of the assigned powers and strengthen the personnel potential of the department.

Further, Minister of Internal Affairs M. Khydyrov reported on the results of the work done since the beginning of 2023 as part of the implementation of the Development Program of this body, as well as on the use of advanced technologies in subordinate structures. At the same time, it was reported about the practical steps being taken to maintain public order in the country, prevent crime, prevent accidents on the highways of the capital and regions, and comply with fire protection standards.

The report also highlighted the activities carried out to address social issues and modernize the material and technical base of the supervised structure. In particular, information was given about the opening of residential buildings for employees of the Ministry of Internal Affairs and centers for technical diagnostics and registration of vehicles.

After listening to the report, the head of Turkmenistan focused on the importance of constant control by the head of the department over the maintenance of law and order. It is necessary to use modern methods in the activities of all units, the Supreme Commander-in-Chief of the Armed Forces of the country continued, ordering to conduct awareness-raising events among the population on the rules of the road and fire safety on a regular basis. It was also instructed to continue to implement specific measures to improve the social and working conditions of employees of the Ministry of Internal Affairs.

The Chairman of the Supreme Court B. Hodzhamgulyev reported on the results of the activities of the structure headed for two months of this year, the implementation of the digital system in subordinate institutions, the steps taken to improve the national justice system and improve the qualifications of judges.

Summing up the report, President Serdar Berdimuhamedov focused on the issues of further development of the judicial system, organization of its work, taking into account the realities of the time and best practices in this area. A number of specific instructions were given to the head of the Supreme Court regarding control over the implementation of the relevant Program.

Then, the Minister of National Security N. Atagarayev reported on the work carried out over the specified period to maintain a favorable social climate in the country, the implementation of instructions previously given by the Supreme Commander of the Armed Forces of Turkmenistan. Separate topics of the report were the use of modern technical means in the reporting units and training of personnel.

After listening to the report, President Serdar Berdimuhamedov focused on the need to further improve the activities of the Ministry of National Security, modernize its infrastructure, create proper conditions for the service and life of military personnel, improve their professionalism, addressing a number of specific instructions.

Further, the head of the State Border Service, Y. Nuryev, reported on the results of the activities for January-February of this year, the measures implemented to ensure the protection of the sacred borders of the Fatherland, and the modernization of the material and technical base of subordinate formations. A report was also made on the implementation of the Program for the Development of the System of the Border Troops of the country for 2022-2028.

Summing up the report, the Supreme Commander-in-Chief of the Armed Forces of the country Serdar Berdimuhamedov drew attention to the responsible tasks facing the military personnel of this structure in protecting the borders of our sovereign state, which are the borders of friendship and brotherhood with neighboring countries. Having placed particular emphasis on long-term plans, the President of Turkmenistan instructed the head of the Service to take practical steps to strengthen the infrastructure of frontier posts, create all conditions for the effective service of the valiant defenders of the Fatherland and the comfortable life of their families.

Minister of Adalat M. Taganov, who then spoke, reported on the results of the work carried out for two months of this year, the preparation of proposals for bringing the national legislative framework in line with the requirements of the time. Information was also provided on the implementation of the Development Program for this structure and the use of a digital system in reporting units.

After listening to the report, the head of state noted the need to continue to study the best practices in the field of jurisprudence and apply it in practice. President Serdar Berdimuhamedov instructed the head of the department to organize the provision of qualified legal assistance to the population at the proper level and keep this issue under constant control.

Then the Chairman of the State Customs Service M. Hudaykulyev reported on the work carried out since the beginning of the year and the practical steps taken to optimize the growing flow of goods passing through the border of Turkmenistan, including transit ones. Report was also given on the fulfillment of instructions previously given by the Supreme Commander of the Armed Forces of the country.

Summing up the report, Head of State Serdar Berdimuhamedov focused on increasing the volume of work of the Service in connection with the increasing geostrategic role of our Motherland in recent years, located at the intersection of the most important transport and transit corridors. The active application of the achievements of scientific and technological progress will allow for prompt and thorough inspection of all goods and cargo passing through the border, the President of Turkmenistan emphasized, having ordered to control the implementation of customs procedures in accordance with the requirements of international standards.

Chairman of the State Migration Service B. Volsakhatov reported on the comprehensive measures taken since the beginning of the year as part of the successful implementation of the Development Program of this structure. A separate topic of the report was the modernization of the material and technical base of the department through the introduction of a digital system and best practices in this area.

Summing up the report, the Supreme Commander of the Armed Forces of the country noted the need for a clear implementation of the priority tasks of the migration policy. To increase the effectiveness of work in this area, innovative methods and modern technologies should be used, the Head of the State continued, having addressed the head of the Service with a number of specific assignments.

Summing up the results of the meeting, President Serdar Berdimuhamedov emphasized that our independent neutral Fatherland, based on the legal status of neutrality, steadily maintains relations of friendship and good neighborliness with the countries and peoples of the world. The Military Doctrine, which is purely defensive in nature, is based on these principles, and in accordance with it, the structure of military and law enforcement agencies will continue to be systematically improved, and the defense capability of the Fatherland will be strengthened.

At the meeting of the State Security Council, other issues were also considered, on which appropriate decisions were made.
