On December 4, 2025, Ashgabat, which achieved significant results in developing the country’s science and education system and created the necessary conditions for citizens of all ages to learn and gain knowledge throughout their lives, was admitted to the UNESCO Global Network of Learning Cities, together with 72 cities from 46 countries. This decision recognized the high achievements of the capital of Turkmenistan in this field.
Today, President Serdar Berdimuhamedov held an extended meeting of the Cabinet of Ministers with participation of heads of diplomatic missions and consular services of Turkmenistan in foreign states and representations of our country at international organisations. Its agenda included priority issues of the foreign policy realised by our neutral fatherland on the world scene.
Considering the great personal contribution to strengthening the independence and permanent neutrality of Turkmenistan, to enhancing the defence capability of the Fatherland, to ensuring the security of citizens, law and order, selfless and conscientious work over many years, fruitful state activity, and also on the occasion of the glorious 30th anniversary of Turkmenistan acquiring the status of permanent neutrality, I decree:
In order to significantly strengthen the unity and cohesion of Turkmen society and each family, guided by the principles of mercy and humanism bequeathed to us by our great ancestors, and on the occasion of International neutrality day, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Serdar Berdimuhamedov, signed the Decree «On pardoning sentenced persons on the occasion of international neutrality day», releasing pardoned citizens of our country from further serving their main sentence in the form of imprisonment.
Under the wise leadership of the highly respected President of Turkmenistan, Serdar Berdimuhamedov, during the International year of peace and trust, the policy of neutrality of our independent, permanently neutral country, based on good neighbourliness, equality, and mutually beneficial cooperation with all states of the world and authoritative international organisations, will be marked by new achievements. Legal status of permanent neutrality of Turkmenistan has become a means for the international community to coordinate global interests within the system of international relations, and is recognised as a value that enhances the honour and glory of our country and elevates the pride and dignity of the Turkmen people. The international authority of permanently neutral Turkmenistan, confidently moving along the path of progress and prosperity, is growing, and its influential role in world politics is strengthening. Priority and important foreign policy initiatives of our country receive enormous support from the international community, primarily from the United Nations Organisation.
In accordance with the laws of Turkmenistan «On the diplomatic service», «On the status of diplomatic missions of Turkmenistan in foreign states» and «On the consular service», as well as in order to improve the activities of diplomatic missions and consular offices of Turkmenistan in foreign countries and ensure the effective fulfilment of their obligations, the President of Turkmenistan signed the Resolution «On financial issues of the diplomatic service of Turkmenistan».
