President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where topical issues of the state life have been discussed.
Starting the discussion of the subjects of the agenda, the President gave floor for report to Deputy Chairman of the Cabinet of Minister G. Myradov.
Reporting on the situation in the spheres under his supervision, the Vice-premier informed about the preparation of the Draft Programme of development of economic, financial and banking systems for coming seven years. This document was elaborated in accordance with the assignments given by the Head of the State earlier and taking into consideration the provisions of the Programme of the President of Turkmenistan for social and economic development of the country in 2018 – 2024.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that practical implementation of this programmes would provide the stability of Turkmen economy, would improve social protection of the population and would increase the life level of people.
Chairperson of the Mejlis A. Nurberdiyeva informed about the activity of National Parliament on legal provision of social and economic reforms in the country.
Addressing the members of the Cabinet, President Gurbanguly Berdimuhamedov focused on coming elections of the deputies of the Mejlis of Turkmenistan, members of velayat, etrap and city People’ councils and Genegshys.
Having mentioned full readiness for national referendum on democratic principles, the Head of the State highlighted that such format of the elections to representative government authorities is held for the first time in our country, in other words in one day of the voting. There is international practice of the elections to the government authorities in one day including to representative government authorities on sites as well as to local administration authorities. It significantly increases the importance of social and political campaign what is indicated by the fact that large group of national and international observers expressed the intent to monitor the course of the elections, the President said.
Turkmen leader made special mention that for the first time all three existing political parties of our country would participate in the elections. The President also noted the activity of the citizens who nominated their candidates to representative authorities.
This is great that despite the difference of political doctrines, the Parties are united in the service to the country, improvement of the life level of people, realization of integrated development programmes what is another evidence of unity and solidarity of Turkmen society, the President highlighted.
Having encouraged Turkmen citizens to be proactive and vote for nominated candidates, President Gurbanguly Berdimuhamedov highlighted that every vote of the electors is an input to further dynamic development of the country. Turkmen leader expressed the confidence that the citizens of our country would take proactive approach and would definitely go for voting.
After, the floor for the report was given to Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov who informed on the preparation to the official visit of the President of the Islamic Republic of Iran to Turkmenistan on March 27 – 28.
The agenda of bilateral high-level talks will include wide spectrum of subjects of Turkmen – Iranian partnership in priority directions. Number of important documents are planned to be signed by the outcomes of the negotiations.
Having highlighted that development of constructive relations with neighbouring states including the Islamic Republic of Iran is one of the key vectors of foreign course of neutral Turkmenistan, president Gurbanguly Berdimuhamedov stated with delight dynamic character of interstate dialog which is based on centuries-old traditions of friendship and historical and cultural relations as well as on invariable mutual goodwill of the sides.
Speaking of the presence of big potential and capabilities for further development of efficient bilateral cooperation in trade, economic and transport spheres as well as in other perspective branches and for intensification of traditional contacts in humanitarian and cultural filed, the Head of the State highlighted the importance of Turkmen – Iranian high-level talks, having given relative assignments for organization of the official visit of the President of the Islamic Republic of Iran to our country to the Vice-premier.
President Gurbanguly Berdimuhamedov also signed the Resolution on appointment of T. Komekov as the Ambassador Extraordinary and Plenipotentiary of Turkmenistan to the Republic of Kazakhstan.
Deputy Chairman of the Cabinet of Ministers O. Gurbannazarov reported on the situation in the spheres under his supervision as well as on the preparation to Turkmen – Iranian business forum on March 27.
Participation of the heads of key structures of Iranian economic sphere, representatives of the companies working in construction and building materials spheres, energy, ore mining production, textile and medical industry, agriculture as well as those involved in trade, transport and logistics, engineering and insurance are planned in the work of the conference at the Trade and Industrial Chamber of our country.
The Vice-premier also reported on the preparation to the exhibition of national industry of the Republic of Uzbekistan in the Trade and Industrial Chamber of Turkmenistan on March 29 – 31. Participation of the delegation led by the First Deputy of the Prime Minister of the Republic of Uzbekistan is expected during the exhibition.
The exposition would represent the companies working in tourism, mechanical engineering, energy, oil and gas, textile, printing, chemical and ore mining industries, trade, transport and logistics as well as manufacturers of construction materials and equipment, leather goods, medicinal consumables and food.
President Gurbanguly Berdimuhamedov gave instructions to the Vice-premier on high-level organization of Turkmen – Iranian business forum and Uzbekistan exhibition, on making of the conditions for activation of international business relations and encouragement of private initiative in the formation of competitive industrial complex of the country, implementation of advanced practice and innovative technologies in this sphere.
In his turn, Deputy Chairman of the Cabinet of Ministers M. Babayev reported on number of subjects related to the expansion of the cooperation with foreign companies working in oil and gas sector of the country of the terms of production sharing agreement. Growing interest of these companies in realization of new joint investment projects including in construction of petrochemical complexes has been highlighted.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that activation of the partnership with other government and business circles of the world, which our country traditionally builds on the principles of goodwill and mutual benefit, is important aspect of energy policy of Turkmenistan. In this context, Turkmen leader pointed out big potential of Turkmen sector of Caspian Sea and its coastal zones that have the richest hydrocarbon resources.
The Head of the State addressed the Vice-premier with number of specific instructions related to the attraction of foreign investments to large infrastructural projects aimed at further diversification of fuel and energy complex, development of oil and gas processing industry. The President of Turkmenistan also ordered to hold under permanent control the activity of oil and gas companies and, what is most important, the fulfilment of the environmental protection requirements.
After, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal agricultural works in the regions. It was mentioned that cotton-sowing campaign in Ahal, Mary and Lebap Velayats and sowing of vegetable and forage crops in Balkan Velayat have been started as it was planned on March 23.
The Draft Resolution on rice sowing of the area of 18,300 hectares and provision of growing of 82,400 tons of the product in Dashoguz and Lebap Velayats was submitted for review ti the Head of the State.
The Head of the State requested to hold the care of the crops under permanent control as well as gave instructions on efficient use of water resources in irrigation of the fields, integration of science and practices in close cooperation and coordinated activities of the scientists, agronomists and farmers.
Having signed the Resolution on Rice Production in Turkmenistan in 2018, President Gurbanguly Berdimuhamedov addressed the Vice-premier with the assignments related to the cultivation of this crop in the regions.
Next, Deputy Chairman of the Cabinet of Ministers K. Durdymyradov reported on the situation in the branches under his supervision, measures for the formation of innovative production infrastructure, increment of the volumes of competitive production.
The Vice-premier reported on the outcomes of the working visit to Garlyk ore-dressing complex for production of potassium fertilizers, during which the activity of the facility has been inspected for the compliance with health and safety requirements. Special attention was paid to the provision of fire safety and training of damage control team. It was also detected that Belarus specialists, who are the general contractors of the construction of this complex, have not fulfilled contractual obligations completely.
The information on the work for the organization of International Scientific Conference “Chemical Industry of Turkmenistan on the way to progress” timed to the Day of Chemical Industry Personnel in the capital on March 31 has also been presented in the report.
The agenda of coming scientific complex includes the success and achievements of national industry, perspectives of further development, consolidation and expansion of partner’s relations in this sphere with all interested countries. Participation of the representatives of largest foreign companies in the conference is expected.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that orientation of national economy on development and processing of colossal natural resources of the country is one of the priority targets of economic strategy of Turkmenistan.
Having given instructions on high-level organization of international scientific conference, the President expressed the confidence that the forum would give string impulse to international cooperation in the improvement of the activity of national chemical industry and would serve as a ground for the exchange of practices.
During the session, the Head of the State addressed the Vice-premier, Foreign Minister R. Meredov, the Chairman of the State Commission and gave specific assignment on the inspection of Garlyk Ore Dressing compex by the above-mentions Commission.
Deputy chairman of the Cabinet of Ministers D. Amangeldiyev made report on the elaboration of national estimate and normative base in the construction and improvement of pricing system. In this regard, it was informed that the formation of inter-departmental commission and elaboration of relative programme for 2018 – 2020 is planned.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that at present, the construction complex is oriented to the realization of large-scale governmental programmes including on industrialization, establishment of modern transport infrastructure, import substitutive production and increment of export volumes, construction of living and transformation of the regions. Modernization and reconstruction of existing facilities and construction of new industrial and social facilities are carried out under these programmes.
The President focused on the elaboration of estimate documentation and pricing in construction and requested the Vice-premier to approach the solution of this subject with all responsibility, having addressed number of instructions on this account.
After, Deputy Chairman of the Cabinet of Ministers B. Annameredov reported on the procurement of agricultural equipment and tools, repair of various cargo rail trucks made under the cooperation with the Republic of Uzbekistan.
In his report, the Vice-premier informed on the measures taken by the Ministry of Motor Transport on acquisition of permit for the contract on construction of the complex of automobile transport facilities and training centre of driving school association. It ws informed that he complex is planned to be built in Ashgabat along Ashgabat – Dashoguz highway.
Summing up the report, President Gurbanguly Berdimuhamedov focused on the importance of the improvement of efficiency of work of transport and communication complex of the country, implementation of advanced practice and activation of international cooperation. In this context, having noted that Turkmenistan pays great attention to the consolidation of traditionally friendly relations with the Republic of Uzbekistan, the President stated the presence of considerable potential of bilateral partnership including in railroad transportation.
Turkmen leader gave specific objectives for the development of relative infrastructure of the Ministry of Motor Transport. The President of Turkmenistan pointed out the necessity of proper measures for the fulfilment of these objectives in set period.
Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on the realization of international agreements in cultural spheres signed earlier.
It was mentioned that these documents are aimed at the consolidation of efforts in efficient study of national cultural heritage, attraction of modern technologies, improvement of professional knowledge of young Turkmen scientists and specialists and in general, at wide popularization of ancient history and culture of Turkmen nation.
The agreements stipulate archaeological researches at the monuments located along the Silk Road, study and restoration of unique artefacts that are kept in the museums of Turkmenistan and conducting of international forums.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the importance of work for careful protection, deep study and wide popularization of historical and cultural heritage of the nation, attraction of international scientific circles to this work, conduct of international archaeological excavations that would shed the light on the history of Turkmen nation.
The Head of the State expressed the confidence that joint research of the scientists and specialists would open new opportunities for the expansion of useful contacts and study of national history and culture on modern base.
Having requested to work on these subjects in details, President Gurbanguly Berdimuhamedov gave relative orders to the Vice-premier on this account.
Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the outcomes of international tender for the reconstruction of administration centre of the ministry of Youth and Sports Affairs and the building of the Olympic Sports faculty of National Institute of Sports and Tourism.
After, the Vice-premier reported on the preparation to the World Powerlifting Championship in Ashgabat on October 28 – November 10. Besides, the proposal on the establishment of special fund for training of our sportsmen to different sport championships and competitions has been made.
The Vice-premier reported on new state samples of documents on education made in relation with the changes of educational plans of secondary schools, initial, secondary professional colleges and high educational institutions as well as with the training of the specialists in two-stage structure of high professional education.
Having approved the proposals presented by the Vice-premier, the President signed the Resolutions on Establishment of the Fund of the Ministry of Youth and Sport Affairs of Turkmenistan and on 2018 World Powerlifting Championship in Ashgabat. The Head of the State also approved the state samples of the documents on education.
Finishing the session of the Cabinet of Ministers, President Gurbanguly Berdimuhamedov wished great success in work to all participants.
