Today in the capital the talks between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Kazakhstan Kassym-Jomart Tokaev who arrived the day before in our country with a state visit, have taken place.

In the morning, the motorcade of the leader of the neighbouring country headed towards the Square of Independence where the ceremony of an official meeting of the honoured guest took place.

Here the President of Turkmenistan warmly welcomes the President of the Republic of Kazakhstan. Having exchanged friendly handshakes, heads of two states pass to the specially established podium.

Solemnly the commander of the company of the Guard of honour reports. National anthems of the Republic of Kazakhstan and Turkmenistan play. Presidents Gurbanguly Berdimuhamedov and Kassym-Jomart Tokaev pass by the line of soldiers of the Guard of honour and pay a tribute of respect to the National flag of Turkmenistan.

Leaders of two countries are acquainted with members of official delegations of Turkmenistan and Kazakhstan.

At the end of the ceremony, soldiers of the Guard of honour pass on the Square of Independence by solemn march.

Then the motorcade of the honoured guest accompanied by the honourable horse escort goes to the Presidential Palace complex "Oguzhan". Here, at the central entry, President Gurbanguly Berdimuhamedov meets his Kazakh colleague.

Upon termination of the ceremony of official photographing against the background of National flags of two countries, the Turkmen leader invites the head of Kazakhstan to pass into the hall for bilateral meetings where summit talks in the face-to-face format took place.

Having expressed to the Turkmen leader warm gratitude for the invitation to visit brotherly Turkmenistan with a state visit and the accorded hearty welcome, President Kassym-Jomart Tokaev underlined that for him it is especially pleasant to be in the remarkable city of Ashkhabad again. As the honoured guest said, he was once again impressed by the scope and quality of constructions, carried out in the Turkmen capital.

As President Kassym-Jomart Tokaev pointed out, he pays the great personal attention to issues of development of cooperation between two our countries that is a priority direction of the foreign policy of the Republic of Kazakhstan. And important documents, which will be signed during this visit, will define the field of further bilateral partnership.

Throughout the negotiations, which were held in the atmosphere of trust and constructive key, President Gurbanguly Berdimuhamedov and Kassym-Jomart Tokaev discussed a wide spectrum of issues of Turkmen-Kazakhstan cooperation in the context of realisation agreements reached before and long-term plans for the future.

The sides also exchanged opinions on a number of topical issues of regional and global agenda of mutual interest.

Further negotiations proceeded in the presence of the full delegation, with participation of members of official delegations of two countries.

Warmly welcoming the honoured guest and members of the delegation of Kazakhstan in Ashkhabad, President Gurbanguly Berdimuhamedov thanked President Kassym-Jomart Tokaev for acceptation of the invitation to visit Turkmenistan with a state visit. As the leader of the nation marked, this visit to our country is considered as the major stage on the way of further strengthening of Turkmen-Kazakhstan relations, which bear a character of strategic partnership.

Between our countries, the head of the state continued his word, there is a sound contract-legal basis of cooperation, which for today totals 120 international documents covering the most different directions. It, certainly, speaks of presence of huge space for joint activity - both in traditional, and in new spheres of partnership.

Turkmenistan actively co-operates with Kazakhstan in issues of promotion of regional and global security. The level of cooperation and coordination of joint steps within the limits of the largest international organisations is traditionally high. Trade and economic and cultural-humanitarian links consistently develop.

Using the presented possibility, President Gurbanguly Berdimuhamedov invited the honoured delegation of the neighbouring country to take part in the International conference «Policy of peace and trust - a basis of international security, stability and development», to be held at the end of the current year in Ashkhabad.

Our states support consent and reconciliation achievement in Afghanistan exclusively by peace, political and diplomatic means. In the given context, the head of Turkmenistan expressed expediency and henceforth support of bilateral contacts in the Afghan affairs through interaction in the area of Ministries of Foreign Affairs with attraction of other departments of both countries.

Turkmenistan also is ready to expand partnership with Kazakhstan in the context of activity of such international structures, as the Shanghai Cooperation Organization (SCO), the Eurasian Economic Union (EAEU).

It is also important to continue constructive and good-neighbourhood partnership within the limits of the Commonwealth of Independent States. The great value is also given to interaction with Kazakhstan within the limits of the Economic Cooperation Organization (ECO). As chairman of ECO, our country will hold on November 28 in Ashkhabad the 15th Summit of this Organization, which will give the chance to discuss perspective directions and forms of co-operation of member ECO states.

Along with it, the leader of the nation noted a growing dynamics of partnership in agro-industrial complex and the telecommunications sector.

Good prospects of cooperation are available in the fuel and energy sphere and in realisation of mutual potential of the parties as largest suppliers of energy carriers to international markets. Here a vivid example is the building of the gas pipeline from Turkmenistan to China, the sector of which lies through the territory of Kazakhstan. Our country is ready to discuss in detail the technical, organizational and other issues, concerning possibilities of organisations of deliveries of Turkmen natural gas.

A fruitful character is inherent also in scientific-educational cooperation. For today in higher educational schools of Kazakhstan, about two and a half thousand Turkmen students study.

Practice of regular contacts between scientists of two countries was adjusted, direct relations between leading higher educational schools of Turkmenistan and Kazakhstan become more active.

Today's meeting and top-level talks show that interstate relations are built on the strong base of good neighbourhood, equality and mutual respect, develop on clear and transparent principles, mutual understanding that we are necessary for each other, comprehension of huge bilateral potential, the leader of the nation noted.

Speaking on it, President Gurbanguly Berdimuhamedov expressed gratitude to his Kazakhstan colleague and members of the delegation accompanying him for the productive work, constructive spirit and readiness to do all necessary for consolidation of bonds of friendship, brotherhood and cooperation between two countries.

Once again having thanked the leader of the nation and all Turkmen people for hearty welcome and rendered traditionally warm hospitality, the head of Kazakhstan underlined that he attaches an exclusive significance to his first state visit to brotherly Turkmenistan. This event has a special character and is step towards to Turkmen partners in overall aim achievement - to the brining of mutual relations of friendship, good neighbourhood and mutual support to the qualitatively new strategic level.

Rather symbolically, President Kassym-Jomart Tokaev said that the present meeting passes in the year of the 30^th anniversary of independence of both states. Using the presented possibility, the honoured guest on behalf of all Kazakh nationals warmly congratulated President Gurbanguly Berdimuhamedov and the Turkmen people on this anniversary.

Turkmenistan organised recently the consultative meeting of leaders of the states of the region in a pearl of the Caspian Sea - Avaza. It was exclusively productive and, certainly, gave a serious impulse to interaction of all Central Asian states.

Kazakhstan supports organization of a significant action, the Summit of the Caspian states in the near future in Turkmenistan.

Having designated a core of bilateral many-sided links in trade and economic cooperation, the Kazakh leader noted that following the results of 8 months of the current year the essential growth in mutual trade is observed.

At the same time, he sees it expedient to concentrate on the study of joint «anchor projects» in areas of energy, mechanical engineering, industry, agriculture, other branches, in the investment sphere.

Having mentioned the theme of humanitarian links, the honoured guest confirmed readiness of Kazakhstan for expansion of cooperation in this area, which serves a unique bridge of friendship between two states.

Once again having thanked President Gurbanguly Berdimuhamedov for warm hospitality, the honoured guest shared his impressions on Ashkhabad - a wonderful city, to be in which delivers great pleasure to all members of the Kazakhstan delegation.

Summing up, President Kassym-Jomart Tokaev invited the Turkmen leader to visit with a state visit to the Republic of Kazakhstan next year during time convenient for him.

To the applause of the present President Gurbanguly Berdimuhamedov and President Kassym-Jomart Tokaev put the signatures under the Joint Statement and the Agreement between Turkmenistan and the Republic of Kazakhstan about delimitation of the Turkmen-Kazakhstan frontier and differentiation of adjacent sites of fishing zones on the Caspian sea.

It is remarkable that the same day in the online mode the Memorandum of cooperation between the Academy of Public Service at the President of Turkmenistan and Academy of Public Administration under the President of the Republic of Kazakhstan, the Memorandum of mutual understanding between Magtymguly state university (Turkmenistan) and Non-commercial joint-stock company «Kazakh national university named after Al-Farabi» (Republic of Kazakhstan) and the Memorandum of mutual understanding between the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan (Turkmenistan) and Non-commercial joint-stock company «Kazakh national university named after Al-Farabi» (Republic of Kazakhstan) also were signed. Having filled up an impressive package of the bilateral documents signed today, they have even more strengthened standard-legal base of multivector Turkmen-Kazakhstan cooperation.

Upon the end of the ceremony of signing of documents, the heads of two states spoke to representatives of mass media.

Developing upon the summit results, President Gurbanguly Berdimuhamedov expressed gratitude to President Kassym-Jomart Tokaev, all members of the delegation of the Republic of Kazakhstan for constructive negotiations, which were held in the atmosphere of openness, mutual trust and understanding.

As the head of Turkmenistan noted, agreements on the further advancement of bilateral and multilateral cooperation in the sphere of scientific-medical diplomacy, combat against distribution of dangerous virus infections and their consequences were reached.

During negotiations, issues of interaction in Central Asia were in detail discussed. Turkmenistan and Kazakhstan see this region as a strong link of strategic stability in Eurasia, places of realisation of the large scale energy, transport, ecological projects which having a global value.

Turkmenistan and the Republic of Kazakhstan support the prompt attainment of peace and consent in Afghanistan, its effective integration into regional economic, infrastructural projects. The agreement on continuation of the dialogue on the Afghan problem in the area of the Ministries of Foreign Affairs of two countries was reached.

The separate place at negotiations was given to the ecology problem, in particular, to the further strengthening and perfection of activity of the International Fund for rescue of the Aral.

Addressing representatives of mass media, the leader of the nation underlined that the present state visit of President Kassym-Jomart Tokaev has shown that Turkmenistan sees Kazakhstan as a reliable friend and responsible partner.

We are grateful to the Republic of Kazakhstan for invariable support to the neutral foreign policy and the international initiatives of our country on topical issues of global development. In turn, Turkmenistan also supports Kazakhstan in all its constructive undertakings, President Gurbanguly Berdimuhamedov noted.

Today Turkmenistan and Kazakhstan have once again shown adherence, aspiration to close, and multiplane dialogue on long-term prospect. It is equitable to radical interests of two fraternal people, serves their well-being and prosperity, brings a powerful contribution to preservation and consolidation of peace, security and stability on the planet, the head of Turkmenistan underlined, finishing the statement to the mass-media.

Ample opportunities are available in the area of logistical interaction between the Caspian ports Aktau, Kuryk and Turkmenbashi. Marking importance of the further development of road transportation, the Kazakhstan party welcomed the initiative of the Turkmen leader on construction of a bridge over the gulf of Garabogaz for start of a new highway in the direction of Kazakhstan and is ready to study possibilities of joint realisation of the promising project.

One of the key themes of negotiations, President Kassym-Jomart Tokaev noted further, was further strengthening of the cultural-humanitarian links, which are the reliable factor of steady long-term interstate relations.

The agreement on celebration of Days of culture in both countries was reached. As the honoured guest said, they proposed to mark in Kazakhstan in 2022 Days of Turkmen culture. This creative action will become a significant event in the cultural life of the country and, certainly, will be successful.

At the end, President Kassym-Jomart Tokaev informed that he invited President Gurbanguly Berdimuhamedov to visit Kazakhstan with a state visit next year during time convenient for him.

Upon the end of the press conference, a solemn ceremony of awarding of the President of the Republic of Kazakhstan the state award of Turkmenistan took place.

Addressing the honoured guest, members of official delegations of both countries and representatives of mass media, President Gurbanguly Berdimuhamedov pointed out that today in our fine capital - Ashkhabad - we are glad to accept friends from brotherly Kazakhstan relations with which always differ with sincerity and openness and are based on strong bonds of mutual trust.

The head of Turkmenistan marked that, all of us know Kassym-Jomart Kemelevich Tokaev as a famous visible political figure, who with his creative activity has gained high professionalism, deep respect and international recognition. Throughout many years, he, occupying various diplomatic posts, brought a powerful contribution to consolidation of peace and stability not only at the regional, but also at the global scale.

Considering the aforesaid, President Gurbanguly Berdimuhamedov with special pleasure announced the accepted decision to award Kassym-Jomart Kemelevich Tokaev the Order of Turkmenistan «Bitaraplyk».

Then to the applause of the gathered in the solemn atmosphere, the leader of the nation handed President Kassym-Jomart Tokaev the award «Bitaraplyk».

Having expressed to President Gurbanguly Berdimuhamedov deep gratitude for the honour, the head of the Republic of Kazakhstan underlined that he considers this decision and award as a symbol of centuries-old friendship and good neighbourhood between two fraternal people and a bright evidence of mutual aspiration to the further rapprochement of our states, strengthening of Kazakh-Turkmen strategic partnership.

The name of the award itself speaks of much. «Bitaraplyk» is a quintessence of all world policy of Turkmenistan, its real authority in the world community.

Having expressed confidence that under the far-sighted leadership of President Gurbanguly Berdimuhamedov the Turkmen people will continue progress forward by the way of sustainable development and progress, the head of Kazakhstan once again thanked the leader of the nation for the high state award.

In the second half of the day, President Kassym-Jomart Tokaev headed to the Memorial complex «Halk hakydasy». Here the head of the Republic of Kazakhstan put flowers at the monument «Baky Şöhrat», immortalised memory of national heroes - valorous defenders of the Native land. Having familiarised with an exposition located in the territory of the Memorial complex of the museum «Watan mukaddesligi», the Kazakhstan leader left a memorable record in the Book of guests of honour.

Then President Kassym-Jomart Tokaev laid flowers at the Monument of independence of Turkmenistan. According to the established noble tradition in the Independence Park, on Alley of guests of honour the head of the neighbouring state planted a young tree as a symbol of invariably friendly Turkmen-Kazakhstan relations.

The same day as a sign of friendship and goodwill the honoured guest on behalf of the Kazakhstan people handed as gift to the head of Turkmenistan a bus made in Kazakhstan.

In the evening President Gurbanguly Berdimuhamedov in honour of President Kassym-Jomart Tokaev gave an official dinner in which leaders of two countries exchanged speeches.

Having finished his state visit to Turkmenistan, the head of the Republic of Kazakhstan headed towards the capital International airport and left Ashkhabad.
