Diverse events of the past month - numerous working meetings, political consultations, business negotiations and forums held as part of the implementation of the "open door" policy initiated by President Serdar Berdimuhamedov, became another clear evidence of further strengthening the role of Turkmenistan in the system of international coordinates.

Thus, the mutual desire of the states to expand the dialogue, intensify joint work in all areas was confirmed during the official visit of the Turkmen delegation headed by the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov on November 1-3 to the Russian Federation.

During the meetings and negotiations with the President of the Russian Federation Vladimir Putin, Chairman of the Federation Council of the Federal Assembly of Russia Valentina Matvienko, Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin, the importance of further development of interstate ties in the political, diplomatic, trade, economic, energy, cultural and humanitarian spheres and in other areas. The agenda also included issues of Turkmen-Russian inter-parliamentary cooperation, establishing women's and youth channels of communication.

As a result of the meetings, an Agreement was signed on the establishment of the Inter-Parliamentary Commission on Cooperation between the Halk Maslakhaty Milli Gengesh of Turkmenistan and the Federation Council of the Federal Assembly of the Russian Federation.

On November 7, the Ministry of Foreign Affairs hosted a meeting with a US delegation led by Assistant Secretary of State for South and Central Asian Affairs Donald Lu, which discussed the prospects for the development of Turkmen-American relations, in particular, in the field of trade, science, education, healthcare, culture and ecology.

Upon completion of the negotiations, a Memorandum of Understanding was signed between the Governments of Turkmenistan and the United States on cooperation in the field of healthcare and medical sciences.

On the same day, a meeting was held at the Ministry of Foreign Affairs with the Regional Representative of the Office of the United Nations High Commissioner for Human Rights for Central Asia, Richard Komenda.

Key aspects of interaction with the UN OHCHR were discussed, including the implementation of the obligations assumed and the provisions of human rights conventions to which Turkmenistan is a party.

At the 11th meeting of the Joint Turkmen-Tajik Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation, held on November 9-10 in Ashgabat, the sides confirmed the desire of the parties to further strengthen partnership in various areas, in particular in the cultural and humanitarian sphere, as well as in energy, transport, industry, agriculture and water resources, etc. As a result, the relevant Protocol was signed.

During the Turkmen-Tajik inter-ministerial political consultations held on November 10, issues of developing bilateral dialogue in the political, diplomatic, trade, economic, cultural and humanitarian fields, including within the framework of regional and international structures, in particular the UN, were considered.

On November 10-11, the Chamber of Commerce and Industry of the capital hosted the XV International Exhibition and Scientific Conference of Telecommunications, Telemetry, Information Technology and Broadcasting Equipment "Türkmentel-2022", organized by the Türkmenaragatnaşyk Agency and bringing together representatives of about two dozen foreign countries - manufacturers and suppliers of high-tech installations, developers of advanced technologies and services, large telecom operators and software.

The specialized forum, held in a hybrid format, has become a platform for the exchange of experience in the use of the latest world developments in this area. It was noted that the global digitalization of the economy requires enterprises, organizations and companies to pay special attention to the issues of improving the skills of specialists in the field of innovative technologies and ensuring cybersecurity.

On November 11, the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, at the invitation of the President of the Republic of Uzbekistan Shavkat Mirziyoyev, took part as an honored guest in the meeting of the Council of Heads of State of the Organization of Turkic States held in the city of Samarkand.

At the end of the Summit, the ceremony of awarding the Hero-Arkadag with the "Highest Order of the Turkic World" was held for his special contribution to strengthening solidarity between the Turkic-speaking peoples, actively promoting the interests and views of the Turkic countries in the international arena.

As part of his stay in Samarkand, the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, held separate bilateral meetings with the heads of friendly OTS member states.

On November 14, a meeting was held at the Ministry of Foreign Affairs with a delegation of the International Labor Organization (ILO), headed by the Director of the Labor Standards Department, Ms. Korin Varga, during which it was noted that Turkmenistan, being a member of the ILO, is committed in its policy to creating conditions for decent work and social justice for all.

At a meeting held at the Foreign Ministry on the same day with the Special Envoy of the People's Republic of China for Afghanistan Yue Xiaoyong, the high level of strategic partnership between the two countries in a wide range of areas, including cooperation in restoring the economy of a neighboring state, was emphasized.

In addition, the Turkmen side noted the need to use the opportunities to hold consultations with authorized Afghan officials to ensure peace and security in the region, as well as to continue regular support for the Afghan people based on the principles of good neighborliness and centuries-old friendship.

On November 14, a meeting was held at the Ministry of Foreign Affairs with the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Uganda to Turkmenistan, at which interest was expressed in establishing a long-term dialogue in various areas of mutual interest.

A special topic of discussion was the strengthening of ties between the foreign ministries of the two countries.

The agenda of the meeting held on November 15 at the Ministry of Foreign Affairs with the Deputy Prime Minister of the Russian Federation, co-chairman of the Intergovernmental Turkmen-Russian Commission on Economic Cooperation A. Overchuk included a wide range of issues related to the prospects for partnership in the financial and banking, oil, industrial, electric power industries, and also discussions in the areas of transport and communications, logistics, agriculture, education, science, culture and healthcare.

At the meeting with the heads of the German companies Goetzpartners Corporate Finance GmbH and Prodoehl Consult GmbH, which took place on November 17 at the Foreign Ministry, a wide range of bilateral trade and economic cooperation on various projects and investment issues was discussed.

On November 18, a meeting was held in the Mejlis Milli Gengesh of Turkmenistan with a parliamentary delegation headed by the Speaker of the Grand National Assembly of the Republic of Turkey, Mustafa Shentop, who arrived in our country on a visit.

The parties discussed topical issues of exchange of experience in lawmaking, prospects for inter-parliamentary cooperation in the interests of the peoples of the two countries.

A meeting was held between the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov and the Chairman of the Turkish Grand National Assembly Mustafa Shentop, at which priority attention was paid to environmental issues, food security, youth issues, gender policy, human rights, as well as the role of inter-parliamentary diplomacy in strengthening relations between the two countries .

Then, at an expanded meeting with the participation of representatives of the Halk Maslakhaty Milli Gengesh and the Turkish parliamentary delegation, topics such as international energy security, climate change, information security, intensification of partnerships in trade, economic, cultural and humanitarian spheres, in the field of energy, transport, investment, new technologies, agriculture, textile industry, gas chemical industry were discussed.

As a result of the meeting, a Memorandum of Understanding on cooperation between the Halk Maslakhaty Milli Gengesh of Turkmenistan and the Grand National Assembly of Turkey was signed.

In a solemn atmosphere, Mustafa Shentop was awarded the Order "Garaşsyz Türkmenistana bolan beýik söýgüsi üçin" for his contribution to enriching the content of interstate cooperation.

On November 21, a meeting was held at the Foreign Ministry of our country with members of the delegation headed by the Regional Representative of the United Nations Office on Drugs and Crime (UNODC) in Central Asia, Ms. Ashita Mittal, who arrived in Ashgabat on a working visit to participate in the 55th session of the Subcommission on drug trafficking and related issues in the Near and Middle East.

The ways of implementing national, regional and global UNODC programs to combat drug trafficking, strengthen cross-border partnerships for the countries of Central Asia, as well as the Action Plan (Roadmap) for the further development of interaction between Turkmenistan and the Office for the period from 2022 to 2025 were discussed.

On November 22, an international scientific conference “Historical and cultural monuments of Turkmenistan: the experience of studying, preserving and restoring”, organized by the Ministry of Culture on behalf of President Serdar Berdimuhamedov, was held via videoconferencing at the Museum of Fine Arts in the capital.

The event, the main purpose of which was to expand cooperation and exchange experience in the field of study, protection and restoration of historical and cultural monuments, was attended by heads and representatives of domestic relevant departments, scientists and cultural figures, as well as digital communications - foreign colleagues, leaders and experts the largest scientific and cultural centers from Russia, Uzbekistan, Kyrgyzstan, Tajikistan, France, Italy.

The joint conference of the European Union and Turkmenistan on the topic “Green energy and EU strategies for the use of hydrogen and the reduction of methane emissions” held in Ashgabat on November 22–23 in a hybrid format was attended by scientists and specialists in this field.

The reports were devoted to such issues as the development of legislation in this area, the creation of a highly productive export-oriented hydrogen energy sector, development prospects and ways to introduce renewable energy sources. The participants also exchanged experience on the use of hydrogen and the reduction of methane emissions, the use of modern, environmentally friendly resource-saving technologies in the oil and gas, energy and transport industries.

On November 23-26, in Paris, at the Louvre Museum, an international conference "Ulug-Depe - a major center for the study of the protohistory of Central Asia" was held, in which the delegation of our country took part. The main topic of the forum is the results of archaeological excavations in Ulug-Depe of the joint French-Turkmen archaeological mission.

At the meeting held on November 24 in the capital of France with UNESCO Deputy Director-General for Culture Ernesto Ramirez, the parties agreed to hold a number of celebrations and cultural events in connection with the celebration in 2023 of the 30th anniversary of Turkmenistan's accession to UNESCO membership, and in 2024 - 300 anniversary of the great poet and philosopher Magtymguly Fragi.

On November 25, the Ministry of Foreign Affairs hosted the 14th meeting of the Dialogue on Human Rights "Turkmenistan - European Union", which discussed the issues of expanding cooperation within the framework of multilateral forums and international organizations, the implementation of joint projects.

On November 26, the Consulate General of Turkmenistan in Afghanistan (Mazar-i-Sharif) organized a celebration on the occasion of the completion of the repair of the Health House, built by the Government of our country in the Garamgol district of Faryab province, and the transfer of medical equipment and medicines to the Afghan side as humanitarian aid. During the event, on behalf of the local population, gratitude was expressed to President Serdar Berdimuhamedov for the assistance provided by Turkmenistan over the years.

On November 27-29, within the framework of an official visit to Seoul (Republic of Korea), the head of the Turkmen delegation - Chairman of the Halk Maslakhaty of Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov met with the President of the friendly country Yun Seok Yol, with the Speaker of the National Assembly Kim Jin Pyo, with the head of the Inter-Parliamentary Friendship Group of Turkmenistan - Korea Lee Dal-gon, with the President of the Korea International Trade Association (KITA) Christopher Koo, took part in a business forum, and also held a number of meetings with the heads of leading Korean companies.

During the talks, an interested exchange of views took place on the issues of building up productive cooperation between the two countries in the main areas, including through inter-parliamentary relations, in transport and logistics, banking and finance, scientific and educational, fuel and energy, urban planning, etc.

As part of the official visit of Arkadag Gurbanguly Berdimuhamedov to the Republic of Korea, meetings were held between the members of the delegation of Turkmenistan and the heads of profile structures and business circles of the friendly country.

As a result of the meetings, relevant bilateral documents were signed, which confirms that political, diplomatic, trade, economic, cultural and humanitarian relations have reached a qualitatively new level.

On November 28, the Turkmen delegation took part in the regular meeting of the Board of the International Fund for Saving the Aral Sea (IFAS), held in the city of Dushanbe (Republic of Tajikistan).

As a result of the Board meeting, a number of documents were adopted, including the Decision on the introduction of modern equipment for accounting and monitoring of water resources in the Amudarya and Syrdarya river basins.

Heads and representatives of international organizations, relevant ministries, singers and musicians, scientists and specialists arrived in Ashgabat to participate in the International Festival and Conference "National song and music art in the heritage of the peoples of the world", which was opened on November 28 at the Mukams Palace of the State Cultural Center, along with university professors, cultural figures from Azerbaijan, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Tatarstan (Russian Federation), Turkey and Uzbekistan.

The purpose of the forum is to preserve and popularize the national cultural heritage, spiritual mutual enrichment, strengthening and expanding the bonds of friendship and brotherhood between peoples.

On the same day, inter-MFA political consultations were held in Ankara, during which it was emphasized that Turkmenistan and the Republic of Turkey attach great importance to both bilateral cooperation in the political-diplomatic, trade-economic and humanitarian spheres, as well as within the framework of international organizations.

During the working visit of the delegation of Turkmenistan to the city of Baku (Republic of Azerbaijan) on November 28-29 to participate in the sixth meeting of the Intergovernmental Turkmen-Azerbaijani Commission for Economic Cooperation, a meeting was held with the President of the Republic of Azerbaijan Ilham Aliyev.

At the meeting of the Commission, issues of expanding the Turkmen-Azerbaijani partnership, in particular, in the field of trade, transport, energy, shipbuilding and ship repair, as well as in other industries, were considered.

In addition, the possibilities of opening trading houses in Ashgabat and Baku and the creation of the Turkmen-Azerbaijani Business Council were discussed.

The Turkmen-Austrian business forum, held on November 29, organized by the Chamber of Commerce and Industry of Turkmenistan and the Federal Economic Chamber of the Republic of Austria, brought together representatives of government and business circles of the two countries specializing in the field of mechanical engineering, education, digital system and electronic software.

The agenda included a discussion of priority areas for mutually beneficial cooperation between sectoral departments and business circles of Turkmenistan and Austria.

Within the framework of the forum, meetings were held between representatives of ministries and departments, private companies and entrepreneurs of the two countries, during which documents were signed, new ties were established, and prospects for interaction were discussed.

At the 11th meeting of the Joint Turkmen-Austrian Commission, held on November 30 in Ashgabat, specific areas of partnership were considered, in particular, in the field of construction, energy, transport and logistics, healthcare, processing of agricultural products, etc. The parties expressed their readiness to contribute to deepening cooperation. As a result of the meeting, the relevant Protocol was signed.

Further strengthening of the constructive dialogue between Turkmenistan and the Republic of Austria became the main topic of discussion at the meeting of the Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov on November 30 with the head of the Turkmen-Austrian Society, Ms. Neda Berger.

The cultural events of the past month clearly illustrated the peace-loving policy of Turkmenistan and became an important contribution to the development of interstate relations. Thus, the Days of Korean Culture, the Days of Culture of the Republic of Tajikistan were held in Ashgabat, and the Festival of Friendship between the Turkmen and Uzbek peoples was held in the administrative center of the Dashoguz velayat. Scientists, masters of art, representatives of the creative intelligentsia of friendly countries took part in these international forums.

Thus, the numerous events of the past month, organized by the ministries and departments of the country in the context of the peacekeeping policy pursued by President Serdar Berdimuhamedov, reflect the great and multifaceted work and concrete steps of Turkmenistan on the way to new heights of progress and sustainable development.
