Speaking at the Halk Maslahaty meeting, President Gurbanguly Berdimuhamedov noted that the parliament is a special branch of state power, an integral instrument for establishing people's democracy in the political, economic and social life of the country. Formation of a qualitatively new bicameral structure of the National Parliament will create favorable conditions for strengthening the legal basis for the development of our independent country and increasing the effectiveness of work of state authorities. Numerous proposals and comments were received on the draft of the Constitutional Law. The final draft of the Constitutional Law ""On Amendments and Additions to the Constitution of Turkmenistan"" was submitted to Halk Maslahaty for consideration. “In the draft Constitutional Law, proposed for your consideration, the Halk Maslahaty joins the system of the highest state bodies carrying out the tasks of the legislative power. Therefore, it is proposed to remove Article 6 with index 1 from the Basic Law and, in accordance with the creation of a bicameral structure of the legislative representative body of state power, to rename the National Parliament into the National Council of Turkmenistan, and its chambers - the Halk Maslahaty and the Mejlis”, said the President of Turkmenistan. According to the Turkmen leader, if the draft Constitutional Law is approved and enters into force on January 1, 2021, it would be necessary to hold elections of the members of the National Council of Turkmenistan in the first quarter of 2021. “We believe that the adoption of the Constitutional Law will be another important step towards the democratization of our country. I am firmly convinced that the National Council of Turkmenistan will turn into a nationwide representative body that unites our people and guides them to high goals!” - emphasized the President of Turkmenistan.
