Smart cities of Turkmenistan: Digital architecture of new age

During his recent work trip to Ahal Region, President Gurbanguly Berdimuhamedov has inspected the construction of new modern administrative center of the region, which is built in Gyoktepe district.

The head of the state has made a special mention of implementation of the smart city concept in this grandiose project, in other words, to create its structure based on information and communication technologies which provide the connection of all life activities and its elements and form digital environment.

As a fact, it means the expansion of single intellectual network, which includes all urban systems for collection of data about their operations in real time mode. This applies to all spheres from transport movement to ecology.

Such principle of organization of urban environment is aimed at making the most favorable, comfortable and safe conditions for people’s life. Therefore, participation of citizens, who can make effect on quality of given services, expansion of range of such services, etc., is the main element of smart city.

For example, using mobile application, they will be able to send information about such problems as non-working traffic light and no place at the parking lot in order the municipality could give order to solve the issue. The same waste bins can transmit a signal that it is full. These are just few methods, which are used in smart cities, but there are many other tools as well.

In other words, it will be a city, which its resident can develop further by themselves creating the environment they want to see. In our time with its wireless technologies, cloud services, sensors and internet of things, it is not a fantasy but new urbanization, which comes to us with scientific and technological process, improvement of wellbeing of people, formation of digital economy and society of knowledge.

Smart systems have been already implemented in new living estates of Ashgabat but administrative center of Ahal Region would be the first city with all-inclusive digital configuration. Noting that at present time, more than 15,000 specialists work on this major construction site, the President of Turkmenistan has voiced his opinion that their experience would be used in construction of Ashgabat City where the concept of smart city would also be implemented.

Therefore, innovative systems working for people create the basis for technological approach to sustainable development of national urban construction sphere and all country in general. The head of the state directs this process to improvement of efficiency of government services, optimization of power authorities, improvement of exchange of information with public, support of economic growth.

Ecological initiative is one of the main components of smart city. President Gurbanguly Berdimuhamedov has paid special attention to this subject during inspection of construction sites of new administrative center of Ahal Region.

The head of the state has noted that the city is built in beautiful place in the Kopetdag foothills and it is necessary to use ‘green’ technologies widely to protect this natural beauty.

Ecological, social and economic stability is a mandatory conditions to keep up pace with time. Speaking at the UN Summit for the global agenda after 2015 in the headquarter of the United Nations Organization in New York, President Gurbanguly Berdimuhamedov said that it is impossible to reach social and economic development of the states and nations of the planet with care of the environment.

Current mage of Ashgabat, neat, clean and developed, is the best evidence that Turkmenistan has entered the stage of formation of ecological cultural that is able to be an example for many states of the world.

Ecological culture is indeed a all-inclusive concept and covers the system of spiritual values and ethical principles, world outlook positions, complex of the government measures, economic mechanisms, legal standards and social institutes. Today, capabilities of intellectual systems are involved into this.

The functions of smart city may include energy saving (dimming street lights when the streets are abandoned). Similar technologies can be used in our country for reduction of harmful emission by use of electrical buses and use of eco-fuel – local gasoline made of natural gas, for management of the vehicle fleet, control of sanitary standards and for many other things.

In this context during his visit to construction site of center oh Ahal Region, Turkmen leader has requested to elaborate on the issues related to use of e-mobiles and construction of smart vehicle parking based on scientific approach.

Head of the state Gurbanguly Berdimuhamedov noted that innovative technologies in the sphere of control of road and fire safety, support of clean city as well as solar batteries and wind generators have been widely used in the world practice in the last years. All of this can be considered as an input to global combating against the climate change and air pollution.

There are solutions for distant education, telemedicine and intellectual healthcare, to which Turkmen leader pays special attention in his social policy.

The head of Turkmenistan also notes an important role of training of qualified personnel in introduction of advanced practice in national economy, development of technologies related to smart cities.

City state of Singapore is thought to be one of the leaders in creation of fully smart cities where clean condition of public places, density of people and movement of registered vehicles are monitored by cameras. Singapore also has systems for monitoring of energy consumption, water use control, provision of health and wealth of elderly people.

During his state visit to the Republic of Singapore in August 2019, President Gurbanguly Berdimuhamedov invited big Singaporean companies to participate in mega project of Ashgabat City and introduction of information technologies to the urban management sphere and activity of community services.

The head of the state always highlights the importance of integrated approach to urban development of the capital and other cities, establishment of digital system, innovative technology centers, which are to provide comfortable social and living conditions of the population.

Unified portal of the government services, which is represented by automatic single window information system, has been made at the request of President Gurbanguly Berdimuhamedov. Digital Solution 2021 innovative project contest has been announced by the Türkmenaragatnaşyk Agency to stimulate the development of national software, innovative and inventing activity. The contest includes such nominations as healthcare, science and education, industry, transport and communications, service sphere, small and medium business, smart city.

These measures have been outlined by the digital agenda of Turkmenistan, which is expanded in all directions today. Digitization is the main trend of the world development. It enters our daily life and professional activity, expands the capabilities of communication and further the intensification of these processes.

New branches, market and management models appear on the background of such rapid changes. We pay special attention that our country could keep up pace with time and technological progress. Therefore, it is so important to develop a system of data transfer and communication infrastructure.

Creation of connected intellectual networks for our urban territories gives many advantages for citizens allowing increasing their life quality, providing stability of development and the best use of material, technical and personnel resources as well as intellectual potential of people.

The efficiency of these solutions depends on unified approach of the government, private sector and the residents themselves, which is set out in the smart city concept, which is implemented in our country these days.
