President of Turkmenistan Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers, which agenda included priority issues of the state life.
First, the floor was given to Deputy Chairman of the Cabinet of Ministers B. Hojamammedov who reported on the measures for improvement of the activity of financial and banking sector. The vice Premier has informed that at present, integrated work is carried out under national and state programmes for the development of relative regulatory and legal acts, training of personnel and improvement of their skills, wide implementation of international practice by cooperation with leading financial structures.
Summing up the report, the Head of the State noted that reformation of work of economic sector and banking establishments is to make a strong basis for the prosperity of Turkmenistan, diversification of national economy and its further sustainable growth. This has special currency during the integration of the country into the world’s economic relations.
Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the project of construction of new gas chemical complex near Kiyanly settlement in Balkan Velayat.
This complex is designed for processing of 2 billion cubic meters of matural gas and 117 thousand tons of sodium chloride. It will produce 390 thousand tons of polypropylene, 200 thousand tons of low density linear polyethylene, 100 thousand tons of polyvinylchloride, 82 thousand tons of caustic soda, 10 thousand tons of hydrochloric acid and 10 thousand tons of liquid chlorine per annum.
This large investment project is to be implemented together with foreign partners. At present moment, the proposals of the tender participants are under evaluation.
Having focused the attention of important tasks of the domestic fuel and energy complex, President Gurbanguly Berdimuhamedov noted that it is necessary to activate the work for industrial development of new hydrocarbon deposits including in Turkmen sector of the Caspian Sea, development of gas processing branch and construction of modern industrial complexes.
In this context, the President of Turkmenistan addressed the Vice Premier with number of specific assignments on attraction of foreign investors to fuel and energy complex, further expansion of beneficial cooperation with large international companies that have good experience in oil and gas sphere and advanced resource saving and environment friendly technologies.
Fruitful character of trade, economic and investment cooperation of Turkmenistan with Japanese business circles as well as the fact that large Japanese companies and financial structures have been successfully working for long period in our country, in particular in such fields as construction, petro chemistry, chemical industry, fuel and energy complex, transport, electrical energy and other were highlighted.
The Head of the State expressed the confidence that mutual potential can be used more taking into account the diversification of the economy of Turkmenistan and implementation of large infrastructural projects in industrial sector. Thus, there are great opportunitiesfor beneficial partnership in natural gas processing, establishment of joint enterprises producing variety of gas and chemical goods required in the world’s markets, President Gurbanguly Berdimuhamedov has said.
Turkmenistan is interested in intensification of business relations with Japan that has considerable experience in innovative technologies, on implementation of which our country relies, - the Head of the State highlighted and ordered to provide thorough ecological expertise and technical and commercial evaluation of new investment projects planned to be implemented in energy sector.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal agricultural works in the country.
Having highlighted the importance of cotton harvest campaign, President Gurbanguly Berdimuhamedov expressed the confidence that the farmers will fulfil assigned task for the harvesting of cotton.
The Head of the State concentrated the attention of Vice Premiwrs E. Orazgeldiyev and M. Aydogdiyev on number of important issues of further development of agricultural complex including those related to provision of the farmers with mineral fertilizers for improvement of yield productivity of arable lands.
Deputy Chairman of the Cabinet of Ministers M. Aydogdieyv spoke with the report on the work in textile industry. The Vice Premier informed about the measures undertaken by the Ministry of Textile Industry of the country for provision of the population with different textile production.
President Gurbanguly Berdimuhamedov highlighted that large investments stimulating the production growth of high quality natural cotton goods and being on the great demand by foreign customers are sent to textile industry. In this regard, it was noted that use of Ashgabat 2017 Games symbols in design of sportswear, gift and souvenir sets would promote popularization of the country’s achievements.
Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the course of large-scale works for urban planning of Ashgabat, living estates, streets and parks decorating and greening of the city, modernization of lighting and other engineering systems, provision of coordinated operation of all communal services.
Having listened to the report, President Gurbanguly Berdimuhamedov requested the Vice Premier to hold under unremitting control further improvement of the capital on the threshold of Ashgabat 2017 Games as well as accurate and coordinated work of municipal services.
Deputy Chairman of the Cabinet of Ministers O. Gurbannazarov reported on the activity of trade complex and participation of the Union of Industrialists and Entrepreneurs in implementation of national programmes of social and economic development.
Owing to the Government support and targeted measures for stimulation of domestic private sector, what is one of the priority directions of economic policy of Turkmenistan, the potential of the country steadily grows.
The Vice Premier also reported on the measures undertaken for activation od the export of food products made by individual entrepreneurs. This work is carried out in the context of the policy for improvement of export potential of the country. Relative proposal was presented to the Head of the State for review.
Having approved the initiative, President Gurbanguly Berdimuhamedov requested again to work over all the issues in legal and juridical sphere.
The Head of the State pointed at the main directions of further development of foreign economic relations, implementation of export and import substitutive policy including for the account of expansion of the sales markets, stimulation of domestic manufacture and consolidation of country’s position in international trade.
Deputy Chairman of the Cabinet of Ministers S. Toyliyev reported on the work in the spheres under his supervision and on preparation to new school year.
Ceremonial events, scientific and practical forums, different sports competitions will be organized in the capital and all around the country on the Day of Knowledge and Students annually observed on September 1. According to the tradition, the opening of number of new facilities will be timed to that day. It includes the complex of the Institute of Municipal Services of Turkmenistan, Chemical Department of Magtumguly Turkmen State University, International Centre of Endocrinology and Surgery. 3 new secondary schools for 600 students and 2 schools for 720 student in Ashgabat as well as a school for 500 studetns in Serkhs etrap of Ahal Velayat will be opened on occasion of the beginning of new educational year.
Under his report, the Vice Premier presented the draft Resolution on commissioning of International endocrinology and surgery centre for review by the Head of the State.
Having emphasized that the development of domestic educational system would always be in the centre of attention, the Head of the State highlighted the importance of steadfast measures for implementation of innovative methods to this sphere, modernization off profile infrastructure and study of advanced world’s practice.
Speaking of the coming opening of International endocrinology and surgery centre, the President ordered the Vice Premier to provide high organizational level of the opening ceremony of this important facility.
Deputy Chairman of the Cabinet of Ministers B. Annameredov reported on the measures undertaken for implementation of electronic payment system for public transport. The Vie Premier informed that at the moment, the installation of automated electronic transport payment system us carried out.
Summing up the report the Head of the State highlighted that this service would provide the transparency of the payments and maximum accounting of passenger traffic.
Chairperson of the Mejlis A. Nurberdiyeva informed on the current activity of National Parliament on comprehensive modernization of legislative and regulatory base of the country, explanation of the meaning and importance of mew laws to the population.
It was mentioned that number of bills on further consolidation of the state, provision of law and order, democratization of Turkmen society, solution of social and economic issues, legal regulation of cultural and educational work and charitable activities are planned to be reviewed at the next session of the Mejlis on August 26.
The Leader of National Parliament also informed on the preparation of the next session of the Council of the Elders of Turkmenistan.
Having noted the importance of the measures undertaken for improvement of national legislation, the President of Turkmenistan highlighted the necessity of further elaboration of new legislative documents taking into account the priorities of the state development at the modern stage and universal standards of international law.
Speaking of the issues of preparation of the next session of the Council of the Elders, Turkmen leader focused on the importance of making all the conditions for high level of organization of the meeting.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the foundation of Scientific and Methodological Centre for the Goals of Sustainable Development under the Institute of International Relations of the Ministry of Foreign Affairs.
It was highlighted that the development of constructive cooperation with competent international structures including the United Nations, cooperation with which has strategic character, is one of the priority direction of foreign policy course of neutral Turkmenistan. It is visually indicated by active participation of our country in implementation of the GSD adopted by the outcomes of the UN World Summit in New York in September 2015.
Particularly, Turkmenistan stands among the first UN members that officially adopted all 17 paragraphs of the GSD and 148 objectives followed from these paragraphs as well as 193 indicators for their practical implementation. This fact indicates an active participation of our country in fulfilment of the Global Agenda for sustainable development until 2030.
In its turn, it also stipulates the necessity of formation of appropriate scientific and methodological base. Following that, the Ministry of Foreign Affairs of Turkmenistan with the representatives of relative government institutions and universities as well as the UN structural divisions has organized and held special meetings and conferences on discussion of the establishment of the above-mentioned Centre. As the result, its key objectives including preparation of training plans related to the GSD, conduct of scientific and research works and improvement of informational level on this subject, organization of training seminars and forums with participation of profile specialists, consolidation of cooperation in implementation of the Goals of Sustainable development with relative organizations of the country and international organizations were outlined.
The proposals about the foundation of Scientific and methodological centre for the GSD and draft Resolution of this subject were presented for review to the Head of the State.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that neutral Turkmenistan would continue developing strategic partnership with the United Nations demonstrating responsible approach to the fulfilment of undertaken obligations including on the achievement of the GSD.
Having approved the proposal on the foundation of the Scientific and Methodological Centre for the Goals of Sustainable Development under the Institute of International Relations and signed the Resolution, the Head of the State ordered to provide high organizational level of its work.
Deputy Chairman of the Cabinet of Minister A. Garajayev reported on the preparation to the coming celebrations and remarkable dates in September.
It was mentioned that large programme including different cultural action, which stipulates special attention to the events dedicated to Ashgabat 2017 Games starting on September 17, was developed.
Celebration events are to be held in all parts of the country and final round of TV Contest “Yanlan, Diyarym!” is to take place on occasion of Kurban Bayram.
Having listened to the report, President Gurbanguly Berdimuhamedov addressed the Vice Premier with number of assignments for organization of high level of the coming celebration activities and cultural and public events.
The Head of the State also requested to provide high organizational level and rich composition of the events dedicated to national holidays brightly reflecting original traditions and customs of Turkmen people.
Continuing the session and addressing the participants, the Head of the State again pointed the attention on the subject of the coming V Asian Indoor and Martial Arts Games, having noted that number of events has to be organized on September 7 to mark 10 days until the start of the Games.
Sacred flame of the Games will be lit up at Galkynysh deposit on that day and afterwards delivered to Ashgabat for the ceremonial opening of the Asian Games.
Speaking to Vice Premier S. Toyliyev, President Gurbanguly Berdimuhamedov noted that is planned to have a meeting with the sportsmen participating in V Asian Games to encourage and wish the success at the coming important competitions.
Certificate award ceremony for the image of ahalteke horse decorating the main arena of the Olympic village and the Centre of Aquatic Sports of the capital Olympic village is also planned on the same day.
The President of Turkmenistan noted that general rehearsal of the opening ceremony of Ashgabat 2017 Games would take place on September 15.
After, the floor was given to Secretary of the State Security Council, Defence Minister YA. Berdiyev who reported on the measures foe modernization of equipment and facility base of security forces, steadfast improvement of professional level of military personnel and their combat skills, service and living conditions of the staff and their families. Fulfilment of the assignments on preparation to Ashgabat 2017 Games were separate part of the report.
Having listened to the report, the Head of the State noted that provision of high level of peace and security in Turkmen capital as well as public order during V Asian Indoor and Martial Arts Games is among the main objectives of the relevant structures. Having stressed the attention of the subjects related to the reception of VIP guests and the participants of the coming large sports event, the President of Turkmenistan addressed the Secretary of the State Security Council, the Defence Minister Ya. Berdiyev with number of specific assignments.
Other issues of the state life, on which relative decision were taken, were discussed at the session of the Cabinet of Ministers.
