February 24, President Gurbanguly Berdimuhamedov has visited the city administration of the capital where he held the session dedicated to preparation to the celebration of the 140^th anniversary of Ashgabat and its further development as well as checked new project of urban development including relevant engineering, road and transport infrastructures, special features of design of future facilities and development of surrounding territory.

Deputy Chairman of the Cabinet of Ministers, who is in charge of the capital, has reported on new projects, their implementation, details of decoration of the buildings to be erected as well as their location.

Images of the facilities, which are to be built according to the instructions of the leader of the nation under Ashgabat city urban development program in the northern part of Turkmen capital, have been presented.

Architectural project Ashgabat City, complex of modern cottages of the 17^th phase of urban development at the bank of the Altyn köl Lake occupy an important place among the presented projects.

Project of another monumental building has been presented to the head of Turkmenistan for review. Having studied the project, President Gurbanguly Berdimuhamedov noted that new facility has to reflect big success achieved for the years of independence by our sovereign state, which our ancestors have been dreaming of, and gave number of recommendations on this account.

Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported to the head of the state on the projects of buildings of M. Kuliyev Turkmen National Conservatory, special music school, art and culture school, conference and concert hall, hostel for students, indoor sport complex and open sport ground. The vice-premier has also reported on the monument of outstanding thinker Magtumguly Fragi on the slope of the Kopetdag Mountains and development of surrounding territory.

Having looked around the projects, the President of Turkmenistan has noted the need to make necessary conditions for creative work, involvement of the youth to the world of art in the buildings designated for cultural and art sphere, provision of the facilities with modern equipment and digital technologies, having addressed number of specific instructions in this context.

During the presentation, the leader of the nation has been also informed about the state of realization of the projects and construction of Tashkent Park, International Health Improving and Rehabilitation Center and International Scientific and Clinical Physiological Center, new building of Turkmen State Architectural and Construction Institute and social facilities, which are planned to be built under the 18^th phase of the capital’s development in Kyoshi residential complex.

President Gurbanguly Berdimuhamedov has highlighted the importance of using of qualitative and eco-friendly construction materials, organic combination of the principles of national architecture and advanced modern practice. In particular, fulfilment of works for construction of facilities, which are planned to be put into operation on the 30^th anniversary of independence of the country, is one of the main requirements.

Taking into account that our capital is a recognized center for organization of international business forums at present time, it is necessary to pay special attention of construction of profile facilities. In this regard, modern requirements and high international standards have to be taken into account during construction of Ashgabat Business Complex. Therefore, the quality of construction of new facilities, their design and opening according to the set schedule have to be under permanent control, the head of the said giving specific instructions to relative officials.

Best possible solution of the issues of improvement of social infrastructure of Ashgabat makes a base for further harmonious development of the capital. Therefore, all conditions have to be made for creative work, comfortable rest, going in for sports of urban population. These aspects have to be considered during development of the projects of new buildings, the leader of the nation noted giving relative instruction on this account.

Further, President Gurbanguly Berdimuhamedov has held a session on further development of Turkmen capital. The head of the state said that it is necessary to discuss the objectives for making one of the most beautiful and developed city of the world out of the main city of the country in the year when 140^th anniversary of Ashgabat would be observed.

As is known, Ashgabat is an ancient city, which has experienced many events. After the earthquake in 1948, which caused numerous victims and destructions, the city has been rebuilt again. The leader of the nation continued that special attention is paid to the development of Ashgabat and big resources are invented for these purposes. The boundaries of the city have also been expanded.

However, there are still many deficiencies in work for improvement of steadfast development of the capital, provision of protection and timely maintenance of the facilities, the head of Turkmenistan stated, having listened relative reports of the participants of the session.

The leader of the nation has given the floor to Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber, member of the State Security Council S. Berdimuhamedov who reported on the measures taken in the context of preparation to the celebration of the 140^th anniversary of Ashgabat and 30^th anniversary of the sacred independence of the Motherland, which include the provision of proper control over timely completion of construction and other works at various facilities, which are planned to be commissioned on occasion of remarkable dates.

At present time, construction of complexes of production, social and cultural facilities is carried out in different parts of the capital at high rates. The issues related to provision of high quality of works and completion of constructions according to the set schedule are under strict control.

Having listened to the report, the head of the state noted the importance of comprehensive and thoughtful approach to the matters of further development of the capital, development of the projects of construction based on digital system and advanced technologies in architectural and design sphere as well as taking into account the location of new facilities, which have to merge harmoniously into architectural ensemble of the main city of the country.

Having focused on preparation to the event in honor of the 140^th anniversary of Ashgabat and 30^th anniversary of Turkmenistan’s independence, President Gurbanguly Berdimuhamedov request to enforce the control over the situation at construction sites, provision of high quality of works at the facilities planned to be opened and the completion of the construction in the set timeline.

Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on preparation to the celebration of the 140^th anniversary of Ashgabat’s foundation.

It was informed that relative plan of cultural and public events has been developed together with specialists of the Ministry of culture, Ashgabat’s Administration as well as profile ministries and departments.

XX International Multi-purpose exhibition “White City of Ashgabat”, art contests, concerts, cultural and public events, opening ceremonies of various facilities and modern residential buildings, organization of sport competitions and horse races are provided in the plan.

Continuing the report, it was informed about work carried out for development of the projects of new facilities and buildings of various purpose.

Having listened to the report, President Gurbanguly Berdimuhamedov noted the necessity of provision of high organizational level of ceremonial events on occasion of the 140^th anniversary of Ashgabat’s foundation, having given certain instructions to the vice-premier on this account.

Speaking of the issues of realization of construction program, which includes a lot of work, the leader of the nation has pointed out the importance of wider implementation of advanced technologies and know-how as well as scientific approach to development of architectural projects and provision of their investment competiveness.

Further, head of Ashgabat’s Administration Ya. Gylyjov has reported on fulfillment of the assignments given by the head of the state and on planned activities dedicated to the 140^th anniversary of Ashgabat and 30^th anniversary of the sacred independence of the country.

Summing up the report, the leader of the nation has focused on cultural component of the events timed to the anniversary dates. The head of Turkmenistan has noted that celebration events have to embody bright national color, high creative spirit of new historical era inspiring our united nation for new achievements to glorify the beloved Motherland.

The President of Turkmenistan has requested to accelerate the rates of construction works in the main city of the country giving specific assignments on this account of the head of administration.

Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on preparation of the program of cultural events in honor of the celebration of the 140^th anniversary of Ashgabat’s foundation according to the request of the leader of the nation. It was noted that art contests, exhibition, educational talks, various international online sessions, media forums using digital systems, as well as sport competitions would be organized on occasion of the glorious anniversary.

Program measures are undertaken for posting of photo and video materials, articles about white-marble capital on TV and radio channels, websites, expanded coverage of the events in international mass media.

Having noted special attention paid to international cooperation in cultural sphere in the context of strengthening of friendly relation with other countries, the vice-premier emphasized that online meetings would be held with heads and personnel of cultural and art spheres of foreign sister cities of Turkmen capital on occasion of the 140^th anniversary of Ashgabat.

It is planned to close «Aşgabat bahary» short movie festival on May 21. It was also informed about draft samples of the emblems made by the State Art Academy in honor of the 140^th anniversary of Ashgabat, which has been presented to the leader of the nation for review.

Having listened to the report, the President of Turkmenistan noted that it is necessary to organize the demonstration of achievements of our white-marble capital, to provide high level of visual art works, which meaning and content has to meet modern spirit, on occasion of the remarkable date.

Having studies the draft emblem dedicated to the 140^th anniversary of Ashgabat, the head of the state highlighted that it has to meet time requirements from artistic point of view and by its significance, having demanded to provide high level of celebration events and art contests.

Having noted that it is necessary to approach comprehensively and using advanced technologies to the decoration of the capital in honor of the glorious date, the leader of the nation gave number of certain instructions to the vice-premier.

Continuing the session, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on work carried out in the spheres under his supervision for preparation to the 140^th anniversary of Ashgabat.

It was mentioned that special commissions have been established and relative working plans have been developed in scientific and educational, healthcare and sport sectors, in the Youth and other public organizations of the country for provision of high organizational level of events dedicated to this date.

It is planned to hold exhibitions and conferences, contests glorifying our white-marble capital in higher educational institutes, cycling race with participation of students as well as various sport competitions among school students. At the same time, celebration forums, promotional and awareness raising events united by theme “Ashgabat in the Guinness Record Book” would be organized.

Highlighting special educational and patriotic importance of events timed to the 140^th anniversary of the capital among the youth, President Gurbanguly Berdimuhamedov has given certain instructions to the vice-premier. In particular, the leader of the nation has requested to conduct lessons revealing the role of Ashgabat in the latest history of the Motherland inculcating a feeling of pride and love of the main city of the country in schools and preschool facilities taking into account age categories of young Turkmenistan citizens.

At the same time, the head of the state has pointed out the importance of using the remarkable date for organization of expositions dedicated to study of history and popularization of achievements of Ashgabat as well as art contests and other educational activities. Historical places and monuments of the capital can be the places of organization of the events. Interesting meetings with participation of young Ashgabat residents, contests of children paintings, music performances and poetry readings expressing the depth of our feelings to Ashgabat can be organized at the same places, the leader of the nation said.

Further, summing up the outcomes of the session and addressing the participants, President Gurbanguly Berdimuhamedov noted that the capital of our independent neutral Motherland defines the authority of the country. White-marble Ashgabat is a city brightly demonstrating the dynamics of economic and political development of our sovereign state, the level of culture and spiritual life of the society and its intellectual potential.

The leader of the nation highlighted that we are proud by right with our beautiful Ashgabat, its modern success, magnificent architectural look. Big work has been carried out in the epoch of might and happiness for the development of the capital. Original comfortable buildings, straight avenues and streets, parks, wonderful complexes of monuments enhance the beauty of Ashgabat turning the city into the pearl of the East. Therefore, 11 facilities of our capital, which are distinguished with unique architectural design, has been registered in the Guinness Record Book.

At the same time, the head of Turkmenistan has stated that there are many deficiencies in the activity for development of Ashgabat and enhancement of its beauty until now. Thus, some failures are admitted in fulfilment of the Resolutions of the government on development of the city, which specify all works and their investments in this direction.

In this regard, addressing Vice-premier Sh. Durdiliyev and Head of Ashgabat’s administration Ya. Gylyjov, President Gurbanguly Berdimuhamedov has pointed out that despite the fact that not much time left until the celebration of the 140^th anniversary of the capital, the preparation to the anniversary date is unsatisfactory. In this context, the head of Turkmenistan has noted a low quality of construction works in the city. Proper attention is not paid to the maintenance of clean conditions in the capital.

There is not enough garbage bins on the streets. Conditions of concrete curbs on the roads and streets as well as condition of asphalt leave much to be desired. Organization of care of trees and green plantation does not meet the requirements.

Continuing the subject, the leader of the nation has stated that proper attention is not paid to compliance of order, sanitary standards and clean condition of roads inside micro-districts. Washing of vehicles is made in the places not designated for this purpose.

Speaking of this, the head of the state has also pointed unthoughtful approach to the placement of public transport stops, which creates inconvenience to the passengers and at the same time makes negative reflection on the image of the city. Multi-level bridges, bus stops along the roads, under and overpasses have to be comfortable for the population and fully meet the requirements of modern urban life, which are not fulfilled on proper level, President Gurbanguly Berdimuhamedov highlighted.

Together with construction of residential buildings and other various facilities, little attention is paid to creation of green zones. Construction of sufficient number of sport and children playgrounds is not carried out and existing similar facilities are not maintained properly. In general, necessary conditions for comfortable and active leisure of people, including children, for sport exercises, provision of ecological wealth are not made in the capital, the leader of the nation said.

Works in urban districts for planting of trees on the streets, in park and public gardens are not satisfactory. Decoration and development of protocol roads, main part of which is located on the territory of Kopetdag District leave much to be desired. There is not proper order almost in all districts of the capital, especially inside old residential complexes.

Territory around certain residential buildings is noted developed properly. Some part of the roads are not lit up. Cases of power disconnection in buildings take place, the head of the state pointed out. The control of construction of the facilities and compliance with eco-standards is not hold on proper level. Removal of the remains of building and other materials from construction sites is not made on time, which causes formation of dust in the city.

The leader of the nation has also demanded the head of the capital’s administration and the vice premier, which is in charge of Ashgabat, to provide control of the decoration of roads, placement of relevant traffic signs and informational displays in sufficient amount on the streets of the city.

Having again expressed his concerns in improper supervision of works for development of the capital, and preparation to the anniversary of the city, the head of Turkmenistan requested to enforce the measures undertaken in this directions.

Addressing Deputy Chairmen of the Cabinet of Ministers M. Geldiniyazov and M. Mammedova as well as Minister of Culture A. Shamyradov, President Gurbanguly Berdimuhamedov has emphasized that control of the conditions of urban cultural and educational facilities, which is not satisfactory at present moment, is not held on proper level. The parks of the city are not developed and decorated, poor attention is paid to the condition of the monuments.

Number of activities dedicated to the 140^th anniversary of Ashgabat is not sufficient is cultural and educational institutions and organizations. Very few articles and historical materials related to this date are published in mass media, the head of the state said.

Further, the leader of the nation highlighted that new Ashgabat, which image has been changed beyond the recognition, has been made in the last few years. However, the articles about historical way made by the capital are printed very rare in newspapers and magazines. Therefore, the materials about the past, present and future of the city as well as about measures for deserving celebration of the 140^th anniversary of the capital have to be brought out to the attention of the population, especially to younger generation, and to carry out relative awareness activity.

Addressing the participants of the session, President Gurbanguly Berdimuhamedov has noted that everybody have personal responsibility for the above-mentioned deficiencies. In this regard, the head of the state has reminded that advanced innovative technologies have to be used during all works in Ashgabat, necessary life support systems of the capital has to be made based on these technologies. All of these has to be taken into account in the plan of the city’s development.

Our duty is to keep high authority of Turkmen capital as the most beautiful and clean city, comfortable for living of people. Therefore, we have to enhance the beauty of Ashgabat, to turn it into magnificent city, which is a symbol of our epoch, and to leave it as a heritage to our children and successors, the leader of the nation emphasized.

Coming over to the subject of coming celebration of the capital after a couple of months, the head of Turkmenistan highlighted that this anniversary has to be an unforgettable event in life of the citizens. In this regard, President Gurbanguly Berdimuhamedov has requested all respected officials to take all necessary measures for high-level organization of events and activities timed to the remarkable date.

The leader of the nation has also informed that awards would be presented to people who made significant contribution to the development of the capital on the threshold of the celebration, on May 24. Ground breaking ceremony of new residential complex will be held in the northern part of Ashgabat on May 25. The opening ceremony of new Garagum Hotel will be held on the same day.

Finishing the session, the President of Turkmenistan has wished big success in work for provision of prosperous and happy life of the people and achievement of high results to all participants of the meeting.
