Meeting of the Mejlis Milli Gengesh of Turkmenistan

On December 4th, the sixteenth meeting of the Mejlis Milli Gengesh of the sixth convocation was held via digital communication system, serving grounds for consideration and adoption of a number of laws and regulations developed in accordance with the priorities of the policy of President Gurbanguly Berdimuhamedov and a comprehensive program to modernize the legislative and legal framework of the state.

Representatives of a number of ministries and departments, as well as the media were invited to participate in the meeting. The draft laws “On social services”, “On the prevention and control of non-communicable diseases”, “On hunting and the protection of hunting wealth”, as well as those concerning the improvement of the current legislation, were submitted for consideration by the parliamentarians.

When discussing the draft law “On social services”, which defines the legal, organizational and economic basis for provision of social services to certain categories of persons, the deputies focused on the unprecedented steps taken in the country to implement the socially oriented political course pursued by the leader of the nation Gurbanguly Berdimuhamedov, the main goal of which is ensuring the prosperous life of the native people.

The draft of the new law defines and discloses the essence of the concept of “social service”, which provides for a set of measures and actions taken for certain categories of persons aimed at improving their living conditions, expanding the ability to independently provide for their basic individual needs. An interested exchange of views took place during the discussion of the draft Law “On the prevention and control of non-communicable diseases.” As the speakers noted, today, large-scale programs initiated by the head of state are being successfully implemented to improve the national health care system, to familiarize the population with a healthy lifestyle. Turkmenistan, demonstrating a special responsibility in addressing issues of NCD prevention, has made great strides in this direction, as evidenced by the Certificate of the World Health Organization, awarded our country for an outstanding contribution to the prevention of noncommunicable diseases.

The draft law under consideration defines the legal, organizational, economic and social basis for the prevention and control of non-communicable diseases. It will help to ensure the necessary conditions for constructive transformations aimed at improving the health of the nation, the deputies stated. Then, the draft Law of Turkmenistan “On hunting and protection of hunting wealth” was submitted for discussion by the deputies of the Mejlis Milli Gengesh, which defines the legal, economic and organizational framework for activities in the field of hunting and protection, restoration and stable use of hunting resources, and regulates relations arising in this area.

As noted, this document is considered in line with the environmental policy pursued by our country and is aimed at the rational use of hunting resources and attitude towards the object of the hunt.

There was also a discussion of the draft Laws “On amendments and modifications to the Civil Procedure Code of Turkmenistan”, “On amendments and additions to the Code of Turkmenistan on Administrative Offenses", "On amendments and modifications to the Law of Turkmenistan “On Court” , “On amendments and modifications to the Air Code of Turkmenistan”, “On amendments to the Law of Turkmenistan “On enforcement proceedings and the status of bailiffs”, “On amendments to some legislative acts of Turkmenistan”, “On amendments to the Tax Code of Turkmenistan”, “On amendments and modifications to the Law of Turkmenistan “On shared construction of residential buildings and other real estate”, “On amendments and modifications to the Law of Turkmenistan “On information and its protection”.

The draft legislative acts submitted to the next meeting of the Mejlis Milli Gengesh of the sixth convocation were unanimously approved and adopted. In conclusion, the deputies expressed confidence that the above legal documents, complementing the current system of legislation of independent neutral Turkmenistan, will provide necessary positive conditions for the implementation of large-scale socio-economic and democratic reforms initiated by President Gurbanguly Berdimuhamedov aimed at the progressive development of various spheres of life in the Motherland.
