On August 4, President of Turkmenistan, Supreme Commander-in-Chief of Armed Forces of the country, Army General Gurbanguly Berdymuhamedov held an out-of-office session of the State Security Council to draw together conclusions from the year’s first 7-month work accomplished by the military and law-enforcement bodies.
Within the framework of meeting, the leader of nation listened to the reports of leaders of law-enforcement bodies on their 7-month activities and on the fulfillment of the earlier presidential commissions on improving the activity of ministries and departments under their supervision, their material-technical basis, qualification of specialists.
Secretary of the State Security Council of Turkmenistan, Minister of National Security Ya.Berdiev was the first to report to the Supreme Commander-in-Chief of Armed Forces of the country on the MNS activity in January-July of 2015. The report also covered the successes achieved in the implementation of the President-initiated military reform aimed at continual strengthening of the national army, training of professional personnel, as well as at creating favorable conditions for service and life of servicemen.
Further, the floor was given to the head of State Border Service M.Yslamov who informed the leader of nation about the ongoing activities carried out by the Service to strengthen the protection of sacred borders of Fatherland and about implementation of presidential instructions.
Reporting on implementing the President-initated projects on modernization of the existing and construction of new buildings of frontier posts, construction of apartment houses for the families of border guards, the head of the State Border Service invited the President of Turkmenistan to take part in the ceremonies of launching the already-built dwelling houses.
Minister of Defense B.Gundogdyev reported to the Supreme Commander-in-Chief of Armed Forces of Turkmenistan on the implementation progress of the large-scale military reform and cardinal transformations in the national army carried out in the frames of the reform.
Attracting attention to the issues of careful keeping and efficient use of the machinery delivered, the President of Turkmenistan, Supreme Commander-in-Chief of Armed Forces Gurbanguly Berdymuhamedov severely reprimanded Minister of Defense of Turkmenistan for relaxation of discipline in the Ministry and signed an appropriate document.
Along with the results of the 7-month activity, the Minister of Interior Affairs of Turkmenistan I. Mulikov’s report included information about concrete measures undertaken aimed at maintaining law and social order in the country, preventing violations of law, road accidents, and at ensuring countrywide fire safety.
I. Mulikov also informed about the projects, designs and schemes developed aimed at improving ecological standards in the National Tourist Zone “Avaza”. One such was the program on reducing traffic flow at certain time spaces to ensure comfortable recreation of the people on the ecologically-clean shore of the Caspian Sea and promote favorable environment in Avaza. Another one is - construction of a 3,000-car parking lot in the coastal city.
Then Attorney General of Turkmenistan A.Khallyev made a report on the accounting period. In particular, the head of state was informed about the measures taken by public prosecution bodies aimed at exercising the strictest control over observance of rule of law and order in the state and society.
Supreme Court Chairman B.Charyev informed the leader of nation on the activities to lawfully bring the country’s judicial system in strict compliance with the generally-admitted world standards in order to bring the state and society to a principally new level of development.
Head of the State Service for Protecting Security of Healthy Society of Turkmenistan A.Osmanov, in his turn, reported on the activities carried out by the agency in the period under review and focused mainly on combating the illicit spread and use of drugs and narcotic substances.
Head of the State Migration Service D. Bairamov also reported on the activities carried out by the structure in the period under review and on the concrete measures accomplished to ensure efficient work of the institution with a glance to realization of the top of the leader of nation’s policy priorities - expansion of international cooperation.
Head of the State Customs Service of Turkmenistan A.Khojamgulyev reported to the Supreme Commander-in-Chief of Armed Forces of the country on the results of the Service’s 7-month activities.
In the course of the State Security Council session devoted to the outcomes of seven-month activities of military and law-enforcement bodies , President of Turkmenistan, Supreme Commander-in-Chief of Armed Forces, Army General Gurbanguly Berdymuhamedov gave consideration to a number of organizational issues.
Then Minister of Justice B.Muhammedov made a report on the 7-month activities of the Ministry aimed at further improvement and all-round development of the country’s legal basis called to become a reliable foundation for successful fulfillment of the tasks and lofty goals of the new historical period.
Summing up the reports delivered at the of State Security Council’s session, the President of Turkmenistan once again drew attention to the necessity of proper execution of presidential instructions and commissions and comprehensive approach to realization of military and legal reforms aimed at improving the activity of defense and law enforcement agencies.
A number of other issues were also considered at the meeting of the State Security Council which were shaped into the relevant decisions.
