On March 20, President of Turkmenistan Gurbanguly Berdymuhamedov convened a regular session of the Cabinet of Ministers to consider the current tasks of the national economy’s sectors, the measures to be taken for its further progressive development, and other topical issues of the country’s domestic and foreign policy.
First speaker, Cabinet Deputy Chairman A. Gochyev informed about the state of affairs in the sector he is in charge of. Reporting on the fulfillment of earlier presidential commissions, the Vice-Premier centered on the results of work accomplished together with the relevant ministries and departments on revising customs duties. The report also included the information about the establishment of a closed corporation rendering satellite communication services.
To saturate the domestic markets with high-quality food products, it is necessary to actively encourage participation of entrepreneurs in their production, the nation’s leader stressed, having given Vice-Premiers A. Gochyev, P. Taganov and A. Yazmyradov a number of issue-related commissions.
Touching upon the issue of setting up the closed corporation rendering satellite communication services, the head of state instructed to prepare relevant draft documents.
Then the Vice-Premier reported to the President of Turkmenistan on the implementation progress of the Plan of Activities (in Ruhabat etrap, Ashgabat city) to be carried out in the Turkmen capital in the frames of preparations for the 20th anniversary of Turkmenistan’s permanent neutrality.
At present, renovation of residential buildings, and the facades of administration buildings of some organizations and enterprises, dwelling houses, markets and shopping centers, is well under way in the etrap. Infrastructure facilities are being constructed; the tree-planting activities are in progress.
Summarizing the report, the head of Turkmen state, on the whole, expressed satisfaction and focused attention on the reconstruction course of buildings and facilities, construction of new objects, as well as the work on improvement in Ruhabat etrap of Ashgabat city, having demanded to ensure strict control over qualitative and timely execution of the works, aimed to enhance the architectural look of the capital.
In her report, Chairperson of Mejlis of Turkmenistan A. Nurberdyeva focused on the parliament’s activity, the ongoing work on new draft legislations, including the ones governing the financial issues in foreign economic relations, stimulating the development of the national economy’s sectors and other spheres.
The report also covered the information about results of the analysis of the current legislation carried out by Mejlis in the context of the task on improving the activity of the Maritime Administration of Turkmenistan under the State Marine and River Transport Service.
In the report follow-up comments, President Gurbanguly Berdymuhamedov has emphasized that the formation of a modern legal framework in compliance with generally recognized rules of international law is aimed at rendering legislative support to the progressive reforms and social-economic transformations ongoing in the country.
Reporting on the Ministry’s activity, Cabinet Deputy Chairman, Minister of Foreign Affairs of Turkmenistan R. Meredov informed about the implementation progress of the Program of festivities and activities to be held on the occasion of the 20th anniversary of Turkmenistan’s permanent neutrality and announcement of 2015 the Year of Neutrality and Peace.
As known, the Program provides for holding of various forums, including conferences, round-table meetings, exhibitions, cultural, sporting and other events in our country and beyond, as well as preparation and publishing of thematic publications, as well as materials in the press. The international top-level conference and celebrations timed to the remarkable date are to be held on December 12, 2015.
Speaking of the importance of holding the within-said festive events at a better and higher level in terms of organization and content, the head of state gave the Vice-Premier a number of issue-associated instructions.
Touching upon the activity of the Ministry of Foreign Affairs, the leader of nation has noted the productivity of bilateral consultations with other countries’ foreign ministries that contributes to strengthening interstate friendly relations and mutually advantageous partnership between states, having emphasized the importance of further work in this field.
The implementation progress of the agri-works, active preparations for the spring cotton sowing campaign, organization of scientific-practical seminars with participation of experienced farmers, machine operators and other specialists, preparations for the upcoming countrywide yovar were in the focus of the report made by Cabinet Deputy Chairman A. Yazmyradov.
The draft Resolution on sugar beet production in Turkmenistan in 2015 was submitted for consideration by the nation’s leader. In accordance with the document, 17,900 hectares of farmlands are to be allocated for spring and autumn varieties of the crop in Balkan and Mary velayats; 224,000 tons of beet are planned for production in total.
The head of Turkmen state gave the Vice-Premier a number of instructions on holding the V session of the International Akhalteke Horse Breeding Association, a beauty show for Akhalteke horses and other events, timed to the Turkmen Horse Holiday in April, at a better and higher level in terms of organization and content.
After signing the Resolution, the President of Turkmenistan instructed to ensure well-timed planting of the crop.
Having given his blessing to launch the cotton sowing campaign in Akhal, Lebap and Mary velayats on March 27, and in Dashoguz velayat on April 3, the President of Turkmenistan suggested that a ceremony of giving start-up to the important campaign should be held with participation of honorary elders by well-established tradition.
The Vice-Premier also reported on the realization course of the improvement plan for Archabil etrap (Ashgabat city) he is responsible for, having submitted relevant photographs. The report also covered the information about the state of affairs at sites of the objects erected in the etrap in accordance with the working plan, about reconstruction of dwelling houses and other social- and cultural-purpose buildings (neighborhoods improvement inclusive).
President Gurbanguly Berdymuhamedov gave commissions to Vice-Premiers A. Yazmyradov and M. Yazmuhammedova on ensuring quality of the works and control over the construction of new facilities.
The report of Cabinet Deputy Chairperson M. Yazmuhammedova was an extensive coverage of the Program of Activities to be held in honor of the National Spring Holiday – International Day of Novruz, as well as the preparations for Culture Days of Turkmenistan in the Republic of Armenia on March 25-29.
Reporting on the preparations for the festive events in all regions of the country, the Vice-Premier centered on the organization of a main Novruz celebration to take place, by well-established tradition, in the picturesque valley of Akhal velayat on March 21 with participation of representatives of all velayats.
Speaking of the organization of Culture Days of Turkmenistan in the Republic of Armenia, the Vice-Premier informed that performances of artists, including a concert in honor of the 20th anniversary of Turkmenistan’s neutrality and the Year of Neutrality and Peace would take place in the frames of the creative forum to be held in the capital of Armenia, as well as the cities of Gyumri and Vanadzor. An exhibition of Turkmen decorative and applied arts and museum treasures would be held in Yerevan as well.
Focusing on Novruz Holiday, symbolizing peace, well-being and concord, President Gurbanguly Berdymuhamedov demanded to hold the celebrations according to original national traditions and impressiveness – so typical of the bright spring toi (feast).
Having emphasized the importance of humanitarian contacts in maintaining a friendly and trust-based dialogue with countries of the world community, the significance of international events, contributing to the development and enrichment of the national culture and arts, wide exchange of experience and popularization of our people’s spiritual heritage in the world, the head of state assigned to ensure holding Culture Days of Turkmenistan in the Republic of Armenia at high level.
Then the floor was given to Cabinet Deputy Chairman B. Hojamuhammedov, who centered on the measures taken to implement the “Turkmenistan’s Gas-and-Oil Industry Development Program for the period till 2030”.
The Vice-Premier also informed about the work ongoing in Kopetdag etrap of Ashgabat city in the frames of preparations for the 20th anniversary of Turkmenistan’s permanent neutrality.
All in all, 38 buildings and structures are planned for construction, 11 different-purpose facilities – for renovation, as well as 597 residential buildings (including their facades) – for capital repair in Kopetdag etrap in 2015. At present, the works have been completed in 25 houses and are still under way in 44 buildings.
Summing up the report, President Gurbanguly Berdymuhamedov gave a number of assignments on further improvement of the material and technical base of the fuel and energy complex enterprises.
The relevant commissions were addressed to Vice-Premiers B. Hojamuhammedov and M. Artykov on improvement and landscaping of Kopetdag etrap of the capital, upgrading of the city’s gas and power supply systems, and renovation of facades of buildings.
Then the head of state gave the floor to Cabinet Deputy Chairman B. Ereshov (responsible for the national economy’s industrial sector) to report on results of the working visit to Japan on March 13-14, as well as on the fulfillment of commissions given earlier by the head of state concerning the new prices for the country-produced cement, the ongoing work in the frames of the improvement plan of Bagtyyarlyk etrap, Ashgabat city.
As noted, during the working visit by the President of Turkmenistan to Japan, members of our delegation held meetings with heads and specialists of a number of large companies.
In the course of meetings, the parties discussed the issues of joint comprehensive development of water and mineral resources in the Garabogazgol Gulf, setting up of the production of sodium sulfate and various chemical products, application of high technologies and equipment of world-known brands in the project.
As for the construction of a complex for production of mineral fertilizers and chemical products in Mary city, the relevant draft Framework Agreement has been prepared.
During the meetings, the Turkmen party made proposals on the participation of Japanese partners in other construction projects in the sector – high-analysis phosphoric fertilizer production shop at the Turkmenabat chemical plant, a plant for production of sodium hydroxide and chlorine, as well as iodine and bromine plant in Balkan velayat.
As reported, the possibility of selling Japanese manufactures Turkmen technical iodine (produced by enterprises of the “Turkmenhimiya” State Concern), which is in high demand in Japan, was given special consideration at the meetings.
To supply the construction objects with high-quality building materials, specialized shops selling cement and other building materials were opened at the cement plants in Baharly, Lebap and Balkan velayats, as well as in the administrative centers of velayats and etraps. The price for cement produced by enterprises of the Ministry of Industry of Turkmenistan was revised.
The Vice-Premier also reported on the implementation progress of works under way in Bagtyyarlyk etrap of Ashgabat city in accordance with the relevant plan in the frames of preparations for the 20th anniversary of Turkmenistan’s neutrality.
As reported, 42 dwelling houses have been renovated. Renovation of private houses, buildings, markets and shopping centers is under way; regular measures are being taken to keep the etrap clean.
After the report, the President of Turkmenistan emphasized the importance of further stepping up cement production for the needs of large-scale construction activities under way countrywide. Having noted that with the aim of supplying the population with cement at affordable prices and fixing its costs, it is reasonable to establish new rates instead of the existing average wholesale price of 330 manats, the head of state has approved a new price (175 manats per ton of cement), arranged by the relevant ministries and departments and instructed to keep close control in this field.
Focusing attention on the necessity of timely and qualitative execution of all planned works on improvement of Bagtyyarlyk etrap of Ashgabat city, renovation of residential buildings and other facilities of the capital’s infrastructure (including their aesthetic qualities), as well as on the measures taken to regular plant trees in the city, the head of Turkmen state gave Vice-Premiers B. Ereshov and S. Toilyev a number of concrete issue-related commissions.
Reporting on the activities in the supervised complex, Cabinet Deputy Chairman P. Taganov informed about the work carried out by the Ministry of Trade and Foreign Economic Relations of Turkmenistan on developing mutually beneficial business contacts with foreign partners.
The Vice-Premier also reported on the preparations for an International Floricultural and Horticultural Exhibition to take place in the capital’s “Sergi Kösgi” Expo Center on March 25-27. In the frames of the forum, a thematic conference, meetings, discussions and consultations would be held on the exchange of experience and presentation of new technologies in the field of plant growing and landscape gardening.
The report also covered the issue of launching a new product line at the paper mill, which had been privatized by one of the open joint-stock corporations.
The report included the information about the preparations for the Turkmen-Finnish Business Forum to take place in Ashgabat on March 24, in the frames of which new decisions and approaches would be worked out for the fulfillment of bilateral cooperation potential and development of the trade-economic relations.
In his turn, the Vice-Premier delivered a detailed report on the 2015 working improvement plan for Abadan etrap of Ashgabat city. In total, the plan includes renovation of 146 dwelling houses; completion of a carpet factory under construction; reconstruction of a pre-cast large-panel enterprise, a number of administrative buildings; modernization of shops and markets, as well renovation of facades of buildings; improvement of territories, and planting of 7,000 trees. At present, the work is well under way in all these areas.
President Gurbanguly Berdymuhamedov gave the Vice-Premier a number of commissions, having outlined a range of top-priority tasks in the trade and economic sectors. As for the paper mill, the head of state recommended searching the most effective ways to use its capacities, and applying modern technologies.
The leader of the nation assigned to organize the forthcoming business events – the Turkmen-Finnish Business Forum and the International Floricultural and Horticultural Exhibition at a better and higher level in terms of organization and content, having noted the establishment of favorable partner contacts, demonstration of our achievements and acquaintance with the best experience of other countries as their main objectives.
The head of Turkmen state made special emphasis on the issues of development and improvement of Abadan etrap (Ashgabat). Addressing to A. Nurberdyeva and P. Taganov, the President of Turkmenistan stressed the need to work out systematic approaches and ensure efficient coordination of actions while taking comprehensive measures to improve the etrap’s social and economic infrastructure and intensify its vital dynamics.
Cabinet Deputy Chairman S. Toilyev reported on the draft 2015-2020 State Program of Turkmenistan’s youth policy prepared together with the ministries, sectoral departments and khyakimliks of velayats and Ashgabat city by the order of the leader of nation. The Program specifies key principles, goals and objectives, ways of implementing the state youth policy in its all directions, including state support, legal and social protection of young people.
In this context, a draft Resolution on approving the 2015-2020 State Program of Turkmenistan’s youth policy was submitted for consideration by the President of Turkmenistan.
Having emphasized that the state would continue to take regular effective steps to give support to young citizens, the head of Turkmen state signed the within-said Resolution, and gave the Vice-Premier a number of concrete commissions on keeping unremitting control over timely tackling of all the relevant issues.
The report of Cabinet Deputy Chairman, Manager of Presidential and Cabinet Administration Office Sh. Durdylyev covered the activities of the structures he is in charge of, as well as the work done on the Turkmen capital’s improvement and landscaping.
As reported, 358 out of 2,269 dwelling houses had been renovated. The Ashgabat city’s khyakimlik issued a tender for the construction of 29 multi-level and open parking lots.
Having noted the Ashgabat development issues among the priority objectives for the near future, President Gurbanguly Berdymuhamedov has emphasized the need for well-coordinated interaction with all the agencies concerned. Focusing on the importance of ensuring strict control over timely and qualitative implementation of the plans aimed to improve the architectural look of the country’s capital, the head of state addressed the Vice-Premier a number of concrete instructions.
In his report, Cabinet Deputy Chairman S. Satlykov centered on the work of the supervised sectors, including the measures taken by the Ministry of Communications of Turkmenistan for laying the “Turkmenbashi (Turkmenistan) – Baku (the Republic of Azerbaijan)” fiber-optic communication line at the bottom of the Caspian Sea. The relevant agreements were achieved at the second meeting of the Turkmen-Azerbaijani Commission for Economic Cooperation, held in Baku in November 2010.
As informed, in accordance with the contracts made by the Ministry of Communications of Turkmenistan there are already connections to fiber-optic communication systems in the directions of Kazakhstan, Uzbekistan, Iran, and Afghanistan. The new line will increase the speed of Internet traffic and enable to upgrade the existing main fiber-optic lines, including with European and Asian countries.
The report also included the information about the ongoing work on improving and landscaping Berkararlyk etrap, Ashgabat city. In particular, there are 1,042 dwelling houses (the state housing stock), 369 houses and 171 administrative buildings of different ministries and agencies in the etrap.
According to the action plan, the measures for upgrading and reconstruction of roads (16.29 km) are well under way.
Noting the availability of high-tech systems in the field of telecommunications as an integral factor for the country’s socio-economic development and successful international cooperation, President Gurbanguly Berdymuhamedov addressed the Vice-Premier a number of specific assignments on ensuring high-quality work.
Speaking of the importance of the measures aimed at the capital’s improvement and landscaping, in particular Berkararlyk etrap, the leader of nation gave the Vice-Premier a number of concrete instructions concerning the need to strictly adhere to the construction schedule and ensure rigid quality control. The head of state stressed concern for the people, their well-being and prosperity as the top-priority.
The report of Cabinet Deputy Chairman M. Artykov was centered on the results of the first meeting of the Intergovernmental Turkmen-Kyrgyz Commission for Trade-Economic, Scientific-Technical and Humanitarian Cooperation in Ashgabat, with participation of heads and representatives of a number of state institutions and business circles of the two countries.
As noted, the sides had reached an agreement on export of nitrogen fertilizers, petroleum products to Kyrgyzstan, gave consideration to the prospects for Turkmen electric power export, as well as expansion of cooperation in the transport-communication sector.
The report also presented the information about the ongoing renovation of streets in Ashgabat city. In accordance with the 2015-2016 Ashgabat Development Conception, 59.17 kilometers of highways are planned for reconstruction.
Speaking of the capital’s road infrastructure development, the nation’s leader has stressed that in the modern epoch new highway construction projects are implemented on a large scale. In this connection, the head of state highlighted great significance of high-speed autobahns for increasing volumes of road transportation, and drew attention of the Vice-Premier to the necessity to ensure well-coordinated activities of the relevant agencies when tackling the tasks on the road-transport infrastructure improvement.
The implementation progress of the 2015-2016 working plan in all etraps of Ashgabat city was in the focus of the report made by Minister of Municipal Economy.
On the whole, 3,639 residential buildings (property of the Ministry of Municipal Economy) are planned to be renovated in two years, including 2,273 buildings are to be reconstructed this year. In accordance with the monthly work schedule prepared for each of the capital’s etraps, 230 buildings out of 370 have been renovated by now.
In addition to the housing stock renewal, 20 avenues and streets (total length – 50,170 meters) of the city will be renovated; the engineering-technical networks will be replaced and repaired; 100 water-pump stations will be reconstructed; five parks will be renovated (the renovation works have already begun in two of them). To provide the city’s landscapers with necessary planting material, the plan included the construction of three greenhouses, two of them are under construction in Ruhabat etrap, and the other one will be built in Archabil etrap.
In the after-report comments, the nation’s leader Gurbanguly Berdymuhamedov expressed concrete critical remarks on the organization of the public utilities’ work, having demanded to strengthen control over the coordination of all services and structural subdivisions, to take measures for improving the efficiency and quality of communal services, uninterrupted operation of power, water, etc. supply systems, and well-considered development of the road network. When tackling the range of issues, it is necessary to closely cooperate with the relevant ministries and specialized organizations, the leader of nation noted, including the issues of tending of plants, improvement of territories, keeping the city clean, adherence to sanitary and environmental standards.
Having commissioned Vice-Premiers Sh. Durdylyev, M. Artykov and Minister of Municipal Economy K. Gurbanov to take an active part in the organization of the International Floriculture and Horticulture Exhibition and the thematic conference at high level, the leader of nation gave an assignment to invite public utility specialists, landscaping workers from different organizations, designers, florists and other professionals to participate in the activities.
At the end of the meeting, the head of state focused on the holiday-related issue. Ancient Novruz is the common treasure of humanity, its cultural heritage, the nation’s leader said. This festival promotes friendship, fraternal unity, peace and well-being among peoples. Our ancestors celebrated Novruz as a holiday of a happy life, humanity and beauty. In the modern epoch, the Turkmen people attach much importance to this ancient holiday, considering it an integral part of the spiritual heritage and national culture.
The United Nations Organization has marked this holiday as international. At present, Novruz is widely and solemnly celebrated in scores of countries of the world. This festival shows the unity and indivisibility of cultural heritage of humanity, its centuries-old traditions.
The leader of nation congratulated the session attendees and all the compatriots on the National Spring Holiday, having wished good health, happy and prosperous life.
Some other important issues of state life were considered at the Cabinet session, and the appropriate resolutions were adopted.
