Having arrived on the working trip to Balkan Region, President Gurbanguly Berdimuhamedov held offsite session of the Cabinet of Ministers in Avaza National tourist zone.
Coming over to reviewing the subjects of the agenda, the head of the state gave floor to Deputy Chairman of the Cabinet of Ministers G. Mushikov who reported on the measures for provision of stable growth in all sectors of national economy and regions of the country as well as effective use of the government financial resources.
Preparation of the State budget for 2022, which is worked out taking into account the objectives specified in the Program of the President of Turkmenistan for social and economic development of the country in 2019 – 2025, was a separate topic of the report. Together with the main financial plan, it is planned to develop the projects pf the main directions of social and economic development and investment program.
Having listened to the report, the President focused on the importance of detailed elaboration of all articles during the development of the State budget. It was highlighted that special attention has to be paid to increment of expenses for investment of social sphere including the development of education and healthcare systems and increment of salary wages.
The head of Turkmenistan has also noted the necessity to analyze the volume of the State budget by the Ministry of Finances and Economy together with each ministry, profile departments, administrations of the regions and Ashgabat.
Further, Deputy Chairman of the Cabinet of Ministers Sh. Abdrahmanov has reported on work for construction of the third oil jetty at Kenar Oil Terminal of Turkmenbashy Refinery Complex.
Having listened to the report, the President of Turkmenistan has pointed out that according to the Program of development of oil and gas industry of Turkmenistan until 2030, it is planned to build number of new technological units at Turkmenbashy Refinery Complex. In this regard, the utmost attention has to be paid to the increment of supply of crude oil to petrochemical complex, oil processing facilities of the region, local and foreign consumers, the head of the state said addressing the vice-premier with number of certain instructions.
In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on work for strengthening of foo sector and preparation to the wheat harvest.
Summing up the report, President Gurbanguly Berdimuhamedov has requested to continue improving the management of agrarian sector, implementing efficient financial and economic mechanisms, which stimulate the work of tenants and farmers.
The President of Turkmenistan has signed the Resolution on measures for organized wheat harvesting in Turkmenistan in 2021, having given the instructions on provision of timely solution of objectives specified in the document.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on fulfilment of the instructions given by the head of the state and preparation to coming events on occasion of the 140th anniversary of Ashgabat.
According to the plan of development of the capital made at the initiative of President Gurbanguly Berdimuhamedov, the construction of new residential complexes, reconstruction of existing engineering and technical communications are carried out, practical measures for development of road and transport infrastructure and turning of the main city to the blooming garden are undertaken.
According to the plan for conducting of events on occasion of the 140th anniversary of Ashgabat on high level, the Trade and Industrial chamber is going to hold the XX multi-purpose exhibition “White City Ashgabat” and architectural contest among the designers on May 24 – 25.
Having noted the importance of the 140th anniversary of Ashgabat, the head of the state requested to provide all conditions for conducting planned events on the highest level.
Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on construction of the complex of residential buildings for personnel of transport and communication sphere in Turkmenbashy, Balkan Region.
According to the Program of the President of Turkmenistan for social and economic development of the country in 2019 – 2025, it is planned to build high comfort residential apartments with developing of surrounding territory for specialists of transport and communication sphere in all regions of the country including in Avaza National tourist zone.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that construction of residential estates together with social facilities and modern infrastructure is an important requirement in realization of the project of development of cities and villages of the country.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on work carried out by the Ministry of Education for procurement of computers as well as on measures for support of exporter of local production.
Tests of Bilimi computers, which technical specifications meet quality and safety standards for children’s health, have been held for giving learning computers to the first grade school students on behalf of the President of Turkmenistan and relative certificates have been received.
In this regard, the vice-premier has submitted the draft Resolution on procurement of computers by the Ministry of Education of Turkmenistan to the head of the state for review.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that production of computers, which is new industry for our country, is very important in the context of digital establishment of Turkmenistan and provision of the requirements of the economy with own information technologies.
Having focused on the importance of development of special multimedia learning software for personal computers in order to provide high illustrative purpose of entire methodological learning course of the first-grade school students, the head of the state signed the presented document and gave certain instructions for solution of specified objectives.
Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on preparation of celebration events dedicated to the Day of Constitution and the State Flag of Turkmenistan.
Focusing on the importance of this patriotic holiday, President Gurbanguly Berdimuhamedov highlighted that the events on occasion of the Day of Constitution and the State Flag of Turkmenistan have to be held in all cities and villages of the country and to become the embodiment of humanity, friendliness and hospitality typical for our nation. In this regard, specific instructions have been given to the vice-premier.
Further, the floor was given to Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov who presented the proposal on development of the Draft Resolution on approval of National Program of improvement of immunity of the population of Turkmenistan in 2021 – 2025 and the Action Plan for realization of the Program to the head of the state for review.
The main goal and objectives of this National Program are the protection of the population’s health, making the foundations for stable economic development of the country, achievement of high social level of the people, strengthening and growth of national gene pool.
Summing up the report, President Gurbanguly Berdimuhamedov has highlighted the importance of work carried out for immune status of the population, which is relevant taking into account current situation related to the coronavirus pandemics.
The importance of undertaken preventive measures, development and spread of information and education materials among the population, among which wide explanation sanitary and education activity has to be carried out, have been noted.
Deputy Chairman of the Cabinet of Ministers R. Meredov has reported on the results of working visit to Xian, the People’s Republic of China, under which the delegation of Turkmenistan at the request of President Gurbanguly Berdimuhamedov took part in the meeting of the foreign ministers in Central Asia – China format.
The agenda of the meeting included number of subjects of cooperation in political and diplomatic direction as well as in trade and economic sphere and cultural and humanitarian field.
During the meeting, the position of Turkmenistan for provision of universal energy, transport and ecological safety has been presented. Combating the coronavirus pandemic and recovery of its consequences, enforcement of cooperation in medical, health protection and scientific directions have also been discussed.
Bilateral meeting between the members of Turkmen delegation and representatives of relative ministries and departments of the PRC have also been held.
Summing up the report, President Gurbanguly Berdimuhamedov has requested the vice-premier, the foreign minister to continue systematic work on further improvement of constructive relations with the People’s Republic of China.
Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov has reported on the situation in the structures under his supervision, fulfilment of instructions given by the President of Turkmenistan. The report on preparation to the celebration of the 140th anniversary of Ashgabat and 30th anniversary of independence by military and law enforcement agencies has been also presented.
Having listened to the report, the President focused on preparation of the events on occasion of the 140th anniversary of the main city of the country and 30th anniversary on Turkmenistan’s independence and ordered to provide high organizational level of coming events and military parade.
Further, Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber S. Berdimuhamedov has reported on the outcomes of the working visit of Turkmenistan’s delegation to the People’s Republic of China.
Meeting with the member of the State Council of the PRC, Foreign Minister Wang Yi has been held in the first day of the visit. During the meeting, the sides confirmed the interest in further expansion of Turkmen – Chinese relations, which was also voiced during recent telephone conversation between President of Turkmenistan Gurbanguly Berdimuhamedov and Chairman of the PRC Xi Jingping.
It was also reported on the results of the meeting of the co-chairmen of Intergovernmental Turkmen – Chinese Committee for cooperation on May 11 with participation of the vice-premier of the State Council of the PRC Hán Zhèng.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that Turkmen – Chinese cooperation has a significant potential in various spheres. Practice of regular contacts including on governmental and department levels is an important factor in dynamic development of productive bilateral partnership.
Speaking about this, the head of the state gave number of certain instructions to vice-premier, Chairman of the Supreme Control Chamber S. Berdimuhamedov.
Speaker of the Mejlis of National Assembly G. Mammedova has informed about the modernization of legal base of the country, preparation to regular session, under which it is planned to discuss and adopt legal acts aimed at improvement of social and living level of the people. Regulation of the state and private partnership as well as on institution of anniversary medal in honor of the 30th anniversary of Turkmenistan’s independence.
President Gurbanguly Berdimuhamedov has noted exclusive importance of work for further improvement of legal foundations of the state, strengthening of civil institutes and democratic values.
Deputy Chairman of the People’s Council of National Assembly K. Babayev has informed on the measures for organization of activity of the People’s Council on proper level as well as on work for preparation to celebration events on occasion of remarkable dates of national calendar.
Having listened to the report, the head of the state focused on the importance of celebration events in life of the country, having highlighted that all events have to be held according to time requirements, and the necessity of high organizational level of coming nation-wide activities.
Other important matters of the state life, on which relative decisions have been made, were reviewed at the offsite session of the Cabinet of Ministers.
