The talks between the President of Turkmenistan and the Prime Minister of the Islamic Republic of Pakistan

On May 20, the talks were held between President of Turkmenistan Gurbanguly Berdymuhamedov and the Prime Minister of the Islamic Republic of Pakistan Muhammad Nawaz Sharif who arrived in the Turkmen capital on an official visit.

On arrival at the Square of Independence, located in the centre of the capital, the Prime Minister of the Islamic Republic of Pakistan Muhammad Nawaz Sharif was cordially welcomed by President of Turkmenistan Gurbanguly Berdymuhamedov.

After shaking hands, the head of Turkmen state and Prime Minister of Pakistan mounted a special podium erected in the square to participate in the arrival ceremony procedures.
Then, the leader of nation Gurbanguly Berdymuhamedov and his high guest headed towards the palace complex “Oghuz Khan” of the President of Turkmenistan.

In the “Blue” hall of the palace complex, the talks between the President of Turkmenistan and the Prime Minister of Pakistan were held in the “one-to-one” format.

In the course of talks, which were held in the atmosphere of mutual understanding, businesslike and constructive key, President Gurbanguly Berdymuhamedov and his distinguished guest gave an extensive coverage of the issues of Turkmen-Pakistani cooperation, concretized its priority areas in the light of modern and future oriented realities. Confirming mutual intention of Turkmenistan and the Islamic Republic of Pakistan to advance the full-scale cooperation, the interlocutors have placed special accent on facilitating cooperation in such key areas of interaction, as trade and economic sphere, fuel and energy sector, transport, and a number of other sectors. Considering the traditional humanitarian relations as not the least significant aspect of collaboration, the head of Turkmenistan and Chairman of the government of Pakistan expressed their readiness for further strengthening of the fruitful contacts already gained in education, science and culture.

The top-priority interest-based issues of regional and international policy were also in the lime light of the negotiation process.

Then, the talks in the enlarged format were continued in the hall “Ak pagta” with participation of the members of the two countries’ official delegations.

Stressing that Turkmenistan highly appreciates the Islamic Republic of Pakistan important role in the international and regional policy, President Gurbanguly Berdymuhamedov, availing himself of the opportunity, expressed his gratitude to the authorities of Pakistan, and first of all to Prime Minister Muhammad Nawaz Sharif, for showing respect and support for the Turkmen state’s foreign policy and its international initiatives.

Noting that on the occasion of the 20th anniversary of Turkmenistan’s legal status of neutrality recognized by the world community of nations, the year 2015 was declared as the Year of Neutrality and Peace in our country and the international-level events are being held in our country, the leader of nation invited Prime Minister Muhammad Nawaz Sharif and the government leaders of Pakistan to take part in the festivities dedicated to this significant date.

In this connection, the Turkmen leader expressed his sincere gratitude to Pakistan for support of Turkmenistan’s initiatives related to the role of reliable and stable transit of energy carriers and transport-transit corridors in promoting international cooperation and sustainable progress. In turn, our country also supports in every way possible the Pakistani efforts on strengthening its important and significant role in the international organizations, fist of all, in the UN. In the years ahead, we will further develop the efficient areas of partnership in the international arena and continue the constructive dialogue, fully using our existing potential, said the President of Turkmenistan.
President Gurbanguly Berdymuhamedov has also stressed mutual interest of the sides in integrating the countries’ efforts aimed at restoring peace in Afghanistan, having expressed confidence in the availability of every ground and prerequisite for reconciling the situation in the brotherly neighbouring country by the political-diplomatic tools.

Regarding the trade and economic relations as one of the priority areas of the interest-based cooperation, not the least significant is diversification of the energy sector, the head of Turkmen state has also underlined. In this context, Turkmenistan considers Pakistan as a strategically important partner in realization of large international projects aimed at getting exposure of the Turkmen energy resources to world markets.

In this connection, our long-term cooperation is based on the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline, said the leader of nation, noting thereto with satisfaction that successful steps are now being taken to implement this significant project. As of now, thanks to the project participants’ joint efforts, an impressive body of work has been carried out. As soon as the energy project enters its final phase, the regional economic dialogue will enter on its new phase.
Pending the subject of the Turkmen-Pakistan cooperation, President Gurbanguly Berdymuhamedov placed special accent on the role of the ports of Turkmenbashi and Gwadar in the formation of international trade corridors. At the same time, the Turkmen leader has expressed confidence that realization of other projects on the basis of modern technologies will create new opportunities for establishing the Asia-Europe transport communication route.

As was underlined by the head of Turkmenistan, fruitful cooperation between the two countries in the energy and transport sectors will serve the interests of peace and progress in the region and beyond. In this connection, there is every probability that the Turkmen-Pakistani cooperation has a great future.

Turkmenistan sees expansion of interaction with Pakistan as one of the significant and priority areas, noted the leader of nation. Realization of joint projects both in the energy and transport-communication spheres, in agriculture, in the textile, light and processing industries is regarded as a key trend of the two countries’ mutually beneficial cooperation advancement.

Speaking of the effectiveness and concrete results generated by the cooperation-favoured constructive efforts on the systematic and purpose-oriented basis, the head of Turkmen state has also underlined that the joint Intergovernmental Turkmen-Pakistani Committee is an efficient mechanism for enhancement of fruitful economic partnership.

The issue-related state institutions and business circles, social unions of Turkmenistan and Pakistan can make a worthy contribution to the realization of long-term programs in the within-said area. We expect concrete proposals from them on organizing joint investment forums and international exhibitions, said President Gurbanguly Berdymuhamedov.

In this aspect, the leader of nation spoke in favour of activating and motivating the direct contacts between the representatives of business circles of two countries. As was noted by the head of Turkmenistan, regular business forums and sectoral exhibitions facilitate further expansion of fruitful cooperation, open good prospects for finding its topical trends and promoting business relations between the private sectors.

Proceeding to the subject of interaction in the humanitarian field, President Gurbanguly Berdymuhamedov has underlined that deep traditions and cultural relations between Turkmenistan and Pakistan go far back in time; following them, the sides steadily develop cooperation in science, education and health areas. The positive experience accumulated in organizing joint scientific conferences, cultural events, and exhibitions promotes mutual enrichment of cultures and rapprochement of the two nations.

Regarding the progressive development of the state and society, modern education system and character training of the present and future generations as one of the important tasks of the present, the head of Turkmenistan has voiced a proposal on creating of the Turkmen-Pakistani Cultural Council as a significant motivational factor of the bilateral agreements practical implementation.

In the course of the talks in the enlarged format, Deputy Chairman of the Cabinet of Ministers of Turkmenistan B.Hojamuhammedov informed on the ongoing activities on realizing the Turkmenistan-Afghanistan-Pakistan-India transnational gas pipeline construction project.

Reporting on the volumes of energy resources exported today to Afghanistan from Turkmenistan, Deputy Chairman of the Cabinet of Ministers M.Artykov informed that in the light of the planned energy production growth rates of our country, there is an opportunity to increase energy deliveries to the neighbouring country.

The floor is given to the head of the government of the Islamic Republic of Pakistan.
Expressing his sincere gratitude to the head of Turkmen state for hospitality, the high guest has underlined that the talks covered different issues of bilateral relations. In this context, Prime Minister Muhammad Nawaz Sharif confirmed the intention of Pakistan to further enhance mutually beneficial partnership with Turkmenistan.

The head of the government of Pakistan has also thanked the Turkmen leader for the invitation addressed to the Pakistani side to participate in the 5th Asian Indoor Games and Martial Arts to be held in Ashgabat in 2017. Expressing his sincere congratulations to the head of Turkmenistan that construction of the Asian Games -2017 objects of the capital’s Olympic Town is nearing the final stage, the high guest has also applauded the President Gurbanguly Berdymuhamedov’s proposals on expanding cooperation and exchange of experience in sports.

Accentuating Pakistan’s great interest in the interaction with Turkmenistan in the energy sector, including the delivery of the demand-driven energy and natural gas, Prime Minister Muhammad Nawaz Sharif placed special emphasis on the significance of the TAPI gas pipeline project.

Touching upon the partnership in the sphere of transport and communications, Prime Minister Muhammad Nawaz Sharif has stressed the importance of the Turkmenistan-initiated construction of the Turkmenistan-Afghanistan-Tajikistan and Kazakhstan-Turkmenistan-Iran railway corridors which are of great significance for the entire region. It will also ensure favourable conditions for Pakistan which today has no direct transport corridor with Turkmenistan, said the head of the Pakistani government.
Underlining that the two countries are building their relations on the interest-based basis, Prime Minister Muhammad Nawaz Sharif has noted that Pakistan is ready to support Turkmenistan in all its undertakings.

In this connection, the high guest has stated that Pakistan fully supports the initiatives of the Turkmen leader aimed at the peaceful settlement of the situation in Afghanistan via the talks and diplomatic instruments. Confirming readiness of his country for strengthening constructive partnership with Turkmenistan in the international arena, Prime Minister Muhammad Nawaz Sharif has noted that it will not only invest in the development of the interstate dialogue, but also in the productivity of the interregional relations. Pakistan also fully supports the initiatives of Turkmenistan aimed at the positive solution of such topical problems of modernity as war on terrorism and extremism, said the head of the Pakistani government.

Upon completion of the talks in the enlarged format, in the “Marble” hall, in the presence of the President of Turkmenistan and the Prime Minister of the Islamic Republic of Pakistan the ceremony of signing of bilateral documents took place.

The following documents are signed: Memorandum of Understanding between the Chamber of Commerce and Industry of Turkmenistan and the Agency for Trade Development of the Islamic Republic of Pakistan; the Agreement between the Government of Turkmenistan and the Government of the Islamic Republic of Pakistan on establishing of the Intergovernmental Committee for Turkmen-Pakistani Economic Cooperation.

To the applause of the dignitaries assembled, President of Turkmenistan Gurbanguly Berdymuhamedov and Prime Minister of the Islamic Republic of Pakistan Muhammad Nawaz Sharif subscribe the Joint Communiqué.

Upon completion of the document-signing ceremony, the Turkmen leader and the high guest made brief statements to the mass media.

Then the Prime Minister of the Islamic Republic of Pakistan headed to the settlement of Gypjak to pay tribute to the memory of first President of Turkmenistan, lay the flowers in the Mausoleum, and visite the Mosque of Spirituality of Turkmenbashi.

In the evening, in honour of the high guest President of Turkmenistan Gurbanguly Berdymuhamedov gave an official dinner where the head of Turkmen state and head of the government of Pakistan exchenged speeches.

On May 21, the official visit of Prime Minister of the Islamic republic of Pakistan Muhammad Nawaz Sharif to Turkmenistan completed.

On the second day (the final day of his official visit to Turkmenistan), Prime Minister of the Islamic Republic of Pakistan Muhammad Nawaz Sharif laid flowers on the Monument of Independence - one of the main sights of the Turkmen capital.

Laying the wreath to the pedestal of the grandiose monument - a symbol of great achievements of the new historic epoch, and following a noble tradition, the Prime Minister planted a young sapling in the Alley of Honoured Guests as a symbol of eternal friendship between the two brotherly peoples.
In the course of his get-acquainted round of Ashgabat the Prime Minister of the Islamic Republic of Pakistan visited one of the fashionable shopping centres located in the central part of the capital, where, paying attention to the fine world famous Turkmen carpets, he was fascinated with fineness and distinctive peculiarities of age-old art of Turkmen hand-made carpet weaving.

Then the motorcade of the high guest headed for the international airport of the capital from which the Prime Minister of Pakistan departed Ashgabat.
